This Protocol fully regulates the quarantine, inspection and veterinary hygiene requirements for raw bird's nest products and clean bird's nest products; regulations on origin, bird's nest farming and harvesting processes, and the quality of clean bird's nest products... The signed Protocol has opened up a favorable legal basis to accelerate the export of bird's nest to the billion-people market.
Create a favorable legal basis
According to the newly signed Protocol, the Ministry of Agriculture and Rural Development will be responsible for quarantine, inspection, safety and health supervision of raw and clean bird's nests exported to China and issuing export quarantine certificates. The Ministry will be responsible for providing GACC with laws, regulations, standards related to raw and clean bird's nests, testing indicators, methods, processes and standards applicable to export products. Indicators on avian influenza virus, Newcastle, nitrite limit, aluminum limit and sensory testing..., must be included in the standards for clean bird's nests.
The Ministry of Agriculture and Rural Development will ensure that the food safety management system for raw bird's nest and clean bird's nest is maintained effectively and meets the requirements of Chinese laws and regulations. If necessary, GACC can conduct remote video inspections or send experts to Vietnam to inspect, evaluate and verify the compliance of bird's nest.
According to Deputy Director of the Department of Agriculture and Environment Tran Lam Sinh, Dong Nai strongly develops the bird's nest farming industry. This is one of the industries that brings high economic efficiency to the province. Dong Nai is very interested in developing the bird's nest farming industry in a sustainable direction.
Raw bird's nest processing facilities and clean bird's nest processing facilities exporting to China must be registered with GACC. Only products produced after the registration date are allowed to be exported to China. In case imported bird's nests are found to not meet the requirements of the protocol, GACC has the right to return, destroy and notify the Ministry of Agriculture and Environment to take necessary measures to investigate the cause according to GACC's requirements and promptly respond to the results.
Expect a breakthrough
According to the report of the Department of Agriculture and Environment, Dong Nai is one of the localities with the largest number of bird nest houses in the country. Currently, the province has more than 1,400 bird nest houses with a bird nest output of more than 15 tons/year. Bird nest farms are concentrated in the districts of Dinh Quan, Tan Phu, Thong Nhat, Trang Bom, Cam My and Long Khanh city. Many enterprises and establishments in the province not only invest in bird nest houses, but also invest in preliminary processing, packaging and labeling with the desire to build the Dong Nai bird nest brand with prestige and quality.
China is a large market consuming about 80% of the world's bird's nest output. Dong Nai is supplying bird's nests in large quantities, so businesses and bird's nest farms in the province are very interested in exporting to the large Chinese market.
Mr. Giang Dinh Thin, representative of Giang Hoang Yen Bird Nest Company Limited (in Phu Vinh commune, Dinh Quan district), said that the company supplies the market with 300-400kg of bird nests/year. In addition, the company has signed contracts to purchase bird nests from farmers with large output. However, the current output of bird nests that the company supplies to export partners is still very limited compared to the production and purchase output. The difficulty is that due to the increasing competitive pressure in the market, small-scale production enterprises find it difficult to participate in the export chain. In addition, most bird nest farms in the province mainly invest in raising on a household scale, selling to local acquaintances, and do not have the conditions to invest in brands and trademarks that are known in the market.
With the same concern, Mr. Nguyen Hoang, owner of Hoang Nhat Kim Bird Nest Farm (in Gia Tan 3 Commune, Thong Nhat District), shared that bird nest farmers are looking forward to the large Chinese consumer market increasing imports of Vietnamese bird nests so that the output of this product will have a better and more stable price. The facility implements a biosafety farming process and is ready to implement the farming, processing, and preservation processes according to the requirements of the Chinese market so that the products are eligible for export to this market.
