Helping people escape poverty sustainably.

By implementing various synchronized solutions tailored to local conditions, Phong Chau town is one of the localities in Phu Ninh district that has done well in poverty reduction, effectively supporting people to escape poverty sustainably. In 2023, the multidimensional poverty rate in the town decreased to 0.68%; currently, there are 33 poor households and 34 near-poor households out of a total of over 4,900 households in the area.

By effectively utilizing preferential loan capital to develop a forest product processing model, the family of Ms. Luong Thi Thu Ha - Zone 1, Phong Chau town (Phu Ninh district) has achieved a stable life and legitimately become wealthy.

Located in the central part of Phu Ninh district, Phong Chau town has a natural area of ​​922.69 hectares with 17,918 inhabitants living in 22 administrative zones. Recognizing poverty reduction as a crucial task contributing to the goal of building a civilized urban area, in recent years, the Party Committee, government, and people of Phong Chau town have focused on developing the local potential and strengths; actively and effectively applying and implementing policies, programs, and projects of the district, province, and central government; and integrating support funds from national target programs to develop the economy, focusing on the town's strengths such as small-scale industries, services, and trade.

Accordingly, the town has focused on mobilizing all resources to invest in infrastructure development; creating conditions for people to borrow capital for production and business, developing diverse industries such as: processing paper products, mechanics, construction... Currently, the town has 6 enterprises producing and processing paper products, 1 mechanical company, 2 timber processing workshops, 36 households engaged in woodworking, sawing, milling, mechanics, aluminum and glass, and nearly 200 households providing services; providing regular employment for over 2,000 workers. Every year, the town also actively cooperates with units to open 5 to 10 training courses on farming and livestock techniques for people, thereby creating jobs for hundreds of workers and ensuring that the percentage of trained and certified workers always reaches 70% or more. In 2023, the total investment capital for infrastructure construction throughout the town reached nearly 600 billion VND. Many schools, cultural centers, and inter-street roads were newly built, renovated, and repaired, creating favorable conditions for people to develop their economy and stabilize their lives.

Many transportation routes in Phong Chau town (Phu Ninh district) have been invested in and upgraded, creating favorable conditions for people to trade goods.

To create sustainable livelihoods and help poor, near-poor, and newly-escaped-from-poverty households overcome difficulties and improve their lives, the locality has focused on screening and reviewing poor and near-poor households, analyzing the causes of poverty to propose economic development solutions for each household; and strengthening coordination with the District Social Policy Bank to create conditions for poor, near-poor, and newly-escaped-from-poverty households to access preferential credit loans. Currently, the total outstanding loan balance entrusted by the town's socio- political organizations from the Social Policy Bank is nearly 20 billion VND for more than 200 households. Thanks to these preferential loans, many poor and near-poor households have overcome difficulties, risen out of poverty, and achieved legitimate wealth. A prime example is the family of Ms. Luong Thi Thu Ha in Zone 1. Having recently escaped poverty, she changed her mindset and approach, boldly borrowing 500 million VND from preferential loans to invest in machinery and equipment for the production and processing of forest products. After 5 years, the production facility has become fully operational, with average monthly revenue exceeding 800 million VND, creating jobs for 10 permanent workers with a stable income of 10 million VND per person per month.

Ms. Nguyen Thi Thuy Dung, Vice Chairman of the People's Committee of Phong Chau town, said: Currently, the average income in the town reaches 56 million VND/person/year. Six residential areas in the town have completely eliminated poverty: Rung Man, Da Tho, Nui Trang, Duong Nam, Bai Thoi, and Dong Giao. Through a review, the local authorities have identified that the remaining poor and near-poor households are mainly due to old age, illness, and lack of employment. With the determination to help people escape poverty sustainably, in the coming time, the locality will continue to promote the restructuring of agricultural production, replicate economic models suitable to the potential and advantages of the locality; do a good job of vocational training, create jobs for rural laborers, and improve the quality of labor;... thereby developing internal resources and gradually helping the locality rise out of poverty sustainably and build a prosperous life.
