This will be an important premise for completing military and defense tasks in 2024 and contributing to the successful implementation of the goals set by the 13th National Party Congress and the 11th National Party Congress of the Army.
On the occasion of the New Year, VOV reporter interviewed Senior Lieutenant General Nguyen Tan Cuong, member of the Party Central Committee, Chief of the General Staff of the Vietnam People's Army, Deputy Minister of National Defense about this content.
PV : Senior Lieutenant General Nguyen Tan Cuong, a year has passed with many highlights for the Vietnam People's Army. Can you summarize the most outstanding results of the entire force in 2023?
Senior Lieutenant General Nguyen Tan Cuong : In 2023, the Ministry of National Defense has proactively researched, grasped, assessed, and accurately forecasted the situation, advised the Party and the State to promptly handle situations, and not to be passive or surprised. Proposed effective implementation of resolutions, strategies, projects, and legal documents on military and national defense, especially advising on the quality completion of the 10-year review of the implementation of Resolution 8 of the 11th Central Committee, promulgating Resolution 8 of the 13th Central Committee on the Strategy for National Defense in the new situation; and a preliminary review of 5 years of implementing resolutions and conclusions of the 12th Politburo on military and national defense strategies...
The army continues to maintain and promote its core role in building the all-people national defense, the all-people national defense posture associated with the people's security posture, the "people's hearts posture" and a solid defense zone; successfully fulfilling the functions of "the fighting army, the working army and the production labor army".
Focus on leading and directing the implementation of the three breakthroughs and the tasks and solutions of the "Five adjustments to force organization", contributing to improving the overall quality and combat strength of the entire army; the quality of training, exercises, education and training, competitions and sports events is improved.
Logistics, engineering, defense industry and other aspects of work have made new progress. International integration and defense diplomacy, participation in United Nations peacekeeping operations have been promoted, practically and effectively, contributing to protecting the Fatherland "early and from afar", enhancing the international position and prestige of the country and the Army.
Take care to build a strong Party organization in the Army in terms of politics, ideology, ethics, organization and cadres, a strong Army in terms of politics; maintain and strengthen the absolute and direct leadership of the Party in all aspects over the Army. Thoroughly grasp and seriously implement the resolutions, directives, conclusions and regulations of the Party; the Resolution of the Central Military Commission on promoting the qualities of "Uncle Ho's soldiers", resolutely fight against individualism in the new situation. The work of inspection, supervision and enforcement of Party discipline by Party committees and inspection committees at all levels in the Army Party organization has been strengthened.
PV : So, General, can you tell us what is the reason for that result?
Senior Lieutenant General Nguyen Tan Cuong : The achievement of such results is due to the fact that the Central Military Commission, the leaders of the Ministry of National Defense, Party committees and commanders at all levels in the entire army always have high solidarity, unity and determination in leading and directing the implementation of military and defense tasks; clearly demonstrating the spirit of "7 dares": "dare to think, dare to speak, dare to do, dare to take responsibility, dare to innovate, dare to face difficulties and challenges, dare to act for the common good" under the direction of General Secretary Nguyen Phu Trong. In particular, officers and soldiers of the entire army always strictly follow the instructions and orders of superiors, are loyal, steadfast and steadfast; have high determination, solidarity, coordination, initiative, creativity, overcome difficulties, strive to excellently complete assigned tasks.
PV : The issue of building and developing a modern, dual-use defense and security industry is a major policy of our Party and State. How has the Ministry of National Defense been implementing this task, so that the defense industry can both meet the requirements and tasks of protecting the Fatherland and make an important contribution to the socio-economic development of the country, sir?
Senior Lieutenant General Nguyen Tan Cuong : Thoroughly grasping and seriously implementing Resolution No. 08 of the Politburo, the Government's Action Program, the Ministry of National Defense has issued a plan to implement and synchronously deploy programs, plans, tasks, build and perfect institutions; invest in development; research and manufacture new, modern weapons and equipment to meet combat requirements; strengthen international cooperation; develop high-quality human resources... Thereby, the defense industry has gradually mastered core technology, researched, designed, manufactured, produced, and repaired most types of weapons, equipment, and ammunition, including many types of modern weapons and equipment of strategic significance, actively contributing to building a lean, strong, and modern Army.
In particular, to institutionalize the Party and State's policies and viewpoints and overcome limitations and shortcomings in mechanisms and policies in the development of the defense and security industry; the Ministry of National Defense is presiding over and coordinating with the Ministry of Public Security and other ministries, departments, branches and localities to develop and complete the Law on Defense and Security Industry and Industry Mobilization for submission to the National Assembly for approval; focusing on researching and proposing mechanisms and policies to remove difficulties and obstacles, promote scientific and technological activities; improve the effectiveness and efficiency of state management of the defense industry to ensure concentration and unity; organize innovation and arrange the defense industry system in accordance with the characteristics of the defense industry and associated with the military's combat methods, meeting the requirements of the market economy and global integration; At the same time, mobilize economic sectors and people's businesses to participate in investing in developing the defense industry, producing and repairing weapons and technical equipment, and promoting international cooperation and integration.
PV : 2024 is a year with many important events, especially the 80th anniversary of the founding of the Vietnam People's Army and the 35th anniversary of the National Defense Day. What are the key activities of the Ministry of National Defense to make the Vietnam People's Army stronger and for people at home and abroad to understand and perceive more clearly the growth and development of our Army, General?
Senior Lieutenant General Nguyen Tan Cuong : The Central Military Commission Conference and the Military-Political Conference of the entire army have clearly identified the 2024 task to focus on effectively implementing the following key tasks:
Firstly, the entire army continues to improve its capacity to research and forecast the situation, proactively, sensitively, and promptly provide strategic advice to the Party and State on military and national defense, especially having appropriate countermeasures to firmly protect the Fatherland, avoiding being passive or surprised.
Second, further promote the core role in building national defense; effectively implement the resolutions and conclusions of the Politburo and the Government's Action Program on socio-economic development, ensuring national defense and security in key regions and areas.
Third, continue to promote the implementation of three breakthroughs according to the Resolution of the 11th Party Congress of the Army and the theme of 2024: "The year of basically completing the adjustment of the force organization towards being lean, compact, and strong", ensuring the maintenance of stability, enhancing the strength and ability to complete the unit's tasks.
Fourth, maintain strict combat readiness; prepare well in all aspects, actively and proactively respond successfully to non-traditional security challenges. Implement well the project of military parade and march to celebrate the 70th anniversary of Dien Bien Phu Victory; develop a project to organize military parade and march to celebrate the 50th anniversary of the Liberation of the South, the 80th anniversary of the August Revolution and the National Day of the Socialist Republic of Vietnam.
Fifth, effectively carry out logistics, technical work, defense industry development and other aspects of work. Conduct defense diplomacy activities proactively, flexibly, practically and effectively; actively participate in United Nations peacekeeping activities, contributing to enhancing the position and prestige of the country and the army in the international arena.
Sixth, maintain and strengthen the Party's absolute and direct leadership in all aspects over the army; focus on building a strong Army Party organization in terms of politics, ideology, ethics, organization and cadres.
