Attending the Congress were Mr. Danh Phuc, Head of the Provincial Ethnic Minorities Committee, Deputy Head of the Standing Committee of the Steering Committee, Organizing Committee of the 4th Congress of Ethnic Minorities in Kien Giang Province; Mr. Chau Minh Chien, Standing Deputy Secretary of the District Party Committee, Chairman of the District People's Council; Mr. Cao Quoc Dien, Deputy Secretary of the District Party Committee, Chairman of the District People's Committee and Ms. Trieu Thi Huyen Tran, Vice Chairman of the District People's Committee, Head of the Steering Committee, Head of the Organizing Committee of the 4th Congress of Ethnic Minorities in Giong Rieng District - 2024. Together with representatives of the leaders of the District Party Committee, the District People's Committee, and the Association of Solidarity of Patriotic Monks and Nuns of the District. Notably, there were 120 official delegates representing more than 40,000 ethnic minorities living in the district attending the Congress.
Giong Rieng district, Kien Giang province has 18 communes, 01 town, 128 hamlets, and residential areas; population is 54,403 households, with 224,683 people; ethnic minorities have 10,406 households, accounting for 19.12% of the total population of the district (Khmer ethnic group accounts for nearly 18%); the whole district has 14 Khmer Theravada pagodas. The district has 01 hamlet in a particularly difficult economic area (Giong Da hamlet, Ban Thach commune) and 08 communes in ethnic minority areas according to Decision No. 861/QD-TTg dated June 4, 2024 of the Prime Minister (reducing 06 hamlets and 12 communes in difficult economic areas compared to 2019).
Implementing the Resolution of the 3rd Congress for the period 2019 - 2024, the district always pays attention to investing in socio-economic development of ethnic minority areas, creating conditions for ethnic minorities to rise up and improve their material and spiritual life. Up to now, the poor households among ethnic minorities have decreased to 2.34% (compared to the total number of ethnic minority households), down 4.46% compared to 2019.
The emulation movements and campaigns have been enjoyed and actively participated by the people, in which the most prominent are the new rural construction movement and the farmers competing in production and business. From the joint efforts of the entire political system and the people in the district, including ethnic minorities, the district has been recognized as meeting the standards of a new rural district in 2020. Up to now, there are 02 communes in the ethnic minority area achieving advanced NTM (Thanh Hung, Long Thanh), striving to achieve Hoa Loi commune achieving advanced NTM by the end of 2024, and Thanh Phuoc commune achieving model NTM.
In addition, the district always focuses on implementing social security policies and policies for Prestigious People. Currently, the district has 32 Prestigious People elected in 32 hamlets, in 11 communes with a large population of ethnic minorities. The movement to build a cultural life and civilized lifestyle has been widely promoted to households and residential areas with a concentration of ethnic minorities. Every year, over 89% of ethnic minority households are recognized as "Cultural Families".
In particular, through the timely implementation of projects and sub-projects under the National Target Program for Socio-Economic Development in Ethnic Minorities, the initial results have been practical, shortening the distance to change the appearance of rural areas, 100% of rural roads from commune centers to districts have been asphalted, 100% of roads from hamlets to commune centers have been concreted, contributing to promoting socio-economic development in ethnic minority areas; traditional cultural values and identities of ethnic minorities have been preserved and promoted, education and training, job creation, and health care for the people have been supported... and achieved many positive results.
Speaking at the Congress, Mr. Danh Phuc, Head of the Provincial Ethnic Committee affirmed: Implementing the Resolution of the 3rd Congress of Ethnic Minorities, the Party Committee and the government of Giong Rieng district have had correct policies on socio-economic development for ethnic minority areas, which have been responded to by ethnic minorities, made efforts to implement and achieved many important achievements, the face of the ethnic minority area has many improvements.
The district's economic growth rate increased by an average of 6%. Infrastructure is increasingly improved, people's lives are gradually improved... The great solidarity bloc between ethnic groups is constantly consolidated.
“We are proud of the achievements, but we also realize that some communes, towns, hamlets, and neighborhoods in areas with a large number of ethnic minorities in the district still have difficult lives, and have not yet created solid steps for comprehensive and sustainable development; the rate of poor households (accounting for 2.34%) and near-poor households (accounting for 5.8%) among ethnic minorities, although decreasing, is still high compared to the rate of poor and near-poor households in the entire district; The work of building the Party, the political system, and the great solidarity bloc of ethnic groups in some aspects has still had limited results. Therefore, I propose that the Congress deeply assess the difficulties, limitations, and causes of existence in order to find specific solutions to meet immediate requirements, and at the same time have a long-term development plan for ethnic minorities in Giong Rieng district in the coming time…” Mr. Danh Phuc suggested.
The Congress considered and nominated 15 official delegates and 2 alternate delegates to attend the Provincial Congress. At the same time, the representative of the Presidium approved the Resolution Letter of the 4th Congress of Delegates of Giong Rieng District in 2024 with specific targets to strive to achieve in the period of 2024 - 2029.
At the Congress, the Provincial Ethnic Committee awarded Certificates of Merit to 2 collectives and 4 individuals and the Chairman of the People's Committee of Giong Rieng district awarded Certificates of Merit to 10 collectives and 20 individuals for their outstanding achievements in ethnic work, great national unity and contributions to the socio-economic development of the ethnic minority region of Giong Rieng district, period 2029-2024.
By 2029, Giong Rieng strives for an average annual economic growth rate and total production value of 6.5%; Average income per capita in ethnic minority areas of 62 million VND/person/year; Poverty rate reduced by 0.5-1%/year (except for social protection beneficiaries), no more dilapidated or dilapidated houses, over 90% of households have solid or semi-solid houses. Continue to implement the National Target Program for Socio-Economic Development in Ethnic Minority Areas, with annual capital disbursement reaching 100% of the plan...
