Fake Driver's License: Unforeseen Consequences

In early April, the Office of the Investigation Police Agency of Hue City Police issued a decision to prosecute the case, prosecute the accused, and temporarily detain two subjects Nguyen Thi Chin (born in 1973) and Nguyen Dinh Minh (born in 1974), both residing in Hue City, for the act of "Forgery of documents of agencies and organizations".

From 2023 to 2024, Nguyen Thi Chin and Nguyen Dinh Minh rented a house and lived together as husband and wife in Trieu Son Dong residential group, Huong Vinh ward (Phu Xuan district). During this time, the two used social media to contact a stranger and order fake A1 motorcycle driving licenses to deal with the police when participating in traffic.

After receiving the fake driver’s license, the two subjects came up with the idea of ​​“trading” in fake driver’s licenses for profit. Chin and Minh gave false information that they could make a “real” A1 motorcycle driver’s license by asking others to study and take the test for them at testing facilities without having to submit documents or undergo a medical examination as required. Many people came to ask the two subjects to make their driver’s licenses; in each case, the subjects would take an advance “fee” of 1 million to 1.25 million VND.

With the above trick, Chin and Minh ordered many fake driving licenses for many people living in Huong Vinh ward and other areas of Hue city.

In 2025, Hue City Police also issued a decision to prosecute the case and prosecute Huynh Thanh Truyen (born in 1975, residing in Thuan An ward, Thuan Hoa district) for buying and selling fake motorcycle driving licenses.

According to the investigation records, from June 2023 to December 2024, Truyen, realizing the need of many local people to have a motorcycle driving license, approached and suggested making a fake A1 driving license for 1.1 million VND. Then, Truyen took a photo of the buyer's ID card and sent it to an acquaintance on social media to proceed with forging related documents and papers for 800,000 VND/license. In total, the subjects made 27 fake A1 driving licenses and sold them to individuals in Hue City.

People should not believe in advertisements on social networks to order fake driving licenses.

Unforeseen consequences

According to information from Hue City Police, the above cases are just a few of many cases of fake driving licenses that have been discovered by authorities recently. This situation has recently shown signs of increasing again due to the need for a quick driver's license without having to pass the test by a segment of the population.

Grasping that need, the subjects took advantage of the gullibility, trust and lack of knowledge of the people to lure them through posts and advertisements on social networks. A part of the people used fake driving licenses "innocently" without knowing that they had committed the crime of forging seals and documents of agencies and organizations.

Through the above incidents, Hue City Police also issued a warning to the people that there is no case of not studying or taking the exam but still getting a real driver's license. People should not believe in advertisements on social networks to order fake driver's licenses.

Buying and selling fake driving licenses also seriously affects people's safety because of the lack of skills and knowledge when participating in traffic. When there is a need to own a driving license, people should register to study at reputable training facilities to avoid losing money, getting into trouble, and even getting into trouble with the law.

According to Decree 100/2019/ND-CP and Decree 123/2021/ND-CP, drivers of vehicles with fake driving licenses will be fined 4 - 6 million VND, have their real driving license (if any) revoked for 1 - 3 months and have their fake driving license confiscated.

According to the 2015 Penal Code, amended and supplemented in 2017, the act of using a fake driving license with signs of forging seals or documents or using fake documents of agencies or organizations is subject to a fine of 30-100 million VND or non-custodial reform for up to 3 years or imprisonment from 6 months to 2 years.
