After 2 days of taking the English proficiency test, many teachers in Ho Chi Minh City reported that the test organized by the Department of Education and Training (DET) had a high level of difficulty. In response to these opinions, on the afternoon of April 24, Mr. Ho Tan Minh, Chief of Office of the Department of Education and Training of Ho Chi Minh City, discussed with Tien Phong newspaper about the objectives and structure of the test.

According to Mr. Minh, the survey is designed with questions of increasing difficulty, aiming to comprehensively assess teachers' English proficiency. "Teachers do not need to complete the entire survey. Just do as much as you know, without worrying or feeling pressured," Mr. Minh said.
Regarding the issue of ensuring honesty during the survey process and avoiding the situation of asking others to do the test for him, Mr. Minh said that this is a matter of professional pride and the dignity of the teacher. "This is a survey of teachers, not an exam for students, so we have to adjust behavior. We trust the city's teaching staff," said Mr. Minh.
The representative of the Department of Education and Training affirmed that designing the survey with many levels, from easy to difficult, is necessary to classify and accurately assess the capacity of each teacher. With the access problem yesterday, today the relevant departments have resolved it, the survey took place normally. More than 10,000 teachers have completed the survey.
The Ho Chi Minh City Department of Education organized a survey on teachers' English proficiency to assess the overall picture of the capacity of the entire teaching staff. From there, the Department will have a database to build the project "Gradually making English the second language in schools". This is an important goal to improve the quality of education and international integration, implementing the conclusion No. 91 of the Politburo.
Mr. Minh added that before developing a plan to survey teachers' English proficiency, the department had consulted teachers about making English a second language in schools. Organizing the survey is the next step for the Department of Education and Training to calculate data based on scientific analysis.
The Department of Education and Training of Ho Chi Minh City is committed to keeping the scores confidential, providing them only to teachers and the Steering Committee for developing educational projects. In addition, the unit will not use the survey results to evaluate competition, consider salaries, or discipline.
