Teachers at 119 educational institutions under the Hanoi Department of Education and Training and about 250 educational institutions under districts, towns and cities in Hanoi are still anxiously waiting for their Tet At Ty 2025 bonuses.
These are public educational institutions that are piloting the mechanism of ordering educational services, and are included in the group of units that self-guarantee regular expenditures (autonomous units).
Worried about not getting a Tet bonus because of new regulations
Decree 73 of the Government issued in 2024 stipulates salary levels and bonus regimes for civil servants, public employees and military personnel. In which, bonuses are calculated based on outstanding achievements and results of annual task completion assessment and classification. This bonus fund accounts for 10% of the total salary fund (excluding allowances).
Previously, when there was no bonus under Decree 73, the year-end bonus for school staff depended on each locality and school. Difficult areas often had no bonus or very little.
However, when Decree 73 is applied, the year-end bonus has a common level of 10% of the total salary fund, so teachers in schools with favorable or difficult conditions will receive a bonus. On the positive side, this regulation creates equality and sustainability.
In fact, this year many schools have developed a reward mechanism based on the levels of completion, good completion and excellent completion of tasks. The highest bonus level paid from the fund is 10% with about 6 - 7 million VND/teacher.
However, according to regulations, public service units that self-insure their regular expenses will not be granted a bonus fund according to Decree No. 73/2024. Instead, the unit will proactively balance the budget for bonus payments. If spending is economical, the year-end bonus fund for employees will be more, if spending is unreasonable, there will be no fund left for bonuses.
In December 2024, the Hanoi People's Council passed Resolution 46 regulating the payment of additional income for cadres, civil servants, and public employees working in state agencies, political organizations, the Vietnam Fatherland Front, socio-political organizations, and public service units whose regular expenditures are guaranteed by the state budget under the management of Hanoi City.
With this resolution, public schools that are piloting the mechanism of ordering educational services are included in the group of units that ensure their own regular expenditures (autonomous units). Therefore, these units are of course not entitled to the bonus regime under Decree 73.
Whether or not there is a year-end bonus for staff and teachers at the above facilities depends on the school's budget balance. However, because it is still in the pilot phase, schools are not proactive and flexible in balancing spending to have a bonus fund for employees.
In this situation, staff and teachers at autonomous schools are at risk of not receiving Tet bonuses. Many people worry that because of "autonomy", they do not see the benefits but only see their rights being affected and disadvantaged compared to other units that are enjoying the bonus regime under Decree 73.
Petition pending resolution
Nearly 600 teachers in Hanoi from educational institutions piloting service prices have sent a petition to the city's leaders.
According to the schools, autonomous units do not essentially have to increase their revenue but only change the form of allocation from budget allocation to ordering. Therefore, not applying additional income expenditure according to Decree 73 to pilot ordering schools reduces the motivation of units and employees to implement.
In the petition, the teachers also said that at the time of registering the price of educational services for the 2024-2025 school year, the service price at that time was calculated based on the basic salary of 1,800,000 VND, excluding the bonus fund according to Decree 73, as well as the additional income source according to Resolution 46.
The price of education and training services here is all the actual reasonable expenses incurred to complete the education and training for learners to achieve the criteria and standards issued by the competent authority.
Faced with this situation, the Hanoi Department of Education and Training has sent a document to the Hanoi People's Committee and, together with the Department of Finance, agreed on a proposed plan to consider a specific mechanism to support the bonus fund as prescribed in Decree No. 73 for educational institutions that self-insure regular expenses by participating in the pilot implementation of ordering according to educational service prices.
Ho Chi Minh City: committed to paying bonuses according to regulations
The Ho Chi Minh City Department of Education and Training said that the city currently has four units that are self-sufficient in regular expenses: Nam Saigon Kindergarten, Nam Saigon Primary-Middle-High School, Foreign Language-Informatics Center, and Information and Educational Program Center.
"The Department has worked with the heads of the above 4 units on paying bonuses according to Decree 73. After that, the heads of these 4 units made a commitment to the Department that they would balance their unit's revenue to deduct an amount equivalent to 10% of the total salary of the entire unit to pay bonuses according to Decree 73.
That means teachers of the above four units will receive the same bonus as teachers in other public schools," an official from the Ho Chi Minh City Department of Education and Training confirmed.
