(Dan Tri) - Many teachers in Dak Lak are concerned because the deadline for receiving bonuses in 2024 according to Decree 73 of the Government is only about 20 days away, however, the education sector has not yet had any instructions.
Teachers may "miss out" on bonuses
Decree 73 of the Government issued on June 30, 2024, stipulating the basic salary and bonus regime for cadres, civil servants, public employees and armed forces.
Accordingly, the above subjects will have a bonus regime based on outstanding work achievements and annual assessment and classification of task completion levels. The annual bonus fund is determined by 10% of the total salary fund.
According to Decree 73, by January 31 of the following year, if an agency or unit does not use up the year's bonus fund, it cannot transfer the source to the following year's bonus fund.
Meanwhile, up to now, the Dak Lak Department of Education and Training has not issued any instructions, and many teachers are worried because they may not receive the bonus.
A teacher working in M'Drak district said that every year, when the Lunar New Year approaches, teachers look forward to receiving bonuses from the industry to have more money to celebrate the spring and Tet with their families. However, this year, teachers have been waiting for a long time but still have not heard anything from the education industry about bonuses.
"There are only a few days left before the bonus payment deadline, but we still haven't received any signals from the education sector. Many "impatient" teachers have reported this issue to school leaders, but the school does not have the authority to respond," the teacher shared.
At the preliminary conference of the Dak Lak education sector union on the morning of January 11, a representative teacher asked the leader of the Dak Lak Department of Education and Training about the implementation of the bonus regime according to Decree 73 of the Government.
According to the leader of the Dak Lak Department of Education and Training, it is likely that in 2024 the industry will not be able to pay bonuses and Tet and will have to make up for it next year.
The leader of the Dak Lak Department of Education and Training hopes that school leaders will share this with the school's union members.
Faced with this information, many teachers attending the conference expressed disappointment that the education sector had not implemented it in a timely manner, leaving teachers without benefits.
"Without receiving the bonus, this year many teachers, including me, will definitely not have a complete Tet holiday," a teacher said sadly.
Many units are slow in implementing Decree 73.
According to research, on December 13, 2024, Dak Lak Department of Finance responded to the dispatch of the Department of Home Affairs on the bonus regime according to Decree 73.
Dak Lak Department of Finance replied: "Currently, units do not have specific regulations to implement the bonus regime applicable to subjects on the salary list of agencies and units. Therefore, there is not enough basis for the Department of Finance to advise the Provincial People's Committee to consider allocating funds to implement the bonus regime for the first 6 months of 2024".
By December 20, 2024, the Chairman of the Dak Lak Provincial People's Committee issued an official dispatch authorizing the Heads of departments, branches and sectors; Chairmen of the People's Committees of districts, towns and cities to promulgate bonus regulations according to the provisions of Decree No. 73 of the Government.
A leader of the Department of Finance said that the Department of Finance will provide funding for any unit that promptly issues bonus regulations. However, because Decree 73 takes effect from July 2024, many units are slow to implement it.
