Circular No. 05/2025/TT-BGDDT, effective from April 22, 2025, regulates the working regime for teachers teaching at general education institutions and university preparatory schools. This Circular replaces two previous documents, Circular 28/2009/TT-BGDDT and Circular 15/2017/TT-BGDDT.
Regulations on the maximum number of tasks a teacher can hold concurrently
According to the new regulations, each teacher cannot hold more than two concurrent tasks, avoiding the situation where teachers are assigned to do too many non-professional tasks, helping to ensure that teachers focus on teaching and educational tasks.
At the same time, if concurrent tasks have received remuneration or allowances, the teaching hour norm cannot be reduced or converted into teaching hours (except for concurrent tasks of head and deputy head of professional groups, concurrent tasks of head and deputy head of functional departments, concurrent tasks of party, trade union, and youth union work) (Clause 3, Article 3).

Adjust and increase the number of periods for homeroom teachers at primary level and homeroom teachers at schools and classes for the disabled from 3 periods/week to 4 periods/week.
Adjust the number of reduced periods for teachers who are also heads of functional departments of preparatory colleges from 3 periods/week to 6 periods/week; adjust the number of reduced periods for teachers who are also deputy heads of functional departments of preparatory colleges from 01 period/week to 05 periods/week.
Supplementing regulations to reduce 03 periods/week for teachers who concurrently hold administrative positions in functional departments for university preparatory schools; reducing the teaching period quota for group leaders and deputy group leaders of student management groups in ethnic minority boarding schools and ethnic minority boarding schools such as group leaders and deputy group leaders of professional groups.
Add some cases where teaching hour norms can be converted
According to Circular 05/2025/TT-BGDDT, the working time in the school year of principals, vice principals, and teachers of general schools is 42 weeks, of which the number of weeks teaching the contents of the general education program is 37 weeks.
Some other notable points are: For teachers teaching Vietnamese to ethnic minority children, 1 teaching period is counted as 1.5 periods if teaching during the summer.
For teachers reviewing for graduation exams or tutoring weak students, 1 teaching period can be converted to a maximum of 1.5 standard periods.
Teachers teaching students to review for entrance exams and graduation exams, 1 teaching period is counted as 1 standard period.
Teachers who teach remedial classes for students with poor academic performance or teach extra classes for students whose final semester results are below the required level can have 1 teaching period converted to a maximum of 1.5 standard periods.
Teachers assigned to be judges in school-level teacher competitions or contests will have 1 period of direct judging counted as 1 standard period.
Teachers participating in training excellent students, training students to participate in Phu Dong sports festival, guiding science and technology competitions, guiding students to participate in student competitions with startup ideas, 1 teaching period can be converted to a maximum of 2 standard periods.
Supplementing regulations on leave for teachers
Circular No. 05/2025/TT-BGDDT stipulates that the annual leave of principals, vice principals, and teachers will include summer vacation, holidays, Tet, and other holidays as prescribed by the Labor Code and the Law on Social Insurance.
The Circular adds that in cases where the summer vacation and maternity leave of female teachers overlap, in addition to the prescribed vacation time, the teacher's vacation time includes: Maternity leave time according to regulations; summer vacation time outside of maternity leave (before or after maternity leave).

In case a male teacher is entitled to maternity leave when his wife gives birth according to the provisions of the Law on Social Insurance, during the maternity leave, the male teacher is entitled to teach the prescribed teaching hours and does not have to make up for it. In case the male teacher's maternity leave when his wife gives birth coincides with the summer vacation, he is not entitled to make up for it.
Principals and vice principals are entitled to summer vacation like teachers, which is flexibly arranged during the school year and during summer vacation.
However, to ensure the normal operation of the school and avoid the situation where all managers are off at the same time, the summer vacation schedule of managers must be reported to the management agency.

Strengthening quality assurance of university training programs
Circular No. 04/2025/TT-BGDĐT of the Ministry of Education and Training replaces previous related circulars on university training program accreditation, effective from April 4, 2025.
The new circular applies the accreditation process to training programs at all levels of university education and training programs at the college level of pedagogy. Adjust the criteria assessment levels from 1-7 points to the level of passing and failing, have mandatory criteria and conditions to meet the passing level, adjust the number of standards and criteria accordingly.
Circular 04 officially abolishes some accreditation regulations specific to specific industries and distance learning. Instead, accreditation will be applied to all training programs, aiming for a more uniform quality assurance system.
Adjusting policies to support tuition and living expenses for pedagogical students
On March 20, Decree No. 60/2025/ND-CP dated March 3, 2025 amending and supplementing a number of contents in Decree 116/2020/ND-CP on support policies for pedagogical students took effect.
The Decree provides a method of financial support for teacher training students. Accordingly, the State will provide support through budget allocation according to budget decentralization. Localities that need to recruit teachers can choose the method of assigning tasks or ordering training instead of the bidding method.
These adjustments help ensure that support funds reach students on time, while also addressing the difficulty some localities have in balancing their budgets.
Notably, the transitional regulations are added to ensure that pedagogical students from the 2021-2022 school year to the end of the 2024-2025 school year will still enjoy support policies according to the principle of targeted central budget support.
