A teacher posted a clip denouncing illegal collection, a principal in Ca Mau was disciplined.

After a teacher's reflection on the situation of overcharging at Tran Quoc Toan Secondary School (Cai Nuoc District, Ca Mau), the District People's Committee stepped in to inspect and direct the handling of many violations.

On April 16, according to the People's Committee of Cai Nuoc District (Ca Mau), the district reported the results of handling violations at Tran Quoc Toan Secondary School (Thanh Phu Commune, Cai Nuoc District) after a teacher of the school posted on social media to denounce the school for illegally collecting many unreasonable fees from students.

Mr. Ngo Minh Quyen, Vice Chairman of Cai Nuoc District People's Committee, said that up to now, the directives have been fully implemented, reported to superiors and informed to teachers who reported illegal collection on social networks.

Accordingly, the Chairman of the People's Committee of Cai Nuoc District has directed a review and requested experience for the Principal of Tran Quoc Toan Secondary School due to the collection of illegal fees such as: fees for using Vn.Edu software, fees for photocopying exam papers, test papers, scratch paper... In particular, allowing parents to "voluntarily" pay class funds at the beginning of the school year is considered to cause unnecessary financial pressure, especially for families in difficult circumstances.

The District People's Committee requires the school to completely stop directing or organizing the collection of any amount of money outside of regulations, even with the consent of parents.

Starting from the 2025-2026 school year, schools are not allowed to collect money for Vn.Edu software but only introduce it for parents to choose if needed. At the same time, schools are not allowed to photocopy exam papers from student contributions but must use allocated operating funds or other legal sources. Test papers and scratch papers are prepared by students themselves.

Notably, the District People's Committee requested the school to refund more than 18.7 million VND to parents for unused fees collected in the second semester of the 2024-2025 school year. The school's parent representative board was also required to seriously learn from experience in managing and using the fund, and to recover nearly 13 million VND of incorrect spending to return it to the fund according to regulations.

Mr. Ngo Minh Quyen, Vice Chairman of Cai Nuoc District People's Committee, said that up to now, the directives have been fully implemented, reported to superiors and informed to teachers who reported illegal fees on social networks.

As Thanh Nien reported, previously, social networks circulated a clip recording the reflection of a teacher at Tran Quoc Toan Secondary School. This teacher said that the school collects 50,000 VND/student/year for Vn.Edu software, while learning information can be shared for free via Zalo and 40,000 VND/student/year for exam papers, even though the locality has supported the funding. In addition, this teacher also mentioned "soft" fees such as teachers' birthday money, organizing March 8, year-end parties, etc.

Immediately after the teacher's reflection, the People's Committee of Ca Mau province requested the People's Committee of Cai Nuoc district to preside over and coordinate with relevant agencies to review, report specifically and strictly handle any violations.
