Compared to before (Decree 27), Decree No. 35 has some new points.

Achievements to be considered for the title must be achieved during the time working in the education sector.

The new Decree stipulates that achievements for consideration of conferring the title of People's Teacher and Meritorious Teacher must be achieved during the time working in the education sector; achievements that have been considered for conferring State honorary titles cannot be used for consideration of conferring the title.

Individuals who receive salary and are evaluated for emulation and annual rewards at any unit, can propose to be considered for the title of People's Teacher or Meritorious Teacher at that unit.

Managers at educational institutions, during their time in management positions, who participate in teaching and training to meet the minimum standards prescribed, will have their direct teaching and training time counted and converted according to specific levels.

Based on the functions, tasks, and characteristics of each subject and type of educational institution with similar characteristics, Decree No. 35 divides into 7 groups of subjects unified in both the standards for people's teachers and the standards for teachers of vocational training to develop standards to facilitate educational institutions when implementing the Decree.

Focus on specific target groups

A special new point in Decree No. 35 is to develop standards for specific groups of subjects according to the provisions of the Law on Emulation and Commendation 2022.

Specifically, the working time in border areas, at sea, on islands, and areas with especially difficult socio-economic conditions according to Government regulations is multiplied by a coefficient of 2 when calculating the working time to consider awarding the title of People's Teacher and Meritorious Teacher.

Teachers and educational institution managers currently working in areas with particularly difficult socio-economic conditions or schools and classes for the disabled, or centers supporting the development of inclusive education are entitled to preferential treatment and policies when applying for the title.

The new Decree also adds criteria for teachers and managers at educational institutions who have worked continuously for 15 years or more at schools and school locations in remote areas in villages and communes with particularly difficult socio-economic conditions, have made many contributions to the local education cause, mobilized many students to go to school and maintained the number of students who were awarded by the district level. The district-level council, based on the proposal of the educational institution, will review and select no more than 1 outstanding teacher or manager at the educational institution for each review period.

According to the Ministry of Education and Training, in reality, after 16 times of consideration for awards, the number of teachers and educational managers teaching students with disabilities and working in areas with particularly difficult socio-economic conditions who have been awarded the title is still very small, not fully reflecting the contributions and sacrifices of teachers working in special environments.

The adjustment of standards and direct teaching time demonstrates the Party and State's concern for education in disadvantaged areas; at the same time, it creates motivation for teachers to continue to strive to achieve higher achievements in teaching.

The new Decree stipulates the transition so that in the case of teachers and educational managers who have retired under the social insurance regime from January 1, 2023 and still lack the standards for presiding over the compilation of thematic reports at conferences and professional seminars organized by ministries, departments, branches, provinces, and departments, or presiding over the compilation of training materials according to training programs organized by departments, branches, and departments; regulations on authors of initiatives recognized as effective in teaching or management, with influence within ministries, departments, branches, and provinces, the standards prescribed in Decree No. 27 shall be applied.

Additional recognition of many titles and achievements

The new decree also adds a number of new standards to assess teachers' pedagogical talent.

Specifically: Compiling specialized reports at conferences and professional seminars organized by ministries, departments, branches, provinces, and departments or presiding over the compilation of training materials according to training programs... to demonstrate pedagogical capacity, soft skills, ability to organize professional activities and the influence and influence of teachers in the locality where they work.

In addition to the title of excellent teacher, the title of excellent Team Leader, excellent homeroom teacher, etc. has been added.

Because according to the Ministry of Education and Training, in reality, in the education sector, there are also titles of excellent homeroom teachers, excellent Team Leaders, excellent pedagogical lecturers, teachers and lecturers who have won prizes in competitions, contests, and competitions at the ministerial, departmental, sectoral, provincial and above levels... The regulations on content, standards, documents, and authority to organize competitions of these competitions are equivalent.

In addition, regarding doctoral training standards, not all universities and majors are currently assigned the task of training doctors, especially private universities and local universities.

Therefore, the Ministry of Education and Training proposes to replace the doctoral training achievements for fields and schools that are not assigned the task of training masters and doctors with the achievements of guiding graduate students to successfully defend their master's theses, level II specialist doctors, resident doctors; or guiding students, student groups to win school-level scientific research awards or teachers with scientific research topics that win awards (or rewards) at school level or higher...

This creates opportunities for teachers from local and private universities to participate in the award consideration.

The new Decree also clearly stipulates initiatives for consideration of awarding the title of People's Teacher and Merit Teacher. Initiatives must be effectively applied in teaching or management and have the potential to be replicated in ministries, departments, branches and provinces in accordance with the regulations on initiative regulations and the Law on Emulation and Commendation (The old Decree stipulates that initiatives must be recognized by the direct superior).

Supplementing initiatives recognized by the Chief of the General Staff and the Chief of the General Department of Politics as having a scope of influence in the industry equivalent to initiatives effectively applied in teaching or management and having a scope of influence in ministries, departments and provincial branches.

Decree No. 35 also cuts administrative procedures, shortens processes and time, and specifies criteria in the direction of quantitative standards.

Accordingly, there are only 3 council levels (grassroots level, ministry/department/branch/province/national university level, state level). There is no regulation on the establishment of a teacher awarding council at educational institutions and units; the taking of votes of confidence, guidance on filling out documents, confirmation of documents, assessment of prestige and influence of teachers will be carried out by the Emulation and Reward Council of the unit.
