On June 10, the Department of Education and Training of Pleiku City concluded an inspection at Cu Chinh Lan Primary School. The inspection was conducted after Ms. Nguyen Do Thi Bao Tran, a music teacher at the school, was criticized by some parents.
In the petition, parents said that Ms. Nguyen Do Thi Bao Tran - the school's music teacher is not proactive in teaching, has poor communication and suggestion skills, causing students to not feel the lesson content. As a result, they cannot develop skills to keep up with the requirements.
In addition, the inspection and evaluation process lacked objectivity, so it did not create consensus, causing frustration for students. Parents asked the school and the Department of Education and Training to review the teachers' teaching. After the incident, the Gia Lai Provincial People's Committee issued a document requesting the Pleiku City People's Committee to direct specialized agencies to verify and clarify the content.

As a result, for teacher Nguyen Do Thi Bao Tran, the quality of music education in some classes did not meet the target committed at the beginning of the 2022-2023 school year. Specifically, at the beginning of the year, the teacher registered a target of 0%, but at the end of the year, 3 students had not completed the music subject.
This teacher did not keep a notebook to record and monitor the progress of the students; there was no plan to train and help students complete the first semester (the survey results at the beginning of the school year showed that 16 students had not completed the first semester; by the end of the first semester, the number had increased to 28 students). In addition, there was no coordination with some homeroom teachers, teachers in the same class and parents in evaluating students.
Ms. Nguyen Do Bao Tran has not regularly checked and commented on students' notebooks to guide them to overcome their limitations and mistakes; there is no teaching plan or records specifically for disabled students to integrate into the school.
The female teacher also violated the rules of using SMAS accounts to manage students' learning. Accordingly, in 2 years (2021-2022 and 2022-2023), Ms. Nguyen Do Thi Bao Tran arbitrarily corrected the learning results of 75 students in various classes (raising, lowering and correcting comments). Some students were raised and lowered many times without reporting, asking for permission and without the consent of the principal.
According to the school's plan for the 2022-2023 school year, subject teachers must enter student evaluation results no later than May 13. However, from May 14 to 26, Ms. Tran edited the second semester Music subject learning results 80 times on 58 students. Adjusting student evaluation results on the SMAS system is a violation.
The conclusion of the Pleiku City Department of Education and Training also stated that when parents reacted and disagreed with Ms. Tran's assessment, the female teacher responded (via social media) with offensive words and language that did not meet the ethical standards of a teacher.

Faced with the above shortcomings, the Department of Education and Training of Pleiku City recommends that the school, based on the conclusion of the inspection team, regulations on disciplinary action against civil servants, organize a review to clarify the responsibilities of organizations and individuals with violations and strictly handle them in accordance with the law.
The Department also recommends that the school board develop a strict management regulation for the SMAS system, ensuring full, clear and strict decentralization and delegation of authority in accordance with regulations. The school needs to stop the situation where teachers arbitrarily adjust students' learning outcomes without written permission from the school board or self-adjust when the school has reported the results to the Department of Education and Training.
For Ms. Nguyen Do Thi Bao Tran, reviewing and clarifying shortcomings and violations, strictly implementing the regulations of the Ministry of Education and Training; developing a plan to train and help students who have not completed their studies; developing a plan specifically for students with disabilities; evaluating and managing learning outcomes in accordance with regulations, objectively and fairly, avoiding creating pressure on students; respecting and listening to constructive comments and suggestions from colleagues, parents and students; being exemplary and strictly implementing regulations on teachers' ethics.
