Vietnam’s maritime industry has experienced many ups and downs throughout its development, and in that context, visionary leaders like Professor Nguyen Ngoc Hue have played an indispensable role. With over 40 years of experience in the transportation sector, he has made important contributions to the development of the maritime industry, especially in his leadership roles at the Vietnam Maritime Administration and Vietnam National Shipping Lines.

Journey from revolutionary homeland to intellectual heights

Born on September 21, 1955, in Ha Tinh - a land rich in revolutionary traditions, studiousness and poetry, Professor Nguyen Ngoc Hue possesses both romance and determination. After graduating from Odessa Maritime University (former Soviet Union) with a major in Port and Waterway Engineering, Professor Nguyen Ngoc Hue began his career at the Transport Design Consulting Corporation in 1978. These were the first years he was exposed to practice, from which he developed a passion for the field of transport infrastructure, especially maritime. In 1984-1985, he continued to be sent to the Soviet Union to study for a doctorate at Odessa Maritime University, where he defended his PhD thesis in 1991 and his Doctor of Science in 2011.

In 1991, after studying in the Soviet Union, he returned to Vietnam and held many important management positions at the Transport Engineering Consulting Corporation. From 2003 to 2011, he held the position of Deputy Director and then Director of the Vietnam Maritime Administration. This was the period in which he left a deep impression with many reform policies and strong development in the maritime sector. In particular, from 2012 to 2015, when he held the position of Chairman of the Board of Members of Vietnam Maritime Corporation, he led the Corporation to overcome major challenges in the restructuring process.

During his career, he has trained, lectured, and guided many masters and doctoral students at domestic universities; researched and edited many books on seaports and hydraulic works; chaired and participated in the construction of many scientific research projects. He was considered and awarded the title of Associate Professor by the State Council of Professors in 2007 and the title of Professor in 2015.

In 2015, after retiring according to regulations, but with passion and desire to contribute his intelligence to the development of the industry and the country, Professor Nguyen Ngoc Hue continued to work as Secretary of the State Council of Professors, and was also a member of the Council of Professors of many universities such as the University of Construction, Maritime University, University of Transport... At the same time, he held the position of Chairman of the Association of Waterways and Continental Shelf Ports of Vietnam, to continue to contribute to the development of the industry.

Regardless of his position as a scientist, manager or business administrator, he always completed his tasks excellently. With a romantic soul, inheriting the poetic tradition of his homeland, he composed many poems and songs that brought deep and joyful feelings to his comrades and colleagues.

The man steering the Vinalines ship in the storm

Before Professor Nguyen Ngoc Hue assumed the leadership role, the Corporation faced many financial and management difficulties. Accumulating debts and poor performance put the company on the brink of bankruptcy.

Faced with numerous difficulties in the restructuring process, he was determined to work with the Corporation's leadership to find smart solutions to resolve each seemingly deadlocked task. With the saying "It can be stressful in content but not stressful in attitude", he conveyed to the Corporation's leadership the calmness and intelligence in every difficult situation to handle, propose negotiations and bring about practical and great results.

Under the leadership of Professor Nguyen Ngoc Hue, the Corporation has undergone a strong restructuring process, helping the company overcome serious financial difficulties. He has led the Corporation in restoring production and business, improving operational efficiency and successfully implementing major policies of the Party and Government on enterprise restructuring and innovation.

One of his outstanding contributions was to initiate and promote the equitization process of the Corporation. This decision created an important turning point, helping the Corporation to transform from a state-owned enterprise model to a joint-stock enterprise model, opening a new development stage with many innovations in management mechanisms and business operations.

Influence in the Maritime Industry

Professor Nguyen Ngoc Hue has always been a visionary in the development of the maritime industry. He clearly understands that the development of the maritime industry is not only about building ports and investing in ships, but also about building a flexible infrastructure system and policy mechanism, in line with the globalization trend. One of the important policies he has proposed is upgrading the national seaport system and expanding connectivity with international shipping routes. He not only sees the role of Vietnam in the region but also affirms that, if there is no change and updating of technology, the Vietnamese maritime industry will fall behind.

During his tenure at the Vietnam Maritime Administration and Vietnam National Shipping Lines, Professor Nguyen Ngoc Hue participated in many major projects, proposed and implemented many important development policies, focusing on sustainable development strategies. He also promoted the construction of smart seaports, applying information technology and automation, thereby improving management and operational efficiency.

In addition, he has chaired and participated in many scientific research projects at the State and Ministry levels, contributing to improving management and developing technical standards for Vietnamese seaports.

Professor Nguyen Ngoc Hue's career has been recognized with many prestigious awards. In 2010, he was awarded a Certificate of Merit for Creative Labor by the Vietnam General Confederation of Labor for his initiatives in handling the structure of the caisson, ensuring quality and saving costs in the construction of Cai Lan port.

In addition, Professor Nguyen Ngoc Hue was honored to receive many noble medals from the Party and State such as: Third-class Labor Medal, Second-class Labor Medal and many Certificates of Merit from the Prime Minister, the Transport Trade Union, 30-year Party membership badge...
