Meeting between the Standing Committee of the City People's Council and the Standing Committees of the District People's Councils
(Haiphong.gov.vn) - On the afternoon of August 20, the Standing Committee of the City People's Council held a meeting between the Standing Committee of the City People's Council and the Standing Committees of the People's Councils of districts (the 4th time). Attending the meeting were comrades: Le Tien Chau, member of the Party Central Committee, Secretary of the City Party Committee, Head of the National Assembly Delegation of Hai Phong City; Pham Van Lap, member of the Standing Committee of the City Party Committee, Chairman of the City People's Council; Bui Duc Quang, Vice Chairman of the City People's Council; Nguyen Duc Tho, Vice Chairman of the City People's Committee; La Thanh Tan, Deputy Head of the City's National Assembly Delegation and leaders of the city's departments, branches and sectors; leaders of districts, Standing Committees of the People's Councils of 15 districts.
In the first 6 months of 2024, the People's Councils at all levels of the city have been active, proactive, and innovated their working methods to suit the practical situation, completed key tasks according to the work program, and proactively performed well the arising tasks, achieving many positive results. The innovation is quite comprehensive in the activities of the People's Council, Committees, Delegation Groups, and People's Council delegates at all levels; supervision work, policy mechanism building, decision on important issues of the city and each locality, reviewing and removing difficulties and obstacles, clearing and releasing resources and creating new momentum for socio-economic development of the city and localities.
The City People's Council and districts have organized 52 meetings, including 16 regular meetings and 36 thematic meetings, and issued 488 resolutions. The timely organization of thematic meetings has resolved many urgent and arising issues serving the socio-economic development of the localities in particular and the city in general. The meeting preparation work was carefully examined by the Committees, ensuring compliance with regulations, suitability to reality, high criticality, boldly proposing adjustments or adjusting inappropriate contents. Voter contact activities and resolving voters' petitions were organized in many appropriate forms, innovated in the direction of increasingly expanding democracy, expanding the subjects, increasing thematic meetings, meetings to collect opinions from scientists, good experts, experienced people, etc.
In the first months of 2024, the People's Council, the Standing Committee of the People's Council, the People's Council Committees and the People's Council Delegation Groups at all levels of the city organized 147 monitoring and survey topics focusing on key issues with practical contents, selected on the basis of key tasks assigned by Party committees at all levels, closely following the annual theme of the city and localities, and voters' recommendations. Through monitoring, difficulties, obstacles and inadequacies in state management and practical implementation were promptly discovered; proposed solutions to remove difficulties, meeting practical requirements were highly appreciated by voters and people of the city; clearly demonstrating the role and responsibility of local state power agencies, contributing to the completion of socio-economic tasks of the city and localities.
The questioning activities at the session continued to be innovated in a practical direction, and were seriously implemented by the People's Councils at all levels, in a democratic, frank, and responsible atmosphere. The groups of questioning contents were carefully selected based on hot, important, and urgent issues that voters and the people were interested in. After the questioning, the People's Councils of the city and many districts issued Resolutions on questioning as a basis for post-questioning supervision and clearly defined the responsibilities and implementation results of the questioned persons.
The People's Councils at all levels of the city have actively applied information technology and digital transformation to the activities of the People's Council, such as organizing digital meetings, processing documents online, and digitizing the management and supervision of the implementation of the People's Council's Resolutions. The emulation and reward movement has been of interest to the People's Councils at all levels and has been widely deployed to the grassroots level in communes and wards, with the active participation of many organizations and individuals. The content and criteria of the emulation are built by the Standing Committees of the People's Councils in line with the political tasks and practical situation of each locality.
At the Conference, delegates discussed and evaluated the results of activities in the first months of 2024, proposed solutions to implement key tasks in the last months of the year of the City People's Council and districts; at the same time, exchanged and shared good practices, valuable experiences, and resolved difficulties and obstacles in the activities of the People's Council. Delegates focused on discussing key issues such as: supervision activities, meeting preparation activities, document examination activities, coordination with the People's Committee, voter contact activities, questioning activities, digital transformation, launching and organizing emulation and reward movements, supervising the implementation of the People's Council's Resolutions...
Speaking at the Conference, Secretary of the City Party Committee Le Tien Chau acknowledged and praised the very important contributions of the People's Council, the Standing Committee of the People's Council at all levels and the spirit of effort, endeavor and determination to overcome difficulties of the Party committees, authorities, agencies in the political system, and people of all walks of life in the city, who have made important contributions to socio-economic development and ensuring national defense and security right from the beginning of the term.
The Secretary of the City Party Committee stated that it is expected that next October, the National Assembly will pass a Resolution on the urban government of Hai Phong city, which includes many contents that directly affect the activities of the People's Councils at all levels of the city, especially the non-organization of People's Councils at district and ward levels. Therefore, People's Councils at all levels need to proactively propose directions for the organization and operation of the People's Council system at all levels to continue promoting the role and position of the State power agency at the local level, ensuring the right to represent, implement the will, aspirations and mastery of the people.
In the coming time, the Secretary of the City Party Committee requested the Standing Committee of the City People's Council at all levels to pay attention to a number of contents and tasks: Proactively advise and propose to the Party Committee, coordinate with the People's Committee at all levels to effectively implement the Resolution of the National Assembly on the urban government of Hai Phong city, in which it is necessary to grasp the thoughts and aspirations and do a good job of ideological work of cadres and party members currently working at the People's Councils of districts and wards; at the same time, have a plan to arrange cadres reasonably, in accordance with the capacity and strengths of the cadres. The City People's Councils at all levels must further strengthen the supervision work, with a wider, deeper and more effective scope. The People's Councils need to closely coordinate with the People's Committee to review resolutions and legal documents that are still inadequate and problematic, thereby proposing recommendations to competent agencies to amend or issue new regulations.
The Secretary of the City Party Committee requested the Standing Committee of the City People's Council and the Standing Committees of the People's Councils of localities to closely follow the direction of the Party Committee, review the overall direction of personnel for the People's Council delegates for the 2026-2031 term, continue to innovate the work of planning full-time delegates to build a team of successor delegates who truly value quality and are linked to the structure. In his closing speech at the Conference, on behalf of the Standing Committee of the City People's Council and the districts, Chairman of the City People's Council Pham Van Lap respectfully thanked and seriously accepted all the instructions of the Secretary of the City Party Committee to supplement and complete the plan and organize implementation in the coming time.
In the last months of 2024, the Chairman of the City People's Council requested the Standing Committee of the City People's Council at all levels to continue to focus on directing a number of key tasks: Continue to innovate the working methods of the People's Council in a practical and effective manner in all aspects, organize meetings, supervision activities, and resolve voters' opinions and recommendations. Strengthen supervision of the implementation of issued Resolutions to ensure that the Resolutions come to life, serving socio-economic development and people's lives. Organize emulation contents well, especially in conjunction with activities to welcome the Party Congresses at all levels, the 17th City Party Congress, towards the 14th National Party Congress; summarize the emulation and reward work in 2024 in the activities of the People's Councils at all levels.
