Meeting on anti-smuggling, trade fraud and counterfeit goods in the first quarter

According to the report of the National Steering Committee 398, in the first quarter of 2025, units and localities arrested and handled 30,651 violations (down 0.77% over the same period). Of which, the authorities detected and arrested 6,754 cases of trading and transporting prohibited and smuggled goods (up 74.51% over the same period); 22,774 cases of trade fraud and tax fraud (down 11.06% over the same period); 1,113 cases of counterfeit goods and intellectual property violations (down 20.9% over the same period); collected more than VND 4,616 billion for the state budget (up 59.45% over the same period); prosecuted 1,328 cases (up 18.36% over the same period), 2,046 subjects (up 21.35% over the same period).

Notably, the Ministry of Public Security recently dismantled a ring that specialized in producing nearly 600 types of fake milk powder, seized nearly 30,000 milk cartons, and prosecuted 8 defendants. In Thanh Hoa, 14 subjects were prosecuted in a case of drug and food trafficking of fake drugs and functional foods with a scale of up to nearly 10 tons of raw materials, causing public outrage.

The report also clearly stated that some new methods and tricks of the subjects such as taking advantage of simple procedures for transit goods, border gate transfer, tax exemption for temporarily imported goods for re-export, goods sent to bonded warehouses, export production processing, declaring goods with priority for procedures, exempted from inspection; intentionally declaring wrong names, technical specifications, quantity, type, declaring low value, mixing infringing goods with officially imported goods to smuggle, smuggle into the Vietnamese market, committing trade fraud, importing and exporting goods without licenses, not meeting conditions, tax evasion,... Taking advantage of e-commerce platforms (Shopee, Tiktok, Lazada, Tiki...) and using social networking sites (Facebook, Zalo...), Livestream tools to advertise, trade in smuggled goods, counterfeit goods, banned goods, goods infringing intellectual property rights, poor quality goods, goods of unknown origin with a variety of items...

For Ninh Binh province, in the first quarter, the functional forces that are members of the provincial Steering Committee 389 have proactively developed plans and organized the implementation of the fight against the trade and transportation of prohibited goods, smuggled goods, trade fraud and counterfeit goods in a drastic and synchronous manner throughout the area and in the circulation stage. Inspection and control activities are focused and key, focusing on inspections in areas where goods are distributed, with many large business and trading locations: cities, commercial centers, supermarkets, wholesale markets, warehouses, especially business models in the e-commerce environment..., promptly detecting and strictly handling cases of trading, transporting, storing prohibited goods, smuggled goods, counterfeit goods and other acts of trade fraud. Focusing on items such as: gasoline; sturgeon; smuggled sugar; toys that incite violence, clothes, shoes, foreign cigarettes, phones, mobile phone components, children's toys, electronics, refrigeration, cosmetics, pharmaceuticals, functional foods... As a result, the functional forces of the Provincial Steering Committee 389 discovered 304 cases; handled 292 administrative violations, prosecuted 12 cases; imposed fines of VND 2,707.9 million; additional fines, and collected taxes of VND 5,881 million.

Speaking at the conference, Deputy Prime Minister Bui Thanh Son, Head of the National Steering Committee 398, said that the situation of smuggling, trade fraud and counterfeit goods since the beginning of the year has been very complicated, with a number of very serious incidents occurring in a number of localities, including the production and trade of counterfeit milk, medicine and functional foods. In the context that we are implementing the restructuring of the apparatus, functions, tasks and organizational structure, there are changes, requiring the activities of the National Steering Committee 389 to be more proactive and drastic, especially not leaving any gaps for smuggling and trade fraudsters to take advantage of.

The Deputy Prime Minister said that, objectively, the work of preventing and combating smuggling, trade fraud and counterfeit goods has not yet met the best requirements of state management and people's expectations. Some places have not really followed the local situation, have not fulfilled their responsibilities well, and have even been lax in urging and inspecting. There are still some serious incidents, causing public outrage and concern.

Assessing and correctly identifying the challenges in the current work of preventing and combating smuggling, trade fraud and counterfeit goods, in the coming time, the National Steering Committee 389 has identified a number of key tasks such as: perfecting the Steering Committee 389 of ministries, branches, provinces and cities, and at the same time requiring units to continue to closely monitor the area, identify new awareness and tricks, especially the situation of taking advantage of e-commerce to consume banned and counterfeit goods. Strengthening inspection and strict handling of organizations and individuals who violate the law as well as improving the effectiveness of propaganda and dissemination of laws, contributing to stabilizing the market and protecting consumer rights.
