Difficult terrain, lack of land for leveling
The Quang Nam Mental Health Care Center (facility 2) has only built the foundation for the female patient area, the elderly patient area, and a few auxiliary items... on an area of over 3 hectares in Tam Ngoc commune (Tam Ky). Phu Huong Company Limited (a construction consortium) said that when leveling the ground for some buildings, they encountered too much rock, so the construction had to be temporarily suspended.
Mr. Nguyen Cong Thanh - Deputy Director of the Provincial Construction Investment Project Management Board said that the contractor had stopped construction and invited relevant parties to work to determine the cheapest way to treat the rock foundation. However, when the rock was broken to 30% of the volume (more than 4,500m3), the rock was too hard, forcing them to switch to the blasting method. Switching to the blasting method took a lot of time to research and develop a safety plan, so construction could not be carried out yet.
Not only is this investment project of nearly 49.6 billion VND (implemented in 2021 - 2024) facing difficulties, about 15 investment projects in the field of education and training are also in a "dilemma".
Tran Dai Nghia High School (Que Son) approved the investment project from September 30, 2019 with a total investment of 61.1 billion VND (implemented from 2019 to 2024). Due to compensation and site clearance issues, a contractor in the consortium withdrew and did not continue to perform the construction contract. The remaining volume must be handed over to another contractor (the leading member of the consortium is Thuan Gia Company Limited).
Que Son High School approved investment on November 16, 2021, adjusted on March 18, 2024 with a total investment of more than 59.8 billion VND (implemented in 2021 - 2024), Luong Thuc Ky High School (Dai Loc) approved investment on May 31, 2022 with a total of 60 billion VND (implemented in 2022 - 2025) or the project to renovate and upgrade To Huu High School (Nam Giang) with a total investment of 10 billion VND (implemented in 2023 - 2025) all faced similar difficulties. These projects are facing a shortage of land supply for leveling, land clearance problems...
Many other education and training investment projects with implementation deadlines until 2025 also encountered many difficulties, affecting the progress of organizing the selection of construction contractors, leading to the inability to disburse funds.
These are the projects to renovate and upgrade Nguyen Thai Binh - Thang Binh High School (15 billion VND), Tieu La - Thang Binh High School (27.5 billion VND)... Projects such as Hiep Duc High School (17.5 billion VND), Nong Son High School (30 billion VND), and the Provincial Boarding School for Ethnic Minorities (in Hoi An City) encountered bottlenecks and problems with the overall planning of the site, so the project implementation time had to be extended.
Removing difficulties
Mr. Tran Duy Phuc - Deputy Director of the Provincial Construction Investment Project Management Board said that the investment progress of projects is sluggish, many projects are forced to be temporarily suspended.
Even projects such as Luong Thuc Ky High School (Dai Loc), Nui Thanh High School... which are projects to celebrate major holidays in 2025 and the 23rd Provincial Party Congress (2025 - 2030) still face difficulties due to lack of land to hand over to contractors. Luong Thuc Ky High School project cannot find land to level the ground, and is limited in gathering materials...
According to statistics and surveys by the Provincial Construction Investment Project Management Board, many projects were forced to request extensions or adjustments. Many projects that were to be implemented until 2024 according to investment decisions were unsuccessful because the investment deadline had passed and they were still unfinished.
Specifically, Que Son High School Project requested permission to extend the implementation period until June 2025, Tran Dai Nghia High School (Que Son) requested permission to extend the project implementation until the end of 2025.
Even the Quang Nam Political School project (42.5 billion VND, implemented in 2023 - 2025) has only just been completed, submitted for appraisal, selected a contractor to review the design and construction protection estimate in January 2025, and had to request an extension of the project implementation period until the end of 2026...
Mr. Nguyen Cong Thanh said that the implementation time of the Provincial Political School project until the end of 2025 is not enough time to complete the construction. The remaining time after the project approval is too short (about 15 months) while the time for selecting the bidding package has not been determined, so he requested to extend the project implementation time until the end of 2026.
Vice Chairman of the Provincial People's Committee Tran Anh Tuan requested the investor to coordinate with contractors and related units to develop a detailed plan, specific timeline for completion of work, remaining volume, acceptance, handover and use (for extended projects). Progress must be monitored according to the contractors' commitments to projects under construction.
Make the most of favorable weather conditions to speed up progress based on strict quality control, correct documents, designs, and techniques. Absolutely do not allow any violations that affect the quality of the project.
Projects that are carrying out investment procedures will continue to carry out specific documents, procedures, and plans, organize contractor selection, sign construction contracts, make advances, and pay for completed volumes in the first months of 2025.
Localities must completely resolve problems and hand over the site to investors and contractors in the first quarter of 2025 to begin construction and complete the project.
Solve difficulties in construction, transportation, and material gathering by doing it at night, without causing environmental pollution. Make the most of weather conditions, focus on implementing the project to ensure progress as committed. Must drastically speed up the implementation progress combined with strict control of project quality.
