Fraud and tax evasion in e-commerce business are still large.

Reviewing the results of practicing thrift and combating waste in 2023 at the 7th session of the 15th National Assembly on the afternoon of May 20, Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh said that the Finance and Budget Committee basically agreed with the Government's report.

According to Mr. Manh, the report has presented a general and comprehensive overview of the contents according to the provisions of the Law on Practicing Thrift and Combating Wastefulness; the statistical appendices are quite complete and detailed.

Awareness and responsibility for practicing thrift and fighting waste have been improved. Institutional improvement and the issuance of programs to practice thrift and fight waste have been active and proactive, demonstrating inheritance and development.

Besides the positive results mentioned above, the practice of thrift and anti-waste also revealed some shortcomings and limitations.

Some ministries and branches have not properly implemented the legislative plan, and there is still a delay in putting laws and ordinances into the program; the delay in issuing detailed regulations and instructions for implementing laws and ordinances continues to occur.

The slow budget allocation, especially the allocation of revenue increase sources and savings in central budget expenditures in 2022, will only be implemented near the end of the year. The large amount of transferred expenditures is still slow to be resolved, causing waste and reducing the efficiency of capital use.

The progress of disbursement of public investment capital in a number of ministries, branches and localities has been slow due to many reasons that have been pointed out in reports over the past many years, but there have been no resolute solutions and effective, thorough remedies.

The implementation of the 3 National Target Programs continues to be slow, reducing the efficiency of investment capital use, greatly affecting the objectives of the programs; the disbursement rate of central budget capital, especially public service funding, is low.

Although tax management has been strengthened, there are still shortcomings; tax fraud and evasion are still high, especially in the field of e-commerce; tax arrears tend to increase compared to 2022.

The Finance and Budget Committee proposed that the Government pay attention to directing the implementation of a number of tasks such as focusing on resolving voters' recommendations on tightening discipline and order, raising awareness and responsibility of agencies, organizations, Party committees, authorities, cadres and Party members in implementing the Party's policies and the State's laws on practicing thrift and combating waste.

In addition, it is necessary to review and propose amendments and supplements to legislative tasks according to Plan No. 81/KH-UBTVQH15 of the National Assembly Standing Committee, including amendments to the State Budget Law.

Propose to amend and supplement the Law on Practicing Thrift and Combating Wastefulness; continue to review, amend, supplement and issue new documents regulating standards, regimes and norms.
