Responsibilities of each women's association member
Cau Hamlet, Hung Son Commune has 176 households, mainly Muong ethnic people. In recent years, thanks to good propaganda and mobilization work, Cau Hamlet has not detected any cases of child marriage. However, in 2024, there was a case of a girl getting married at the age of 16 and still in school.
Ms. Bui Thi Mai Xuan, Head of the Women's Association, and Population and Health Collaborator of Cau hamlet, said: Over the years, the Women's Association has always made efforts to propagate and mobilize people and has achieved positive results. For many years, there have been no cases of early marriage, but this year, because of only one case of early marriage, the Association has not achieved its set goals.
Ms. Mai Xuan also emphasized that the Cau Hamlet Women's Association has 84 members. When the Association received information about the child marriage case, it coordinated with the Front Committee and the Hamlet Mediation Team to come and propagate and persuade many times but failed. The family still tried to organize the wedding because they said it was according to the Dao people's customs of the dead. Although they were from the same hamlet, the members of the Hamlet Management Board agreed that no one would attend the wedding.
The head of the Women's Union, Bui Thi Mai Xuan, said that in recent years, the Women's Union has been very active in promoting the prevention of HIV/AIDS, integrating this content into the meetings and activities of the Union; the Union invited the Commune Population Working Committee to communicate; when there are propaganda articles about HIV/AIDS, they post them on the zalo group of the Union, the zalo group of the Women's Union of the Union so that all women members and all members of the Union can grasp them.

Diversified forms of propaganda
Ms. Bui Thi Ha, President of the Women's Union of Hung Son commune, said that Hung Son commune has 12 Women's Unions with over 1,300 members, of which 95% are ethnic minorities, mainly Muong and Dao people.
In recent years, the Women's Union of Hung Son commune has promoted propaganda on the prevention of child marriage and child abuse for female members in many different forms such as: propaganda during group and association activities; including this content in emulation movements, in the annual emulation criteria at the branch level to thereby enhance the responsibility of each member in the branch in propagating to relatives, families, and neighbors; ... When detecting cases of early marriage, women in the branch will go directly to the family to propagate and mobilize. Thanks to that, the awareness of female members and people has also changed significantly.
In the coming time, the Commune Women's Union will further promote propaganda and mobilization work with more diverse contents and forms such as organizing theatrical exchanges, creating skits on TH-HNCHT prevention so that people can easily remember, understand and the effectiveness of propaganda work will be higher.
In addition, the Association will also continue to implement models that have been quite successful in localities such as: the "5 no 3 clean" model; the "Happy Family Club" model, "Muong Gong Club" model; the "Collection and classification of recyclable plastic waste" model, the "Green House" model... to help protect the environment. Through these models, women can exchange and learn from each other, creating a widespread emulation movement and thereby positively impacting the work of preventing and combating TH-HNCHT in the branches.
Project 8 activities on prevention and control of TH-HNCHT
To prevent the problem of TH-HNCHT, in recent years, the Kim Boi District Women's Union has established club models, such as: Happy Family Club, Women with the Law, No Third Child, etc. in the hamlets. The clubs focus on disseminating legal policies to raise awareness and compliance with the law for members and women. In particular, members and women in remote areas are disseminated and educated on laws on population, marriage and family, and contents related to TH&HNCHT.
In 2022, to implement the targets of Project 8, on solving urgent issues for ethnic minority women and children under the National Target Program on socio-economic development in ethnic minority and mountainous areas; Kim Boi District Women's Union developed a plan and coordinated with the Women's Unions of 14 communes to implement the project, establishing 14 model Community Communication Teams (TTCĐ). Although newly put into operation, the teams always try to diversify the forms of propaganda, choosing forms suitable for each content and target audience; thereby, initially achieving positive results.
According to Ms. Quach Thi Diem, Vice President of the Women's Union of Kim Boi district, from the district's pilot model, the Women's Unions of the districts have expanded to establish models of TTCĐ Groups according to the allocated targets. Up to now, the whole district has established 73 TTCĐ Group models (achieving the target assigned by the Provincial Women's Union by 2025) with 732 participating members, including Party cell secretaries, village/hamlet heads, police officers, village health workers, women's association heads, veterans, youth union members, and prestigious people in the community. In which, the Party cell secretary/village/hamlet head is the group leader and plays a pivotal role. These are responsible people who are capable of connecting and assigning work to other members.
In 2023 alone, the district organized 01 contest, 11 nights of exchange to learn about the Law on Prevention and Control of Domestic Violence, Prevention of TH-HNCHT with nearly 13,000 participants. Along with that, the District Women's Union has strengthened training and guidance, strengthened the capacity to deploy communication teams for communes and members of the communication team model; guided communication on digital platforms to share and spread the activities of communication teams; supervised and provided technical support to communes to effectively deploy communication teams.
The Women's Union at all levels in Kim Boi district has promoted and diversified the forms of propaganda on gender equality and TH-HNCHT to female members and people. The forms of propaganda are implemented flexibly, creatively and appropriately such as: integrating into branch activities, distributing leaflets, creating reports, seminars, contests, workshops, propaganda on social networks such as the Website, Fanpage, Zalo, Facebook of the Union; policy dialogue at commune and village cluster levels...
It can be seen that, with many practical solutions, the Women's Union at all levels of Kim Boi district has contributed to the entire political system, all levels and sectors to significantly reduce the number of early marriage cases in the area, and currently there are no cases of HNCHT.
In 2015, the whole Hoa Binh province had 516 cases of child marriage, of which the highest was Kim Boi district with 125 cases; in 2017, the whole province had 399 cases, the highest was still Kim Boi district with 89 cases. Faced with this situation, the entire political system of Kim Boi district has taken action with many solutions to reduce the situation of child marriage. Currently, Kim Boi district no longer has consanguineous marriage, the situation of child marriage has decreased significantly in recent years. Specifically, in 2021, Kim Boi district still had 12 cases of child marriage; in 2022, there were 16 cases; in 2023, there were 16 cases; in 2024, there were 7 cases.
