Supervising the implementation of fiscal and monetary policies to support socio-economic recovery and development.

On the afternoon of August 14, at the National Assembly House, Vice Chairman of the National Assembly Nguyen Duc Hai chaired the first session of the Supervisory Delegation "Implementation of Resolution No. 43/2022/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program and Resolutions of the National Assembly on a number of important national projects until the end of 2023".

The Vice Chairman of the National Assembly emphasized that this supervision topic has a wide scope, great impact and serves to evaluate the implementation of the socio-economic development plan, and allocate resources for the coming period, which is extremely important. The time of supervision is in the middle of the term, the National Assembly will conduct a mid-term assessment of the implementation of many important resolutions and decisions. Therefore, the draft of the Detailed Supervision Plan needs to supplement the requirement to actively and proactively innovate the methods and methods of implementing supervision in the spirit of innovation of the National Assembly; ensuring the inheritance of reports on the results of supervision, inspection, examination and audit of the agencies.

At the meeting, delegates listened to the announcement of Resolution No. 94/2023/QH15 on the establishment of the Supervisory Delegation and Resolution No. 835/NQ-UBTVQH15 on the List of Members and Delegates invited to join the Supervisory Delegation; gave opinions on the supervision implementation plan; the organization of supervision at the local level; implementation progress...

According to Resolution No. 94/2023/QH15 and Resolution No. 835-NQ/UBTVQH15, the purpose of the Supervisory Delegation is to comprehensively and objectively assess the results achieved, limitations, difficulties, and obstacles; identify the causes, clarify the responsibilities of agencies, organizations, and individuals; promptly handle or propose solutions to handle existing problems and limitations to speed up the progress of project construction; draw lessons to improve the effectiveness of implementing resolutions of the National Assembly in similar cases; specific mechanisms, policies, and solutions to implement important national projects. The supervision aims to propose and recommend tasks and solutions to perfect relevant policies and laws, improve the effectiveness of policy and law implementation in the coming time, and recommend handling responsibilities of relevant agencies, organizations and individuals (if any) to successfully complete the socio-economic development goals for the 2021 - 2025 period.

The supervision contents include: the implementation of tasks, solutions and policies stipulated in Resolution No. 43/2023/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program; the implementation of resolutions of the National Assembly on investment policies for important national projects (Long Thanh Airport project; North-South expressway projects in the East for the 2017-2020 and 2021-2025 periods; Ring Road 4 project - Hanoi Capital Region; Ring Road 3 project of Ho Chi Minh City; Khanh Hoa - Buon Ma Thuot expressway project phase 1; Bien Hoa - Vung Tau expressway project phase 1; Chau Doc - Can Tho - Soc Trang expressway project phase 1).

Subjects of supervision include the Government, ministries, ministerial-level agencies, agencies under the Government; People's Councils, People's Committees of provinces and centrally-run cities and relevant agencies and organizations.

The scope of supervision includes the implementation of Resolution No. 43/2023/QH15 from the date of issuance of the Resolution to December 31, 2023 nationwide. The implementation of the National Assembly's Resolutions on investment policies for a number of important national projects mentioned above from the date of issuance of the Resolution to December 31, 2023 for each specific project.
