On September 10, the National Assembly Delegation of Thanh Hoa province led by Comrade Mai Van Hai, Provincial Party Committee member, Deputy Head of the National Assembly Delegation of the province, had a thematic supervision session on "Implementation of policies and laws on employment in the period 2020-2023" in Cam Thuy and Vinh Loc districts.

Overview of the monitoring session in Cam Thuy district
In Cam Thuy district, in recent years, the district has paid attention to the implementation of policies and laws on employment. The district has promoted information, propaganda and dissemination of policies and laws on labor and employment through many forms such as: banners, slogans, billboards, posters, on the radio system, mass media and integrated into conferences, direct communication organization, propaganda through the team of reporters and electronic information portals of units.

From 2020-2023, the district Social Policy Bank Branch has provided loans to 869 workers from the employment fund with an amount of over 70 billion VND. Preferential loan sources have created socio-economic efficiency, supporting and helping many workers invest in production, build economic models, cooperatives, and cooperatives, contributing to sustainable poverty reduction and job creation.

In the period of 2020-2023, the district assigned tasks and placed orders with the Center for Vocational Education - Continuing Education and vocational training institutions to organize vocational training for 862 rural workers from the implementation budget of the National Target Programs. At the same time, the district also supported 522 workers to work abroad under contracts with an amount of 1 billion 566 million VND.
Thanks to that, the number of employed workers in the district increased from 62,401 workers (in 2020) to 68,721 workers (in 2023).

In Vinh Loc district, the work of disseminating and popularizing policies and laws on employment has always been valued and directed by Party committees and authorities from the district to the grassroots through many forms and contents, contributing to raising awareness among cadres, party members and people about policies and laws on employment, job creation, and sending workers to work abroad for a limited period under contracts, bringing in increasingly higher incomes and stabilizing lives.

In 2020, the district disbursed loans to create jobs for 127 people, with a total loan amount of 6 billion 432 million VND... In 2023, the district disbursed loans to create jobs for 370 people, with a total loan amount of 35 billion 452 million VND; loans for policy beneficiaries to work abroad for a limited period of time were 3 people, with a total loan amount of 149 million VND.

Every year, the district opens vocational training classes for rural workers, attracting many rural workers to participate in learning. At the same time, it creates favorable conditions for large foreign-invested enterprises to expand production and business, attracting many rural workers in the area to participate. Therefore, the proportion of agricultural workers in the total labor force of the district has gradually decreased in a positive direction. In 2020, the proportion of agricultural workers in the total social labor force of the district was 30.1%; in 2023, the proportion of agricultural workers in the total social labor force of the district decreased to 24.5%.

Speaking at the supervision session, Deputy Head of the Provincial National Assembly Delegation, Head of the supervision delegation Mai Van Hai highly appreciated the results that Cam Thuy and Vinh Loc districts have achieved in implementing policies and laws on employment in the period 2020-2023.
He suggested that Cam Thuy and Vinh Loc districts should continue to review, supplement, and clarify some contents and data to complete the report on the implementation of policies and laws on employment in the 2020-2023 period.
He also emphasized: Policies and laws on employment are important and consistent content, therefore Cam Thuy and Vinh Loc districts need to review and re-evaluate policies and laws related to employment to make recommendations to the National Assembly and central ministries and branches during the implementation process.
The Social Policy Bank of Cam Thuy and Vinh Loc districts needs to re-evaluate preferential credit policies, especially access to loans for small and medium enterprises, cooperatives, cooperative groups, and business households according to regulations. At the same time, it is necessary to review the lending subjects, whether to expand the lending subjects or not.
Regarding the conditions for borrowing capital, the requirement of having collateral causes difficulties for cooperatives and cooperative groups. Therefore, the Social Policy Bank of Cam Thuy and Vinh Loc districts needs to advise the People's Committees of the two districts to make recommendations and consider whether these subjects are able to access loans from job creation or not.
In addition, Cam Thuy and Vinh Loc districts also need to re-evaluate vocational training support policies for rural workers; support policies, preferential loans for small and medium enterprises, cooperatives, and cooperative groups that are creating jobs for workers. Support for labor export workers also needs to be reviewed to make recommendations to the National Assembly, ministries, and central agencies on whether to expand the support for labor export workers or not, such as those who have completed military service, border areas, islands, or coastal communes, people with average incomes...
At the same time, Cam Thuy and Vinh Loc districts need to re-evaluate their public employment policies, as these policies aim to create jobs for rural workers, in order to shift the rural labor structure. From there, consider how the state budget is used to solve employment issues in the district.
In addition, it is also necessary to evaluate and clearly state the number of workers who have participated in unemployment insurance out of the total number of workers in Cam Thuy and Vinh Loc districts. From there, calculate the percentage to make recommendations on whether to expand the scope of unemployment insurance payments in the area or not.
