Supervise the handling of voters' opinions and recommendations at the Department of Information and Communications

On the morning of June 25, the Legal Committee (Provincial People's Council) organized a delegation to supervise the settlement of voters' opinions and recommendations before the 17th session of the 15th Provincial People's Council at the Department of Information and Communications.

Before the 17th session of the 15th Provincial People's Council, among the opinions and recommendations of voters in the whole province, there were 2 contents related to the authority of the Department of Information and Communications. In which, voters of Ninh Binh city expressed their opinions about the difficulties in submitting online applications for 2 groups of inter-connected public services.

Regarding this issue, the leader of the Department of Information and Communications said that in the past, in some cases, people who did not have a personal phone number, did not have a Citizen Identification Card/ID Card, or had not registered or activated an electronic identification account VneID would not be able to create an account or log in to submit documents to the Interconnected Public Service system. In addition, the Interconnected Public Service software was sometimes overloaded, congested, and unable to submit documents...

The leaders of the Department of Information and Communications reported on the situation of handling voters' petitions.

In order to promptly resolve voters' petitions, recently, the Department has issued many documents requesting agencies, units and localities to review terminal equipment serving essential public services; coordinate with the Department of Justice in guiding and training the team of Justice officers at district and commune levels... In particular, actively coordinate with the Provincial Police to launch the "50 days and nights" campaign to propagate the installation and activation of electronic identification accounts for citizens. As of June 20, 2024, the whole province had over 598 thousand VneID accounts activated at level 2, reaching a rate of 71.2%; received and resolved more than 16 thousand records of 2 groups of Interconnected Public Services, 100% of communes and wards in the province have generated records.

Currently, the Department is actively coordinating with Ninh Binh Telecommunications and relevant agencies to integrate and connect the province's administrative procedure settlement system with the systems of relevant ministries and branches according to the new model from July 1, 2024, helping to increase synchronization and efficiency in receiving and settling administrative procedures for 2 groups of interconnected public services.

In the coming time, the Department will preside over and coordinate with relevant agencies and units to continue investing in and upgrading infrastructure and equipment systems; strengthen guidance and support for people to use VneID accounts to log in to perform administrative procedures; regularly monitor and summarize difficulties and problems that people and One-Stop-Shop Departments at all levels encounter in the process of receiving and handling administrative procedures.

Regarding the opinion of voters of Yen Mo district about the situation of reporters of some newspapers and magazines coming to the base to request to write articles to promote and introduce the local image too much, causing trouble: The Department has coordinated with the People's Committee of Yen Mo district to direct the People's Committee of Yen Hoa commune (the unit where voters raised their opinions) to review, provide information, and a specific list of reporters of newspapers and magazines who have come to the base to request to write articles. After reviewing from the beginning of 2024 until now, the above situation no longer exists.

In addition, the Department also requested agencies, units and localities in the province to actively study and implement the documents guiding the speaking, contacting and providing press information issued by the Department. Thereby ensuring effective information and propaganda work, especially creating favorable conditions for official press agencies to operate.

Through listening to the report and exchanging and discussing at the working session, the Supervisory Delegation highly appreciated the positivity and proactiveness of the Department of Information and Communications in receiving and resolving issues proposed by voters.

At the same time, the Department is requested to continue to pay attention to and complete the integration and connection of the Provincial Administrative Procedure Settlement System with the systems of relevant ministries and branches according to the new model; ensuring effective operation from July 1, 2024, facilitating people in handling administrative procedures for the two groups of interconnected Public Services.

Propose that the Department strengthen State management of the press, ensure strict implementation of the Press Law in the province; resolutely handle cases of taking advantage of the press name to conduct illegal activities.
