The working group inspected the construction of a resettlement area for 107 households in Dong Trinh village, Xuan Hoa commune, Nhu Xuan district.

Ban Mong Reservoir Project is built on Hieu River, the reservoir is 25 ^km2 wide, mainly located in Nghe An province and partly in Nhu Xuan district, Thanh Hoa province.

Implementing the Project "Ban Mong Reservoir Phase 1, Nghe An Province", the People's Committee of Nhu Xuan District was assigned as the investor of the Compensation, Support and Resettlement Component in the district.

Overview of the working session.

After the inspection, at the working session, National Assembly Deputy Nguyen Ngoc Son highly appreciated the attention and direction of Thanh Hoa Provincial People's Committee, the efforts of the investor, contractors and related sectors and localities in the project implementation process. However, the project implementation progress is still slow and needs to be further accelerated in the coming time.

The total area of ​​forest converted for use in Thanh Hoa province to implement the Ban Mong Reservoir Project is 586.45 hectares. The area that needs to be reforested is 1,651.05 hectares.

Immediately after the National Assembly approved the policy of changing the purpose of using 586.45 hectares of forest in the area, to implement the project, Thanh Hoa province reviewed and prepared enough vacant land to plant forests to replace the converted area of ​​the project.

Implementing the direction of the Ministry of Agriculture and Rural Development (now the Ministry of Agriculture and Environment), the Provincial People's Committee approved a plan to pay for replacement forest planting with a total of 74.2 billion VND. After 2 years of approving the replacement forest planting budget, the project has not yet arranged the budget to implement replacement forest planting according to regulations.

Based on the replacement forestation budget approved by the Prime Minister, on May 15, 2024, Thanh Hoa Provincial People's Committee approved the adjustment of the replacement forestation budget of the project in Decision No. 1938/QD-UBND dated May 15, 2024. Immediately after being allocated the budget by the Ministry of Agriculture and Rural Development, the Department of Agriculture and Rural Development (the Component Investor) fully paid the replacement forestation budget (VND 184,636,920,000) to the Provincial Forest Protection, Development and Natural Disaster Prevention and Control Fund according to regulations.

Regarding forest exploitation, currently, the current status of the affected forest area that needs to change its purpose of use when implementing the Project in Thanh Hoa province is still being protected in its original state according to the provisions of law (forest exploitation has not been carried out yet).

Based on the results of the land fund review meeting the regulations on replacement forestation, the Department of Agriculture and Environment has advised the Provincial People's Committee to approve the assignment of investors and allocate the capital plan for the first phase of replacement forestation in 2025 in Decision No. 5059/QD-UBND dated December 20, 2024 with a total cost of 72,868 billion VND.

Of which, the budget from the replacement forest planting trust of the Ban Mong Reservoir project is 58,287 billion VND, corresponding to a forest planting area of ​​619.16 hectares. Currently, the project owners assigned to plant replacement forests using the project's funding are completing documents and procedures to implement forest planting in 2025.

Regarding the progress of compensation, support and resettlement, by December 25, 2024, the District Land Clearance Council (GPMB) had completed the pricing and publicly posted the compensation, support and resettlement plan for 110/110 households and individuals in the resettlement area in Xuan Hoa commune. However, by December 31, 2024, the District People's Committee had only approved the first phase of compensation and support for 34 households and individuals eligible for compensation and support and Thanh Hoa Rubber One Member Co., Ltd. with a total cost of 19,605 billion VND.

The remaining 107 households with an area of ​​266.85 hectares are not eligible for compensation. The District People's Committee has sent a document to the Provincial People's Committee to consider submitting to the Provincial People's Council a request for a special support mechanism with a total cost of 64,017,572,788 VND.

On March 27, the Deputy Minister of Agriculture and Environment assigned the People's Committee of Thanh Hoa province to advise and submit to the Provincial People's Council to issue a special support policy for 107 households living and cultivating on the land of Thanh Hoa Rubber One Member Co., Ltd., as a basis for the Compensation and Support Council of Nhu Xuan district to approve the compensation and support plan and issue a decision to recover land; agreed to assign the Department of Construction Management and Construction to advise and unify the addition of 21 households according to the proposal of the People's Committee of Nhu Xuan district to the resettlement area. In the coming time, the People's Committee of the district will approve the adjustment and supplement of the 1/500 planning to implement resettlement for the above households according to regulations.

For the additional border marker placement package at a scale of 1/1000, on March 24, 2025, the People's Committee of Nhu Xuan district signed a contract with a consulting unit; the consulting unit is currently implementing the implementation, expected to be completed before April 30, 2025. For the consulting package to develop a plan for exploiting and utilizing forest products, a consulting unit has been selected and signed a contract with a consulting unit to prepare a dossier for exploiting and utilizing forest products; the consulting unit is currently developing the dossier, expected to select a unit for exploiting and utilizing forest products in June 2025.

Regarding the construction of the resettlement area, on February 24, 2025, the People's Committee of Nhu Xuan district selected a consultant to survey and design the construction drawings of the resettlement area on the National Bidding Network. Currently, the design and construction estimate of the resettlement area are being reviewed. It is expected that the construction drawing design will be approved and the procedures for selecting the construction unit will be carried out, and completed before April 30, 2025.

At the monitoring session, members of the monitoring delegation and relevant departments of Thanh Hoa province and Nhu Xuan district discussed legal regulations to implement the project components, focusing on the content of converting forest land use purposes, reforestation and progress of resettlement areas for households affected by the project.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Le Duc Giang explained a number of recommendations from members of the monitoring delegation in the implementation of project components. At the same time, he said that identifying this as a major national project, Thanh Hoa province has closely coordinated with relevant ministries and branches to implement assigned components to ensure project progress according to plan.

The Vice Chairman of the Provincial People's Committee assigned relevant departments and branches of the province and the People's Committee of Nhu Xuan district to prepare conditions to be ready to carry out assigned tasks.

Concluding the supervision session, National Assembly Deputy Nguyen Ngoc Son requested Thanh Hoa province to clarify the recommendations and review and update the newly issued regulations and guidelines for the project. At the same time, he requested the province to review and re-inventory the forest land area to carry out replacement afforestation and complete the procedures for arranging resettlement areas for people affected by the project. The Provincial and District People's Committees shall review the afforestation to ensure compliance with legal regulations.

The Provincial People's Committee coordinates with the Ministry of Agriculture and Environment to clarify the subjects of compensation and land use, and not to let the situation be lax; request the Vietnam Forest Protection and Development Fund to immediately receive the funds paid by the province. Review the progress of forest planting assigned to forest owners to ensure project acceptance. It is necessary to clarify the amount of capital allocated, disbursed, and the amount of capital repaid during project implementation in the report. Provide data from the Government Inspectorate in the report on rubber tree planting area.

The monitoring delegation received recommendations and proposals from the People's Committee of Thanh Hoa province, Nhu Xuan district and related units to report to the National Assembly to resolve difficulties and speed up the project's progress.
