On the afternoon of October 24, the Standing Committee of the Hai Phong City Fatherland Front Committee organized a supervision of the implementation of legal policies on compensation, site clearance (GPMB), and resettlement support (TDC) in Le Chan district.
Mr. Nguyen Hoang Linh, Chairman of Le Chan District People's Committee, said that from January 2023 to now, Le Chan District has carried out land acquisition and site clearance for 4 projects. The total number of households to be relocated is 168 households with 2.76 hectares of acquired land. Of which, 83 households have had a compensation plan; 85 households do not have a compensation plan; 13/83 households with plans have been resettled. Through the process of propaganda and mobilization, 73 households received compensation and support, and 10 households have not received compensation and support.
Currently, in Le Chan district, there are 3 areas with remaining land fund for resettlement, including: Resettlement Area A51, 4.3ha resettlement area and adjusted area in the resettlement area serving the Hai Phong urban transport development project. The total number of households that have had their land allocation plan approved for these 3 areas is 942 households. Of which, 858 households have been granted land use right certificates (LURCs), the remaining cases are completing their land allocation dossiers and fulfilling their financial obligations to be granted LURCs.
Since 2023, the People's Committee of Le Chan District has received 61 petitions, 4 complaints and no denunciations. The main content of the petitions is related to the compensation and support plan, which is still low when recovering land and site clearance. Up to now, 2 petitions are being resolved and responded to by local functional departments and offices.
At the monitoring session, the leaders of Le Chan District People's Committee discussed some difficulties and problems in the implementation. Compensation, site clearance and resettlement work in the current period. Le Chan District People's Committee proposed that the Supervisory Delegation recommend to the City People's Committee to direct and speed up the implementation of the project to build digital maps in Le Chan District; arrange funding sources to build resettlement areas to serve the site clearance of projects to ensure the criterion of "resettlement one step ahead".
Concluding the monitoring session, Vice Chairwoman of the Hai Phong City Fatherland Front Committee Nguyen Thi Phuong Thao affirmed: Land acquisition, compensation and resettlement support for site clearance in Le Chan district have recently had positive changes.
The Vice Chairman of the Hai Phong City Fatherland Front Committee requested the People's Committee of Le Chan District to absorb the opinions of the members of the monitoring delegation and implement many effective solutions to improve the quality of mobilization and persuasion of people to hand over land when implementing projects to ensure publicity, transparency and compliance with the law.
Ms. Thao also requested the People's Committee of Le Chan District to add the content of low quality temporary shelters to the report. The City Fatherland Front Committee will synthesize the recommendations and proposals of the People's Committee of Le Chan District to report to competent authorities for consideration and resolution.
