Monitoring the implementation of the national target program in Dak R'lap district

According to the report of Dak Ru Commune People's Committee, implementing the National Target Program on New Rural Development, in the period of 2022-2024, the commune was assigned more than 11.7 billion VND, including: 8.5 billion VND of investment capital and 3.16 billion VND of public service capital. Of which, from 2022 to August 2024, the locality has disbursed 76%.

The monitoring delegation worked at the People's Committee of Dak Ru commune, Dak R'lap district.

After 3 years of implementing the National Target Program, currently in the commune, 100% of households have access to clean water; 100% of villages and hamlets have paved roads to the center; 100% of villages and hamlets have access to the national grid; 100% of villages and hamlets have community houses; 100% of villages and hamlets have cultural and artistic teams that operate regularly and with quality.

Mr. Le Hoai An, Chairman of Dak Ru Commune People's Committee, said that due to many problems, some criteria, especially in health and education, have not met standards due to lack of investment capital and facilities have not been fully upgraded.

In Hung Binh commune, in the period of 2022-2024, the commune has effectively implemented the Sustainable Poverty Reduction Program with a total public investment capital of VND 832.4 million, of which the central budget is VND 752.01 million and the district budget is VND 80.39 million. Thanks to that, the commune has reduced the poverty rate by 0.5-1% per year, while the ethnic minority population has reduced the poverty rate by 1-2%. By 2024, the commune's poverty rate will decrease to 2.81%, and the near-poor rate will decrease to 3.91%.

Poverty reduction models such as livelihood diversification and support for breeding cattle have helped increase income for participating households, reaching 45-50 million VND/year. As of August 2024, the commune has completed 19/19 criteria for new rural construction.

Although the National Target Program has achieved many successes in the communes, there are still some difficulties that need to be overcome. According to statistics, some criteria on health and education have not met the standards due to lack of investment and facilities. The disbursement of capital from support sources is slow, affecting the progress of socio-economic development projects.

Comrade Mai Thi Xuan Trung suggested that communes need to have more specific reports on the progress of implementing national target programs, thereby providing appropriate and timely solutions to support localities.

Speaking at the monitoring points, Comrade Mai Thi Xuan Trung highly appreciated the positive results that the localities have achieved. Regarding the difficulties that the localities have proposed related to the implementation of disbursement, the problems related to the regulations in the process of implementing the projects, the monitoring team noted and will have proposals to help the localities overcome them to successfully implement the set goals by the end of 2025.

Localities synthesize and review the project implementation process to promptly overcome limitations and propose appropriate support forms to the district.
