In his opening remarks at the conference, Vice Chairman of the National Assembly Tran Quang Phuong stated that, starting from the beginning of the 15th National Assembly term, the Standing Committee of the National Assembly has annually organized a conference to implement the monitoring program for the following year. This is a step forward in improving the quality and effectiveness of the National Assembly's activities, and has been highly appreciated by National Assembly deputies, the people, and voters.
In 2023, the oversight activities of the National Assembly, the Standing Committee of the National Assembly, the National Assembly's agencies, the National Assembly delegations, and individual National Assembly deputies were carried out effectively with many strong innovations in thinking and implementation methods. These activities were comprehensively and synchronously implemented, becoming increasingly substantive; enhancing effectiveness and efficiency, and responding flexibly and sensitively to important current issues of the country; increasing democracy, the rule of law, openness, and transparency in oversight activities, creating a ripple effect of positive action, contributing to comprehensive changes in awareness and responsibility at all levels, sectors, and regarding the issues being monitored.
In 2024, the National Assembly selected two thematic areas for supreme oversight: “The implementation of Resolution No. 43/2022/QH15 dated January 11, 2022, of the National Assembly on fiscal and monetary policies supporting the socio- economic recovery and development program and the National Assembly's resolutions on a number of important national projects until the end of 2023” (to be reported to the National Assembly at the 7th Session) and the thematic area “The implementation of policies and laws on real estate market management and social housing development from 2015 to the end of 2023” (to be reported to the National Assembly at the 8th Session).
The Standing Committee of the National Assembly issued Resolution No. 833/NQ-UBTVQH15 dated July 27, 2023, on the National Assembly Standing Committee's monitoring program for 2024; accordingly, it selected two monitoring topics: "Implementation of policies and laws on reforming the organizational and management system, improving the quality and efficiency of public non-business units in the period 2018 - 2023" and "Implementation of policies and laws on ensuring traffic order and safety from 2009 to the end of 2023".
Deputy Speaker of the National Assembly Tran Quang Phuong emphasized that, at the conference, in addition to evaluating the achievements and best practices in the supervisory work of the National Assembly, the Standing Committee of the National Assembly, the National Assembly's agencies, the National Assembly delegations, and individual National Assembly deputies in 2023, it is also necessary to clarify the existing shortcomings, limitations, difficulties, obstacles, and their causes, especially subjective causes, in supervisory activities; and at the same time, exchange and agree on the understanding, content, coordination, and measures to effectively organize and implement the supervisory activities of the National Assembly and the Standing Committee of the National Assembly in 2024, contributing to bringing policies and laws into life, ensuring high effectiveness, and meeting the expectations of the people and voters nationwide.
