Supervision of the use of public assets such as houses and land in Dakrong district

This morning, October 7, the monitoring delegation of the Standing Committee of the People's Council of Quang Tri province, led by Vice Chairman of the People's Council Nguyen Tran Huy, worked with the People's Committee of Dakrong district on the implementation of policies and laws on management, use, and rearrangement of public assets, which are houses and land of agencies, organizations, and units in the area in the period of 2018-2024.

Currently, Dakrong district has a block of administrative agencies consisting of 13 units, of which 6 units have headquarters and land; 7 units do not have headquarters and land and are using them together. The block of party organizations, unions and socio-political organizations consists of 10 units, of which 4 units have headquarters and land; 6 units do not have headquarters and land. The block of public service units and schools consists of 40 units, of which 36 are schools and 4 other public service units all have headquarters and land.

The total land area assigned for management and use at agencies, units and organizations in the period of 2018-2024 in Dakrong district is 480,309 ^m2 ; house area is 88,735 ^m2 .

At the meeting, the leaders of Dakrong District People's Committee reported an overview of the implementation of policies and laws on management, use and rearrangement of public assets such as houses and land of agencies, organizations and units in the district in the period of 2018-2024.

Accordingly, in the district, there are no houses or lands that are encroached upon, disputed, or used for the wrong purpose. However, the number of houses and lands lacking land use right certificates is still 66 in 27 units.

According to Decision No. 4584/QD-UBND dated December 31, 2021 of the Provincial People's Committee on approving the plan to rearrange real estate facilities, in Dakrong district, the number of real estate facilities subject to rearrangement is 204. Of which, the number of real estate facilities that have completed the implementation of the handling plan but have not been approved by competent authorities is 16 (2 real estate facilities proposed to sell assets on land, transfer land use rights; 14 real estate facilities proposed to transfer).

Currently, Dakrong district is continuing to speed up the progress of rearranging and handling houses, land, and assets of agencies and units after the merger, submitting to the Provincial People's Committee for approval the plan to rearrange and handle houses and land according to regulations, avoiding waste, violations or leaving them fallow.

Dakrong district recommends and proposes to supplement the content on decentralization of authority for the use of public assets at public service units for business purposes, leasing, association and management of road traffic infrastructure assets.

At the same time, propose the Provincial People's Committee, departments and branches to recommend competent authorities to soon approve decisions on two forms: transfer and sale of assets on land with land use rights transfer so that the District People's Committee can take the next steps to improve the effectiveness of management and use of public assets.

At the same time, the District People's Committee also needs to actively and proactively coordinate with relevant units to review the current situation and causes, and propose solutions to manage and use public assets such as houses and land at agencies, organizations and units in the area to ensure compliance with the practical situation.

Develop plans and projects for managing and rearranging public assets to ensure compliance with legal regulations on authority, processes, procedures, subjects, standards, and norms so that the management and use of public assets becomes systematic, effective, avoids waste, and becomes increasingly effective in the coming time.
