Today, November 26, the Provincial People's Council's Legal Committee worked with the Department of Home Affairs to monitor the results of the implementation of administrative and public staffing in 2024 and the administrative and public staffing plan in 2025; the results of the implementation of the policy of streamlining staffing in 2024; the submission and draft resolution on the assignment of the number of commune-level cadres, civil servants and non-professional workers at the commune level in 2025; the submission and draft resolution stipulating measures to ensure the implementation of democracy at the grassroots level in Quang Tri province. Head of the Provincial People's Council's Legal Committee Nguyen Van Khoi chaired the meeting.
In 2024, the number of civil servant positions assigned by the Provincial People's Council is 7 targets less than the Central Organizing Committee's assigned quota (1,754/1,761 positions), due to streamlining the payroll according to the roadmap approved by the Provincial People's Committee.
The current civil service payroll has 1,641 people, 113 targets have not been met. The number of people working and receiving salaries from the state budget is 12 targets higher than the Central Organizing Committee assigned (15,592/15,580 targets). The current number of people working is 15,308 people, the number of targets for people working has not been met 272 targets.

Contract under Decree No. 111/2022/ND-CP (referred to as Contract 111) 400 targets; currently there are 388 targets, 12 targets have not been used. Number of employees and Contract 111 receiving salary from the career revenue source assigned by the Provincial People's Committee is 1,522 targets, currently there are 1,103 people, the number of targets not yet implemented is 419 targets.
The assignment of public employee quotas and the number of employees to agencies and units in the province has been timely implemented, basically meeting the requirements for performing tasks. The management and use of public employee quotas and the number of employees have been strictly controlled, in accordance with the regulations of the Central Government, the direction of the Provincial Party Committee Standing Committee and the Resolution of the Provincial People's Council. 100% of administrative agencies and public service units have had their job positions approved by the Provincial People's Committee, timely recruitment has been carried out, and employees have been assigned to jobs suitable to the approved job positions and competency framework.
In 2024, 19 civil servants and 316 career officials were recruited. The current difficulty is that the staffing of administrative agencies, organizations and public career units of the province is still lacking compared to the prescribed norms and approved job positions, and has not been supplemented while continuing to streamline the staffing.
The results of implementing the policy of streamlining the payroll so far have reduced 7/88 civil servant payroll targets; 889/1,607 career payroll targets receiving state budget salaries. In the remaining 2 years of the 2022-2026 period, the whole province must reduce 81 civil servant payroll targets and 718 career payroll targets receiving state budget salaries, of which 624 targets are mainly for the education sector, but the regulations on promoting financial autonomy and socialization for the education sector are still slow; the revenue level is reduced, socialization is narrowed; there are no regulations or instructions on socialization; the basic salary level for civil servants increases, so the level of financial autonomy for the education sector decreases. Therefore, the goal of streamlining the payroll by 2026 to reduce at least 10% of payroll compared to 2021 is facing many difficulties.
Regarding the civil servant payroll plan, the number of employees and contract 111 in 2025 before January 1, 2026 is 1,737, a decrease of 17 due to the province reducing payroll according to the roadmap approved by the Provincial People's Committee; the plan to reduce by 2026 is 64 targets. The number of employees receiving salaries from the state budget before January 1, 2026 is 15,380 targets, a decrease of 200 targets compared to the central plan; the plan to reduce in 2026 is 518 targets according to the approved roadmap.
The draft resolution of the Provincial People's Council assigns the number of commune-level cadres, civil servants and part-time workers at the commune level in 2025 to include: 2,563 cadres, civil servants and 1,531 part-time workers. Regarding regulations on measures to ensure the implementation of democracy at the grassroots level in Quang Tri province, the draft resolution of the Provincial People's Council has 6 measures to ensure, including implementation costs in the annual regular expenditure estimates of agencies, units, localities and other legal resources.
Concluding the supervision, Head of the Provincial People's Council's Legal Committee Nguyen Van Khoi spoke in agreement with the results of the 2024 payroll implementation, the 2025 payroll plan, as well as the draft resolutions of the Provincial People's Council.
Regarding staff streamlining, the plan in 2026 to reduce 64 civil servant positions and 518 public employee positions is very difficult. Currently, many agencies and units have not been drastic in implementing staff streamlining, and have not yet evaluated cadres and civil servants to implement streamlining, but have mainly cut retirement quotas, have not recruited, and have switched to autonomy. Therefore, in the coming time, it is necessary to drastically implement measures to evaluate cadres, civil servants, and public employees to effectively implement staff streamlining, to achieve the set goals.
