This morning, May 30, the monitoring delegation of the Standing Committee of the Provincial People's Council led by Vice Chairman of the Provincial People's Council Nguyen Tran Huy worked with the Provincial People's Court to monitor the trial of criminal cases in the period of 2020 - 2023 in the whole province.

During the period 2020 - 2023, the total number of criminal cases handled by the two-level People's Court was 1,544 cases/2,450 defendants and 1,543 cases/2,447 defendants were resolved, reaching a rate of 99.9%. Of which, 1,489 cases/2,302 defendants were brought to trial, 7 cases/11 defendants were suspended, and 47 cases/134 defendants were returned for further investigation.
The total number of criminal cases handled by the District People's Court was 1,352 cases/1,955 defendants and the settlement results were 1,351 cases/1,952 defendants, reaching a rate of 99.9%.
The total number of first-instance criminal cases handled by the Provincial People's Court was 192 cases/495 defendants and the resolution of 192 cases/495 defendants reached 100%. Common crime groups brought to trial: Crimes against health and life 16 cases/21 defendants, accounting for 8.3%, drug crimes 91 cases/173 defendants, accounting for 47.4%...
Trial results of 178 cases/419 defendants, including: Death penalty for 27 defendants, life imprisonment for 30 defendants, fixed-term imprisonment for 222 defendants, suspended sentence for 22 defendants, reform without detention for 4 defendants, fines for 113 defendants, warning for 1 defendant, no defendant was exempted from punishment. Returned the case file for additional investigation for 14 cases/76 defendants, accounting for 7.3%. In total, the defendants appealed or the Procuracy protested the appeal trial for 82 cases, including: 70 cases appealed, 12 cases protested. No verdict was overturned by the superiors according to the appeal procedure.
The total number of criminal appeal cases that the Provincial People's Court accepted was 111 cases/130 defendants and the result was 111 cases/130 defendants, reaching 100%. The Provincial People's Court tried 70 cases/86 defendants, of which: exempted criminal liability for 1 defendant, changed from suspended sentence to imprisonment for 1 defendant, changed from imprisonment to suspended sentence for 6 defendants. At the same time, reduced the sentence for 15 defendants, changed to a lighter sentence for 1 defendant; increased the sentence for 3 defendants. The number of cases suspended was 41 cases/44 defendants due to the reason of withdrawing appeals and protests.
In the period of 2020 - 2023, the trial of criminal cases basically ensures the right person, the right crime, and the right law. The two-level People's Court has strengthened coordination with the prosecution agencies to properly resolve cases, especially major and especially serious cases.
At the monitoring session, the leaders of the Provincial People's Court analyzed and clarified the issues that the monitoring delegation was concerned about. At the same time, they recommended that authorities at all levels should direct functional agencies to resolutely fight and prevent crime in general, focusing on drug crimes.
Speaking at the supervision session, Vice Chairman of the Provincial People's Council Nguyen Tran Huy suggested that in the coming time, the two-level People's Courts should continue to improve the quality of trial of cases, successfully complete all assigned tasks, contribute to stabilizing political security, social order and safety, and promote local socio-economic development. At the same time, review the difficulties, problems, recommendations and specific proposals related to all levels, sectors and units to submit to the Provincial People's Council for consideration and resolution.
The monitoring delegation noted the recommendations and proposals of the Provincial People's Court and will submit them to the Standing Committee of the Provincial People's Council for consideration and decision.
