With a resolute spirit, not sparing or avoiding violations during the construction process, the People's Inspection Committees (TTND) and Community Investment Supervision Committees in Hai Duong province have discovered and recommended handling. The effectiveness of these supervision activities has contributed to preventing negative violations and improving the quality of works and projects.
Since the construction of the headmaster's house of Minh Duc Primary School (Tu Ky District) began, members of the People's Inspection Committee have always been present to supervise to ensure the quality and progress set out. Mr. Pham Van Hung - Deputy Head of the Community Investment Supervision Committee, member of the People's Inspection Committee of Minh Duc Commune, said that based on the supervision plan, the Community Investment Supervision Committee coordinated with the Front Work Committee and mass organizations to supervise. Based on the assignment of tasks, the members of the committee took turns closely monitoring the construction process, directly checking the input materials to ensure the type and quantity.
Pointing to the area of over 70 cubic meters of substandard construction sand brought into the project, Mr. Hung said that this was the amount of sand for filling that did not meet the standards as in the approved documents. The construction unit intended to use it for construction but was discovered by the People's Inspection Committee and recorded. All the substandard sand was transported outside for processing and the contractor was asked to replace it. Along with the Minh Duc primary school project, there are currently 5 projects in the area to renovate and upgrade roads and schools that are being supervised by the People's Inspection Committee and the Commune Community Investment Supervision Committee. Through monitoring, errors during the construction process were discovered to promptly recommend the investor and contractor to make adjustments to ensure quality and progress.
It can be seen that the community investment supervision activities at the grassroots level have brought about practical results. The active participation of the People's Inspection Committees and the Community Investment Supervision Committees has minimized the negative aspects and errors in the projects and works that have been invested and constructed. Mr. Tran Van Thang - Head of the People's Inspection Committee of Chi Minh Commune, Tu Ky District, said that before the project started, the People's Inspection Committee requested the Commune People's Committee to transfer the documents and design drawings. On that basis, the People's Inspection Committee reported to the Standing Committee of the Commune Fatherland Front Committee to decide to establish a Community Investment Supervision Committee to assign tasks to the supervisory members to ensure the quality of materials and the construction process complies with the technical design. During the process of monitoring the construction of the road from Cau Voi to Tay An, the Commune People's Inspection Committee discovered a number of violations such as the contractor using poor quality materials to pour drainage pipes, and 40 broken manhole covers. Immediately after that, the Board requested the contractor to replace 50m3 of yellow sand to pour concrete into the drainage ditch and replace the broken manhole covers to ensure compliance with the design.
Mr. Nguyen Duc Tuan - Chairman of the Hai Duong Provincial Fatherland Front Committee affirmed that in the past term, under the leadership, direction, attention and facilitation of the Party Committee and the government, and the direct guidance role of the grassroots Fatherland Front Committee, the People's Inspection Committees and the Community Investment Supervision Committees have well organized and implemented supervision activities, ensuring publicity and transparency for the contents that people know, discuss, inspect and supervise. In the past term, the People's Inspection Committees in Hai Duong discovered and recommended 5,717 cases, the government and competent agencies considered and resolved 5,587 cases (reaching 97.7%), recovered for the State 1,234m2 of land and over 166 million VND; organized supervision of 1,265 projects, recommended and had competent agencies resolve 9 violating projects; participated in the successful mediation of 3,422 cases at the grassroots level. Promoting the supervisory role of the Fatherland Front at all levels has contributed to preventing loss and waste, and improving the quality of construction projects implemented in localities.
