With a resolute and unwavering spirit, the People's Inspection Committees and Community Investment Monitoring Committees in Hai Duong province have detected and recommended the handling of violations during the construction process. The effectiveness of this monitoring activity has contributed to preventing negative violations and improving the quality of construction projects.

From the very beginning of the construction of the administrative building at Minh Duc Primary School (Tu Ky District), members of the People's Supervision Committee of the commune have been present to supervise and ensure the quality and progress of the project. Mr. Pham Van Hung, Deputy Head of the Community Investment Supervision Committee and a member of the People's Supervision Committee of Minh Duc commune, stated that based on the supervision plan, the Community Investment Supervision Committee, in coordination with the Fatherland Front Committee and other mass organizations, has been involved in the supervision. Based on assigned tasks, committee members have taken turns closely monitoring the construction process and directly inspecting input materials to ensure the type and quantity are correct.

Pointing to the nearly 70 cubic meters of substandard construction sand used in the project, Mr. Hung stated that this sand did not meet the standards specified in the approved documents. The construction unit intended to use it for construction but was discovered and documented by the People's Inspection Committee. All the substandard sand was transported away for processing, and the contractor was requested to replace it. Along with the Minh Duc commune primary school project, there are currently five construction and renovation projects for roads and schools in the area that are being monitored by the People's Inspection Committees and the Community Investment Monitoring Committees of the communes. Through monitoring, errors in the construction process have been detected, and timely recommendations have been made to the investors and contractors to make adjustments to ensure quality and progress.

It can be seen that community-based investment monitoring activities at the grassroots level have yielded practical results. The active involvement of the People's Inspection Committees and Community Investment Monitoring Committees has minimized negative aspects and errors in the implementation of construction projects. Mr. Tran Van Thang, Head of the People's Inspection Committee of Chi Minh commune, Tu Ky district, said that before the project started, the People's Inspection Committee requested the commune People's Committee to transfer the project documents and design drawings. Based on that, the People's Inspection Committee reported to the Standing Committee of the Fatherland Front Committee of the commune, which issued a decision to establish a Community Investment Monitoring Committee and assigned tasks to its members to ensure the quality of materials and the construction process complied with the technical design. During the monitoring of the construction of the road from Cho Bridge to Tay An, the People's Inspection Committee of the commune discovered several violations, such as the contractor using substandard materials for pouring drainage pipes and 40 broken manhole covers. Immediately afterwards, the Committee requested the contractor to change the 50 cubic meters of yellow sand used for pouring concrete in the drainage ditch and replace the broken manhole covers to ensure compliance with the design.

Mr. Nguyen Duc Tuan, Chairman of the Fatherland Front Committee of Hai Duong province, affirmed that during the past term, under the leadership, guidance, attention, and support of the Party Committee and the government, and the direct guidance of the grassroots Fatherland Front Committees, the People's Inspection Committees and Community Investment Monitoring Committees have effectively carried out monitoring activities, ensuring transparency and openness regarding issues that the people are aware of, can discuss, and can inspect and supervise. During the past term, the People's Inspection Committees in Hai Duong discovered and recommended 5,717 cases, of which 5,587 were considered and resolved by the government and relevant agencies (achieving 97.7%), recovering 1,234 square meters of land and over 166 million VND for the State; they also monitored 1,265 projects, recommended solutions to 9 projects with violations, and successfully mediated 3,422 cases at the grassroots level. The enhanced supervisory role of the Fatherland Front at all levels has contributed to preventing losses and waste, and improving the quality of construction projects implemented in localities.
