Multi-dimensional support
With the motto of sustainable poverty reduction, in recent times, localities in the province have had many good practices, flexibly applying the support policies of the Central Government and the province to provide multi-level support to the poor, suitable for each subject.
As one of the localities assessed to have many creative ways in implementing poverty reduction policies in Kim Son district, comrade Vu Van Truong, Vice Chairman of Van Hai Commune People's Committee shared: In poverty reduction work, the Party Committee and the Commune People's Committee determined that in addition to synchronously and effectively implementing poverty reduction policies, it is necessary to proactively mobilize internal resources to focus on sustainable poverty reduction. In which, it focuses on equipping knowledge, supporting livelihoods, providing preferential credit loans, supporting the construction and repair of houses for poor households...
The commune has also stepped up propaganda and mobilized people to change their thinking and ways of doing things, be bold in production and business, apply technology to production and actively build a comprehensive aquaculture farm model, promoting the advantages of coastal areas.
Thanks to that, a positive change has been made in the thinking and working methods of farmers. Completely different from the old farming methods, now the entire agricultural land area of the commune has been exploited and promoted to the maximum by the people with many new and effective crops. Many farmers have become rich from farming, and many households have escaped poverty thanks to the integrated farm model.
Also according to the Vice Chairman of the People's Committee of Van Hai commune: Implementing Resolution No. 43/NQ-HDND of the Provincial People's Council "Regulations on policies to support the construction and repair of houses for poor households in Ninh Binh province in the period of 2023-2025", Van Hai commune has 4/8 poor households in need of new construction and repair of houses that are supported (of which 3 households are supported to build new houses). In addition, with the spirit of "the good leaves cover the torn leaves", many people in Van Hai commune actively participate in responding to the construction of the Gratitude and Social Security Fund, the movement "The whole country joins hands for the poor, leaving no one behind"...
Thanks to that, the rate of near-poor households in 2023 of the commune decreased to 2.66%. Timely support from all levels and sectors has helped many poor people in Van Hai rise up.
Ms. Tran Thi Duyen, Bac Cuong hamlet, Van Hai commune (Kim Son) - one of the poor households supported to build a new house under Resolution No. 43 of the Provincial People's Council, excitedly said: In recent years, my family has been supported in livelihood, guided in organic chicken farming techniques, ensuring productivity and efficiency in farming, thanks to which the family's life has been greatly improved. In particular, thanks to the attention and facilitation of the local Party Committee and government, this spring my family was able to live in a new, solid house, which is truly a great joy and happiness. "Settling down, having a career", in 2023, my family escaped poverty.
Like in Van Hai, many localities in the province have implemented synchronous solutions to create conditions to help the poor improve their lives.
Comrade Le Thi Luu, Deputy Director of the Department of Labor, War Invalids and Social Affairs said: In recent times, the Department has actively advised the Provincial Party Committee and the Provincial People's Committee to lead and direct the effective implementation of many policies to support the poor and near-poor households.
In particular, implementing the National Target Program on Sustainable Poverty Reduction, period 2021-2025, the province has allocated 74.1 billion VND to implement 5/7 projects under the Program. In particular, the province has issued specific policies to support poor households whose members are people with revolutionary contributions, poor households with housing difficulties with a total annual support budget of over 50 billion VND.
In early 2023, the Provincial People's Council issued Resolution No. 43, supporting the construction and repair of houses for poor households in the period of 2023-2025. Implementing the Resolution, by the end of 2023, the whole province had started and completed 495 houses (327 newly built houses; 168 repaired houses) with a total cost of 49.1 billion VND (of which the State budget was 41.1 billion, mobilized capital and counterpart funds from the people were 8.01 billion VND).
Along with that, the province has mobilized many resources for poverty reduction, focusing on creating capital sources to help poor households develop their family economy. From 2021 to now, more than 43,000 poor households, near-poor households and policy beneficiaries have been able to borrow capital to serve production, business, create livelihoods, create jobs, and meet essential needs in life. Thereby contributing to ensuring social security, gradually improving the material and spiritual life of the poor and policy beneficiaries, and sustainably reducing poverty.
So that no one is left behind
Although important results have been achieved, poverty reduction work in the province also faces many difficulties and challenges. Currently, the majority of poor and near-poor households in the province belong to the group of "sustainably poor" households (poor households that are elderly, lonely, sick, seriously ill, etc.), so poverty reduction support policies are mainly "fish" support policies that are free and lifelong. This is a significant challenge for the province in developing and implementing policies to support people to escape poverty sustainably.
Ninh Binh province strives to reduce the poverty rate to 0.99% by the end of 2025. To achieve this goal and overcome difficulties and limitations in poverty reduction, the province has proposed many solutions. In particular, along with encouraging people's will and determination to overcome poverty, in the coming time, the province will focus on promoting socio-economic development associated with improving and gradually improving the living conditions of the poor, first of all in mountainous areas and ethnic minority areas. Promote the development of industry, handicrafts and services. Continue to build and replicate models and examples in poverty reduction.
At the same time, effectively implement policies to support the poor in terms of health, education, culture, domestic water, and housing, helping the poor to have increasingly convenient access to basic social services; mobilize social resources to reduce poverty.
Along with that, the province continues to build a system of policies to support production development so that the poor and poor households can rise up and escape poverty...
"Poverty reduction is a difficult and long-term task, requiring the attention and participation of not only the Party Committee, the government, all levels, sectors and localities, but also the active cooperation of the people, especially the poor households. Reality shows that the poor are those with limited education, lack capital for production and business, and find it very difficult to access and grasp opportunities in the market economy to be able to rise out of poverty on their own. Paying attention to vocational training and creating jobs for the poor is the root to solve the problem of sustainable poverty reduction for households with the strength and ability to work.
Therefore, it is necessary to expand vocational training, improve knowledge, experience, and production skills for workers and poor households. Along with training and guidance on knowledge and experience, it is necessary to train and foster knowledge and capacity, have the ability to absorb science and technology, produce, do business, and provide services more effectively, and arouse the will to rise up, without the mindset of waiting and relying on the community" - the Deputy Director of the Department of Labor, War Invalids and Social Affairs proposed.
