Mr. Vo Nguyen Phong, Director of Hanoi Department of Construction, said that the city's departments will work with the Ministry of Agriculture and Rural Development to find the best and fastest solution to bring water from the Red River into the To Lich River.
On December 4, speaking at the Hanoi Party Executive Committee Conference, Director of the Department of Construction Vo Nguyen Phong spent a lot of time talking about solutions to handle pollution in rivers in the capital.
Regarding the cleaning of To Lich River as requested by the Secretary of the City Party Committee and Chairman of the Hanoi People's Committee, Mr. Vo Nguyen Phong said that the Department of Construction has coordinated with the Department of Agriculture and Rural Development (DARD) and other departments to survey the location of the Red River water pumping system into West Lake to improve the To Lich environment.
According to Mr. Vo Nguyen Phong, departments and branches of Hanoi City will also work with the Department of Dyke Management and Natural Disaster Prevention to find technical solutions as well as locations for water pipelines from the Red River to West Lake.
Previously, the Hanoi City Management Board of Investment and Construction of Technical Infrastructure and Agriculture proposed the solution of underground drilling to build a pipeline to bring water from the Red River to West Lake. However, the Director of the Hanoi Department of Construction said that the Ministry of Agriculture and Rural Development did not agree with this plan.
"Through discussion, the Department of Dyke Management and Natural Disaster Prevention (Ministry of Agriculture and Rural Development) proposed to invest in a reinforced concrete box culvert section across the Red River dyke to lay water pipes. This Thursday, the city's departments and branches will work with the Department of Dyke Management and Natural Disaster Prevention to come up with the best and fastest technical solution," said Mr. Vo Nguyen Phong.
On December 2, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai and Chairman of the Hanoi People's Committee Tran Sy Thanh inspected the progress of the Yen Xa wastewater treatment system project and implemented measures to clean up the To Lich River.
During the inspection, Hanoi leaders paid special attention to the issue of ensuring the flow to "revive" the To Lich River, when wastewater has been collected through pipes to Yen Xa Factory for treatment.
Regarding this issue, Mr. Hoang Trong Tung, Director of the Project Management Board for Investment in Construction of Technical Infrastructure and Agriculture, proposed that the City People's Committee study a plan to add water from the Red River to West Lake.
Water from West Lake will then be led to To Lich River. "With this plan, it will take about 6 months for Red River water to be available to clean To Lich River," said Mr. Tung.
Regarding the work of adding water from West Lake to To Lich River, Mr. Tran Sy Thanh said that the city leaders have decided to urgently implement the project; assigned the Department of Construction to preside with departments, branches, project management boards and localities to speed up the project progress.
Mr. Tran Sy Thanh gave a deadline of 3 months to complete the procedures and 6 months to construct the water supply system from the Red River to West Lake to create a flow for the To Lich River.
"In any circumstances or conditions, the project must be completed by September 2, 2025," the Chairman of the City People's Committee emphasized, noting that during the implementation process, special attention must be paid to the plan to protect the ecological environment and ecosystem of West Lake and replenish water from the lake to To Lich River.
