Regarding the issues of concern to delegates and voters, Ms. Tran Thi My Hanh - Director of the Department of Culture and Sports answered and clarified groups of issues on implementation solutions. After 4 years of implementing Resolution No. 18/NQ-HDND dated December 13, 2020 of the Provincial People's Council on the 5-year socio-economic development plan 2021-2025 of Nghe An province, the rate of cultural villages, hamlets, and blocks reached 71 - 73%; The rate of communes, wards, and towns with cultural and sports institutions meeting the criteria prescribed by the Ministry of Culture, Sports and Tourism reached 82%. Currently, the whole province has 222 typical cultural models recognized at the provincial level, 4,025 mass art troupes; 737,186/851,151 families recognized as cultural families (reaching 87%). Attention is paid to the management, preservation and promotion of cultural heritage values ​​to serve the goals of conservation and development.

The whole province is preserving a rich and diverse heritage system with 2,602 scenic relics, 485 ranked relics, including 6 special national relics, 145 national relics, 334 provincial relics, nearly 50 thousand artifacts, relics, and antiques. There are 546 intangible cultural heritages, including 89 festival heritages, 6 language and writing heritages, 68 traditional craft heritages, 47 folk performing arts heritages, 29 folk literature heritages, 147 social customs heritages, and 160 folk knowledge heritages. In which, Nghe Tinh Vi Giam folk songs were recognized by UNESCO as a representative intangible cultural heritage of humanity, the ritual of Hau Dong in the Mother Goddess worship is a representative intangible cultural heritage of humanity also present in Nghe An and 09 national intangible cultural heritages, contributing to improving the quality of spiritual life and promoting the human factor of Nghe An.

Improving state management capacity on outdoor advertising activities

He raised the issue: Currently, there are no specific regulations or standards on advertising sizes and materials, leading to the situation where billboards come in all shapes, colors, and sizes and are installed arbitrarily in many locations. Classified advertisements on walls, electric poles, and trees are still common, spoiling the urban beauty. In addition, billboards encroaching on sidewalks also affect traffic. The delegate suggested that the Department of Culture, Sports and Tourism propose solutions to improve state management capacity to overcome this situation, and at the same time consider regulating unified standards on the design and size of billboards, because advertising not only serves businesses but also contributes to preserving the beauty and characteristics of a class 1 urban area.

Explaining this issue, Ms. Tran Thi My Hanh, Director of the Department of Culture and Sports, said that outdoor advertising activities currently have legal regulations, including the Advertising Law, Circulars, Decrees, and regulations from the Ministry of Culture, Sports and Tourism, and the Ministry of Construction. The Nghe An Department of Culture has also advised on the issuance of Decision 6544 on outdoor advertising planning and technical standards for the construction and installation of billboards. The Provincial People's Committee is effectively implementing these contents.

In the coming time, the industry will propose new solutions to overcome shortcomings, especially the application of modern technology such as LED screens, changing the needs and planning locations. In 2024, the Department has consulted on the outline of adjusting and supplementing the advertising planning and will deploy more systematic content in 2025.

In addition, the Department will coordinate with localities, especially in Vinh City, to plan outdoor advertising systematically, ensuring urban civilization. The industry will also coordinate with experts to survey planning locations, aiming to build a cleaner, more modern Vinh City.

Regarding the proposal to name the Vinh - Cua Lo route "Vo Nguyen Giap Avenue", Ms. Hanh said: It has been put into the road name bank. After this route is completed and handed over, the Department will advise the Provincial People's Committee to name the avenue after the General.

Promoting the value of Vi and Giam folk song heritage

Delegate Cao Tien Trung (Tuong Duong) asked about specific actions of the cultural sector, as well as suitable locations for performing Nghe Tinh Vi and Giam folk songs.

Delegate Cao Tien Trung (Tuong Duong) raised the issue of preserving Nghe Tinh Vi and Giam folk songs: At the 10th anniversary of UNESCO's recognition of Vi and Giam folk songs as intangible cultural heritage of humanity, the provincial leaders directed the development of these folk songs into a unique tourism product. Delegates asked about the specific actions of the industry to implement the above direction, as well as locations with suitable performance spaces.

Regarding this issue, Ms. Tran Thi My Hanh - Director of the Department of Culture and Sports explained: The province has increased propaganda and developed a systematic communication strategy for Vi and Giam folk songs. Currently, the Department is consulting on the development of the Vi and Giam folk song project, which has been approved by the Provincial Party Committee and is preparing to submit to the Prime Minister for approval.

The project includes: Completing the Vi, Giam Folk Song Theater at 77 Nguyen Du, where the daily “Vi, Giam Sound” program will be held, selling tickets to tourists. Building performance spaces in Vinh, Cua Lo, Kim Lien (Nam Dan), Nghe An Museum, helping tourists both enjoy and participate in performances. Experimenting with new creations to attract young people, publishing books on new folk song improvisations.

Solving problems in the cultural institutional system

Delegate Tran Thi Khanh Linh (Vinh City) raised the issue of cultural institutions in localities not being uniform.

Explaining this content, the Director of the Department of Culture and Sports said that after the administrative merger, the province has 1,820 villages with both surplus and shortage of cultural institutions. To date, 812 villages have been selected for renovation, and 358 cultural houses have been planned for new investment.

The Department has advised on the issuance of regulations on the management and use of cultural institutions, but due to problems with the Law on Public Property, it has not been able to submit them for approval. In the period of 2025-2030, the industry will build multifunctional cultural centers and provincial gymnasiums that meet national and international standards, contributing to making Vinh City a civilized and modern urban area.

These synchronous solutions demonstrate Nghe An province's efforts in improving outdoor advertising management, preserving cultural heritage and enhancing the effectiveness of the cultural institutional system.

Solutions to preserve traditional culture and develop grassroots cultural life

Delegate Luc Thi Lien (Con Cuong) said that modern culture and digital technology are creating significant challenges to national identity.

In addition, issues related to improving the quality of cultural institutions and preserving traditional values ​​in the context of international integration have attracted special attention. Many opinions said that the assessment of related indicators is not really strict, while modern culture and digital technology are creating significant challenges for national identity. Delegate Luc Thi Lien (Con Cuong) cited that according to Resolution 18 on the socio-economic development plan for the period 2021-2025, the province set a target of 71-73% of cultural villages and blocks and 82% of communes and wards with cultural and sports institutions according to regulations. However, by 2023, these indicators will only reach 68.7% and 67.3%, respectively. Ms. Lien commented that some places have not been substantial in implementing cultural institutions, causing the achievement rate to only stop at formal numbers, not truly reflecting the quality of grassroots cultural life.

Responding to this opinion, the Director of the Department of Culture and Sports affirmed that the sector has made many efforts in consulting and implementing policy mechanisms to achieve the set targets. She admitted that in some localities, the quality of implementation is still limited; however, in general, the targets are still being implemented synchronously and basically achieving positive results. Nghe An is one of the localities selected by the Ministry of Culture, Sports and Tourism as a typical example in building grassroots cultural life.

Along with the targets for developing cultural institutions, another major challenge is the strong infiltration of foreign cultures, especially from the West and Korea. Young people are increasingly caught up in modern trends, while many neglect or even stray from traditional values. Inappropriate elements in music, fashion and lifestyle are negatively affecting the formation of personality and cultural identity of the community.

Faced with this situation, the Department of Culture has developed a systematic communication strategy to promote and arouse pride in traditional culture. Heritage values, such as Vi and Giam folk songs - recognized by UNESCO as Representative Intangible Cultural Heritage of Humanity - are being digitized and archived to reach a large number of people, especially the younger generation. In addition, the Department has also advised on policies to support artisans - who are considered the soul of national culture - so that they can continue to maintain and convey the quintessence of folk songs, musical instruments and other traditional art forms.

In particular, education is considered an important field in preserving and promoting cultural identity. One of them is the colorful picture of cultural identity of the ethnic minorities in the area. Preserving and promoting these cultural values ​​is a great resource for both developing social culture, improving living standards, and preserving the cultural identity here. In the coming time, what key activities will the industry implement to preserve cultural identity and develop tourism?
Delegate Nguyen Duy Can (Vinh City) pointed out the current situation in all hamlets and villages that have cultural houses. This is a place for community activities but is cramped and poorly equipped. Many seating areas only meet 30-50% of the demand, so many places do not have enough people to hold meetings. What percentage of cultural houses meet standards and what are the solutions?

He acknowledged that in recent times, a number of historical and scenic spots in the province have attracted tourists and said that if there is better coordination between sectors and levels; more synchronous restoration and embellishment of products; associated with propaganda, promotion, calling for investment in tourism; raising awareness, promoting digital transformation, and human resources to serve tourists, this potential will be further promoted.

Focus on improving the quality of sports culture, preserving and promoting traditional values

Concluding the question and answer session, Mr. Nguyen Nhu Khoi - Vice Chairman of the Provincial People's Council basically agreed with the solutions presented by the Director of the Department of Culture - Sports, and at the same time requested the Provincial People's Committee, the Department of Culture - Sports and related units to focus on implementing the following contents:

Continue to thoroughly grasp the Party's viewpoint, considering culture on par with politics and economics. Culture must be an endogenous force for sustainable development. It is necessary to effectively implement the revised Heritage Law and Resolutions and projects on cultural development, especially Resolution 39 of the Politburo on building and developing Nghe An until 2030, with a vision to 2045.

Along with that, it is necessary to focus on national programs with people as the center, taking Nghe An culture as the spiritual foundation. The titles of villages, hamlets, blocks, and cultural units need to be recognized in substance, avoiding formality, and must be associated with inspection, evaluation, and withdrawal of titles if they do not meet standards. It is necessary to strengthen solutions to prevent social evils and ensure safety and health for children's school and entertainment environments.

The system of cultural and sports facilities at the grassroots level needs to be reviewed and upgraded, and resources mobilized to equip facilities to serve the cultural and sports activities of the people. Advise on plans to build Vinh City into a cultural center of the North Central region, as well as a center for high-performance sports training.

Regulations on village conventions and the establishment of a grassroots cultural system also need to be improved, especially regulations on funeral homes in urban areas. It is necessary to promote the role of cadres, party members and prestigious people in the community, and continue to mobilize people's resources in preserving and promoting traditional cultural values.

At the same time, it is necessary to maintain activities applying digital platforms to transmit cultural and artistic programs to people in remote areas and overseas Vietnamese communities. Expanding the introduction of cultural values ​​of ethnic groups at home and abroad, contributing to improving the knowledge and spirit of Nghe An people, meeting the requirements of integration and development.

In addition, cultural and sports activities also need to be innovated and improved in efficiency, especially during major festivals. Research and investment are needed so that Nghe An has enough facilities to host national and international cultural and sports events in Vinh City and Nam Dan.

The Provincial People's Council proposed that the Provincial People's Committee focus resources on implementing breakthrough programs, turning Nghe An into a tourism center of the North Central region, according to Resolution 39 of the Politburo. At the same time, focus on planning reasonable advertising spaces, ensuring urban aesthetics and traffic order, and strengthening inspection and control of outdoor advertising.

The Provincial People's Council also requested to review and improve the efficiency of using the team of managers, artisans and artists from the grassroots to the province, and to streamline agencies and units in the cultural sector to meet the requirements of cultural development associated with the economy. Relevant departments, branches and localities are required to implement these contents and report the results.
