At the discussion session at the hall on the assessment of the results of the implementation of the socio-economic development plan for 2024; the expected socio-economic development plan for 2025, the 8th Session, the 15th National Assembly, Prof. Dr. Nguyen Thi Lan, Director of the Vietnam Academy of Agriculture, proposed training human resources for natural disaster prevention.
According to Prof. Dr. Nguyen Thi Lan, Director of the Vietnam Academy of Agriculture (under the National Assembly delegation of Hanoi), Vietnam is among the top 5 countries most affected by climate change. Natural disasters have been causing huge losses in both human lives and property for the country.
Our Party and State have clearly identified natural disaster prevention as one of the top urgent tasks to ensure sustainable national development and social peace and stability.
Most recently, during his visit to the Vietnam Academy of Agriculture on October 12, 2024, General Secretary and President To Lam also emphasized the importance and necessity of training high-quality human resources to serve disaster prevention work.
High-quality human resources are also the top pillar among the four pillars of the Sendai Framework that 187 countries signed in March 2015 in Sendai (Japan) on disaster risk reduction.
Professor Nguyen Thi Lan said that Japan, the US, the Netherlands, Canada and many countries around the world pay great attention to disaster prevention.
Accordingly, Japan has many education programs on disaster prevention, considering disaster education as part of the national curriculum, taught in schools from kindergarten to high school; community education programs... Many countries have undergraduate and postgraduate training programs on emergency management, disaster management and risks related to disaster prevention.

"In Vietnam, we have made great efforts and have had many response solutions and achieved many important results in disaster prevention work. However, the reality is that human resources for disaster prevention are still lacking, most of them have not been trained through formal schools; knowledge is mainly drawn from personal experience through practice, many cadres from the village level to higher levels sometimes do not fully meet the requirements of expertise, profession, skills and practical experience. Currently, there are almost no university training institutions that train and grant degrees in disaster prevention", the Director of the Vietnam Academy of Agriculture stated a reality.
From the perspective of an educational institution training in the agricultural sector - a sector that suffers heavy losses when natural disasters occur, with the hope that Vietnam can better perform disaster prevention work, Prof. Dr. Nguyen Thi Lan proposed 4 solutions related to human resource training for the field of disaster prevention.
Firstly, strengthen and regularly train and foster professional knowledge, skills and practical capacity in disaster prevention for officials at all levels and people.
Review, improve and develop new, systematic and appropriate training programs on natural disaster prevention at all levels of education, ensuring updates on content, knowledge and new technologies of the world and suitable for the actual situation of Vietnam, ensuring connectivity between levels of education, between domestic and foreign countries. Organize training types from short-term to long-term training, need to have a specific mechanism to open undergraduate and postgraduate training programs.
Second, review the capacity of training and research institutions nationwide to focus investment resources on improving the quality of facilities and equipment for training and in-depth research in the field of natural disaster prevention to create excellent, professional training institutions/universities and research centers that are strong enough and capable of training high-quality human resources in this important field for the country.
Third, promote international cooperation in the field of human resource training for disaster prevention and control. In particular, focus on sending managers, research experts, and lecturers to study and conduct research in advanced countries with extensive experience in disaster prevention and control to be able to create, lead, advise, and implement policies on disaster prevention and control in the country.
Fourth, the Government should soon issue a Decree on training human resources for natural disaster prevention, promote policies to attract human resources, especially young human resources, to study, research and work in this field, have an ordering policy, clearly define job positions in natural disaster prevention, and gradually form a strong enough specialized natural disaster prevention team from the central to the grassroots level.
