At the ceremony, Senior Lieutenant General Luong Tam Quang presented the decision of the Minister of Public Security to transfer Colonel Luu Hong Quang, Director of Lao Cai Provincial Police, to hold the position of Director of the Ministry of Public Security's External Affairs Department; and the decision to transfer and appoint Colonel Cao Minh Huyen, Deputy Director of Nghe An Provincial Police, to hold the position of Director of Lao Cai Provincial Police from May 8.
Colonel Luu Hong Quang was born in 1968, his hometown is Quang Xuong district, Thanh Hoa province. From March 2020 to present, he has been appointed to the position of Director of Lao Cai Provincial Police.

Colonel Cao Minh Huyen was born in 1974, his hometown is Hung Yen city, Hung Yen province. He has held the positions of Deputy Head of the Anti-Smuggling Police Department, Ministry of Public Security; Head of the Economic Police Department, Ministry of Public Security; Deputy Director of Nghe An Provincial Police.
Senior Lieutenant General Luong Tam Quang and Mr. Dang Xuan Phong, Secretary of Lao Cai Provincial Party Committee, congratulated Colonel Luu Hong Quang and Colonel Cao Minh Huyen on their new assignments; believing that in their new positions, both will continue to promote their abilities and strengths, and excellently complete all assigned tasks.
