Explain the progress of some projects in the province

BTO-On the afternoon of March 1, the Standing Committee of the Provincial People's Council (PPC) held a plenary session between the two sessions of the Provincial People's Council in 2024. Comrade Nguyen Hoai Anh - Alternate member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council and Vice Chairman of the Provincial People's Council Nguyen Thi Thuan Bich chaired the conference. Also attending were Vice Chairman of the Provincial People's Committee Nguyen Hong Hai, representatives of relevant departments, branches, sectors and localities.

Speaking at the explanation session, Chairman of the Provincial People's Council Nguyen Hoai Anh emphasized that the explanation session (the second time) aims to improve the effectiveness and efficiency of the supervision work of the Provincial People's Council and further strengthen the responsibility of the Provincial People's Committee, departments, branches and localities in resolving existing problems in the process of managing local socio-economic development on the basis of considering emerging issues that have been of interest to voters and public opinion in recent times.

The Chairman of the Provincial People's Council requested that the members of the Standing Committee of the Provincial People's Council, the leaders of the Committees, and the Heads of the Provincial People's Council Delegation where the project is implemented pay attention to and focus on clarifying the contents and requirements for the units to explain. For individuals and units that are required to explain, they need to report and explain briefly and directly to the point, focusing on clarifying the causes, responsibilities, roadmap for resolution, solutions, proposals, and recommendations in the coming time.

At this explanation session, the Standing Committee of the Provincial People's Council selected 4 contents in the group of issues on the progress of implementation of a number of projects in the province to request the heads of departments and localities to explain. Including the Song Quao Water Plant project under the Ham Thuan Bac water system component; Hong Liem Pumping Station project and irrigation canal system, Ham Thuan Bac and Bac Binh districts; Song Quao Lake Main Canal project in Ham Thuan Bac and Bac Binh districts; Residential area project south of Le Duan street (section from National Highway 1 to Vo Van Tan street), Phan Thiet city.

Accordingly, at the meeting, representatives of the leaders of the Department of Agriculture and Rural Development, the Provincial Management Board of Investment and Construction of Agricultural and Rural Development Projects, and the People's Committee of Phan Thiet City presented and clarified the causes, limitations and specific responsibilities of each unit and locality related to the above projects. At the same time, they proposed a number of practical and feasible solutions to promptly overcome the limitations and shortcomings raised by the Provincial People's Council delegates.

Specifically, explaining the reason for the slow progress of the Ham Thuan Bac Water System Project, the leader of the Department of Agriculture and Rural Development said that the coordination in implementing the contract within the joint venture contractor was not synchronized, and there were difficulties and problems with administrative procedures. The Department will urge contractors to focus on equipment, materials, and human resources to strengthen construction, promptly remove difficulties and problems during the implementation process; along with that, coordinate with localities to mobilize and create conditions for handing over the construction site of the pipeline.

Regarding the Hong Liem Pumping Station Project and the irrigation canal system of Ham Thuan Bac and Bac Binh districts, the Provincial Management Board of Agricultural and Rural Development Projects said that it is necessary to consider additional investment options to complete the system to the branch canal to bring higher efficiency, immediately promoting investment efficiency according to the set goals. The Board will continue to coordinate with relevant units to review and collect documents related to compensation for the main canal of Chau Ta dam to clarify the legality and propose a compensation plan. After completing the compensation, the Board will carry out procedures to adjust the investment policy, adjust the investment project, measure and map land acquisition, carry out compensation and site clearance work; complete documents and approve the design, carry out procedures to ensure construction conditions for related construction items.

Regarding the Song Quao Water Plant Project, part of the Ham Thuan Bac water system, the total investment is 17.7 million Euros. After many years of implementation, the project has not yet been completed. Regarding this issue, the Management Board of Investment and Construction of Agricultural and Rural Development Works said: This is a project that affects Song Quao Lake, so it requires careful research and analysis of many water intake options and optimal calculation of canal flow to improve investment efficiency. The selection of the optimal option must consider factors such as prioritizing self-flowing water intake options for convenience and cost savings in future management and operation, ensuring the criteria of fast construction, dam safety and minimizing the impact on the water supply of the reservoir. During the 2021-2025 period, the Board will continue to complete procedures for adjusting investment policies, carry out environmental impact assessment procedures, surface water exploitation licenses, procedures for converting forest land, rice land, and defense land, and coordinate with localities to review land funds for resettlement arrangements for affected households.

Explaining the project of Residential Area South of Le Duan Street, the leader of Phan Thiet City People's Committee said that after the project investment policy was approved, Phan Thiet City People's Committee organized the implementation of the steps according to regulations. However, the project is currently facing difficulties related to project establishment, compensation, and site clearance...

After listening to the explanations of relevant departments and agencies and many opinions of the Provincial People's Council delegates on the contents that need to be explained, Chairman of the Provincial People's Council Nguyen Hoai Anh requested that departments, agencies and localities review the projects and promptly advise the Provincial People's Committee to completely resolve the problems to speed up the implementation progress. At the same time, consider the feasibility and optimal options for the projects to propose appropriate solutions...

It is known that previously, on June 29, 2023, the Standing Committee of the Provincial People's Council held a briefing session (the first briefing session of the Standing Committee of the Provincial People's Council in the 2021-2026 term) on the allocation norms of the regular expenditure budget and forest protection contracting.
