This morning, June 14, Permanent Vice Chairman of the Provincial People's Committee Ha Sy Dong chaired a meeting with departments, branches and localities to resolve difficulties and obstacles in implementing the Growmax high-tech super-intensive shrimp production area project in Hai Lang district.

According to the report of the Provincial Economic Zone Management Board, the Growmax high-tech super-intensive shrimp production area project with water circulation (the project) proposed by Growmax Aquatic Feed Company Limited has an area of ​​about 50.23 hectares in Hai Khe commune, Hai Lang district.

However, the implementation of research and survey of the project encountered difficulties and problems such as: the project was not suitable with the planning levels of the Southeast Quang Tri Economic Zone (KKT) (general planning and zoning planning) and the land use planning of Hai Lang district until 2030.

According to regulations, it is necessary to adjust the master plan to serve as a basis for adjusting the zoning plan to ensure that the project is consistent with the approved plan. The project is located in the approved mineral reserve area. Therefore, the Provincial Economic Zone Management Board does not have a basis to advise the Provincial People's Committee on the investment policy for project implementation...

Regarding the consensus of the people, implementing the direction of the Provincial People's Committee, the Provincial Economic Zone Management Board has proactively and urgently prepared a dossier to locally adjust the construction zoning plan of the Southeast Quang Tri Economic Zone, phase 1; coordinated with the People's Committee of Hai Lang district, the People's Committee of Hai Khe commune and Growmax Aquatic Feed Company Limited to collect opinions from the community on locally adjusting the plan.

At the consultation session, the majority of opinions from the community did not agree with the content of the planning adjustment (16/22 votes, accounting for 73%)... The Provincial Economic Zone Management Board issued Document No. 63/KKT-QHXD dated January 12, 2024 and Document No. 212/KKT-QHXD dated February 20, 2024 to guide and request Growmax Aquatic Feed Company Limited to arrange time and assign personnel to work directly with local authorities to review and agree on the scale and area of ​​project implementation, ensuring land savings and minimizing impacts on areas that people have requested...

However, the mobilization of the community in the project area is still complicated, so Growmax Aquatic Feed Company Limited has Document No. 9001/2024/CV-GX dated January 18, 2024 requesting more time to continue implementing the mobilization work until the consensus of the community is reached, before the Provincial Economic Zone Management Board and Hai Lang District People's Committee organize a conference to collect community opinions on local adjustments to the construction zoning plan of the Southeast Quang Tri Economic Zone, phase 1 (2nd time).

The company has also worked with the People's Committee of Hai Khe commune in many sessions with the people to create consensus among the people for the project implementation area, but has not yet received consensus. In Document No. 9002/2024/CV - GX dated June 11, 2024, the company proposed the Provincial People's Committee to allow adjustment of the construction zoning plan of the Southeast Quang Tri Economic Zone with a proposed area of ​​about 42.83 hectares (within the scope of 50.23 hectares that the company is researching and surveying) to suit the land use function of the project, approving the investment policy for the company to implement the project as proposed.

According to the general planning for the construction of the Southeast Quang Tri Economic Zone, the land proposed for the project is planned as isolated green land, so the project location is not consistent with the general construction planning. According to the zoning plan for the construction of the Southeast Quang Tri Economic Zone, phase 1, the land proposed for the project is planned as concentrated livestock and production land of 3.56 hectares; cemetery and isolated green land of 39.27 hectares. Thus, the project location is partially consistent with the zoning plan for the construction of the 3.56 hectares of concentrated livestock and production land; not consistent with the zoning plan for the remaining 39.27 hectares...

Speaking at the meeting, Permanent Vice Chairman of the Provincial People's Committee Ha Sy Dong emphasized that the Growmax high-tech super-intensive shrimp production area project with water circulation is a potential project in agriculture.

Assign Hai Lang district to take the lead in coordinating with the Provincial Economic Zone Management Board, the investor and Hai Khe commune, Hai Duong to urgently inform people about the potential, economic benefits and no impact on the environment that the project brings; find solutions to resolve difficulties and problems.

The Department of Natural Resources and Environment coordinates with the Provincial Border Guard and investors to hold meetings to inform people about the project; try to complete before July 30, 2024 to report to the Provincial People's Committee and complete procedures for granting investment policy decisions.

Assign the Provincial Economic Zone Management Board to adjust the planning of the Southeast Quang Tri Economic Zone based on its tasks to create favorable conditions for investors. The Department of Natural Resources and Environment coordinates with Hai Lang district to review and assess environmental impacts and environmental solutions, especially supplementing the land use planning until 2030 to ensure conditions for the Provincial People's Committee to grant investment policies for the project.

The Provincial Economic Zone Management Board coordinates with departments, branches, sectors and units to complete the project dossier for the Provincial People's Committee to issue investment policies; coordinates with the Provincial People's Committee Office to monitor and update the project progress and report difficulties and problems to the Provincial People's Committee for direction and final handling.
