Receiving opinions and recommendations from voters sent to the 14th Session of the 18th Provincial People's Council, term 2021-2026, the People's Committee of Thanh Hoa province has directed departments, branches, provincial units, People's Committees of districts, towns, cities and related units to focus on resolving issues of concern and recommendations from voters.

Address issues of concern to voters regarding accelerating the construction of resettlement areas and investing in other infrastructure.

Voters of Tam Chung commune (Muong Lat) requested the Provincial People's Committee to change the land use purpose from production land to residential land in the Poong village resettlement area and issue land use right certificates to the people. According to the settlement results, up to now, the Poong village resettlement area has not been converted to production forest land use purpose and land use purpose to serve as a basis for issuing land use right certificates to households. Therefore, the Provincial People's Committee will direct the Muong Lat district People's Committee to urgently complete the documents and procedures to send to the Department of Agriculture and Rural Development to advise the Provincial People's Committee to submit to the Provincial People's Council for permission to change the land use purpose, as a basis for issuing land use right certificates to households living in the resettlement area according to regulations.

Voters of Tam Chung commune (Muong Lat) proposed that the Provincial People's Committee allow people to exploit sand in rivers and streams to build new rural areas. According to the settlement results, according to the Mineral Law, the exploitation of sand and gravel in rivers and streams must be licensed by competent State agencies. Therefore, the Provincial People's Committee will direct the Department of Natural Resources and Environment, in coordination with the Department of Construction, and the People's Committee of Muong Lat district to advise the Provincial People's Committee to license mining sites for construction in Muong Lat district.

Residents of Suoi Long village, Tam Chung commune (Muong Lat) requested to speed up the construction progress of the resettlement area for 21 households in Suoi Long village to soon stabilize their lives and feel secure in production. According to the settlement results, the project to arrange and stabilize the population for households in Suoi Long village, Tam Chung commune (Muong Lat) has been approved by the Provincial People's Council in the investment policy in Resolution No. 277/NQ-HDND dated July 13, 2022. Request the People's Committee of Muong Lat district to direct the District Construction Investment Project Management Board to speed up the implementation of the next steps, soon complete the infrastructure, and ensure the completion of the project on time as prescribed.

Voters of Hoang Hoa and Thieu Hoa districts proposed that the province supplement the teacher payroll according to Decree No. 111/2022/ND-CP dated December 30, 2022 of the Government. According to the settlement results, regarding the supplementary payroll: On March 14, 2024, the Provincial People's Council issued Resolution No. 518/NQ-HDND on approving the supplementary payroll for public preschool and general education in Thanh Hoa province in 2024; in which: Hoang Hoa district was supplemented with 106 preschool teachers, 62 primary school teachers, 23 secondary school teachers; Thieu Hoa district was supplemented with 80 preschool teachers; 40 primary school teachers. Regarding the implementation of labor contracts for teachers: Based on the advice of the Department of Home Affairs, the Provincial People's Committee issued Decision No. 200/QD-UBND dated January 11, 2024 approving the number of contract workers for some types of support and service jobs as prescribed in Decree No. 111/2022/ND-CP of the Government guaranteed by the state budget in administrative agencies, organizations, and public service units under the management of the Thanh Hoa Provincial People's Committee in 2024.

Voters of Trieu Son, Nhu Thanh, and Ha Trung districts requested the province to direct the electricity sector to install additional transformer stations in: Trieu Thanh commune (Trieu Son); Thanh Tan commune, Yen Tho commune (Nhu Thanh); Ha Dong commune and 1 transformer station serving residents of 7 villages of Hoat Giang commune (old Ha Van commune); Hai Linh ward, Nghi Son town due to the weak electricity supply not ensuring daily life. According to the settlement results, for Trieu Thanh commune (Trieu Son); Ha Dong commune and 1 transformer station serving residents of 7 villages of Hoat Giang commune (old Ha Van commune): Invested in building 3 more transformer stations in Trieu Thanh commune, Ha Dong commune, Hoat Giang commune (old Ha Van commune), energized in December 2023. For Hai Linh ward, Nghi Son town: Invested in, upgraded and renovated the low-voltage grid in Hai Linh ward, planned to invest in an additional transformer station No. 10 with a capacity of 250kVA-35(22)/0.4kV to load transformer station No. 1 and continue to check, balance the phase, load, renovate and upgrade 0.4kV lines with small cross-sections in March 2024. For Thanh Tan commune, Yen Tho commune (Nhu Thanh): Invested in Thanh Tan 11 transformer station to be energized in December 2023 and is conducting a survey to build 2 new transformer stations in Thanh Tan commune to include in the 2025 investment plan; built a new Yen Tho 2 transformer station to be put into operation in May 2023 and is conducting a survey to build 2 new transformer stations to be included in the 2025 investment plan.

Voters of the units: Bim Son town, Thanh Hoa city request the Provincial People's Committee to have a plan to adjust the compensation price for housing clearance of people in the project, because the current price is low compared to the actual situation, to avoid causing disadvantages to the people. According to the settlement results, currently the organizations implementing compensation, support and resettlement work are applying the compensation unit price in Decision No. 11/2023/QD-UBND dated April 10, 2023, basically there is no much reflection on the low compensation price. Therefore, it is requested that the People's Committee of Bim Son town and the People's Committee of Thanh Hoa city propagate and explain so that voters know and inform people whose assets are compensated to know and comply with the regulations.

Voters of Trieu Son, Thuong Xuan, Tho Xuan districts proposed that the province issue a new resolution to replace Resolution 232/2019/NQHDND dated December 12, 2019 of the Provincial People's Council. According to the settlement results, the Department of Home Affairs has completed the plan to amend regulations related to cadres, civil servants, non-professional workers and other positions in communes, villages and residential groups. After the plan is approved by the competent authority, based on the proposal of the Department of Home Affairs, the Provincial People's Committee will submit it to the Provincial People's Council for consideration and issuance of a Resolution to replace Resolution No. 232/2019/NQ-HDND dated December 12, 2019 of the Provincial People's Council.

Voters of Nghi Son town, Cam Thuy district, Lang Chanh district proposed the province to: build a clean water system for daily life in Truong Lam commune (Nghi Son town); speed up the construction of water pipelines to residential areas in Cam Van commune (Cam Thuy); support investment capital for the construction of clean water projects for communes and towns in Lang Chanh district. According to the settlement results, regarding the construction of a clean water system for daily life in Truong Lam commune (Nghi Son town): Nghi Son town People's Committee has organized a meeting with Anh Phat Corporation and Truong Lam commune to agree on a plan to supply clean water to Truong Lam commune. Regarding the acceleration of the construction of water pipelines to residential areas in Cam Van commune (Cam Thuy): Clean water supply projects for Cam Van, Cam Tam (Cam Thuy) and Yen Lam (Yen Dinh) communes have come into operation. Currently, the Thanh Hoa Agricultural and Rural Development Construction Investment Project Management Board is organizing the implementation.

Regarding support for investment capital for the construction of clean water works for communes, towns, and Lang Chanh district: For clean water works in communes: The Provincial People's Committee has responded in Report No. 216/BC-UBND dated September 29, 2023. For clean water works in Lang Chanh town: Duc Anh Construction and Automation Joint Stock Company has expressed interest in investing; The Department of Planning and Investment has issued a document guiding the Lang Chanh District People's Committee. Up to now, no investor has been selected to implement the project according to regulations. Therefore, in the coming time, the Provincial People's Committee will direct the Lang Chanh District People's Committee to coordinate with relevant departments, branches, and units to continue calling for investment in the Clean Water Plant project in Lang Chanh town.

Voters of Hoang Hoa and Thach Thanh districts requested the Provincial People's Committee to consider amending Decision No. 29/2021/QD-UBND dated October 27, 2021 of the Thanh Hoa Provincial People's Committee on promulgating the process of conversion, investment in construction and management, business and exploitation of markets in Thanh Hoa province to comply with current regulations for units to organize and implement in the province. According to the results of the settlement, the Government is currently assigning the Ministry of Industry and Trade to study and advise on the development of a Decree on market development and management to replace Decree No. 02/2003/ND-CP dated January 14, 2003, Decree No. 114/2009/ND-CP dated December 23, 2009 of the Government; The Ministry of Planning and Investment is discussing with the Ministry of Industry and Trade to agree on guidelines on bidding to select investors to implement business projects, exploit and manage markets. Therefore, immediately after there are specific instructions and the current Decrees are amended, the Provincial People's Committee will assign the Department of Industry and Trade to preside over and coordinate with relevant units to advise the Provincial People's Committee to issue a Decision to replace Decision No. 29/2021/QD-UBND dated October 27, 2021.

Voters of Thach Thanh district and Bim Son town requested the Provincial People's Committee to consult with the Management Board of Nghi Son Economic Zone and industrial parks (investors) to overcome the problem and ensure the lives of households living in the resettlement area of ​​the Nam Ho Tung Mau resettlement area project, which has allocated land for people to build houses. But up to now, there is still no drainage system, lighting system, and the roads are seriously degraded, especially the first section of the road at the gate of the secondary school, which has greatly affected the lives of the people and traffic. Voters of Thach Thanh district requested the Provincial People's Committee to consult with the Management Board of Nghi Son Economic Zone and industrial parks to soon invest in building infrastructure for Thach Quang industrial park. According to the settlement results, there is no drainage system or lighting system for the resettlement area of ​​the Nam Ho Tung Mau resettlement area project: Currently, the Management Board of Nghi Son Economic Zone and industrial parks is directing contractors to focus on equipment, machinery, and workers to deploy construction and complete the project expected to be completed in March 2024. Early investment in infrastructure construction of Thach Quang Industrial Park: In the coming time, the Provincial People's Committee will continue to direct the Management Board of Nghi Son Economic Zone and industrial parks, in coordination with related units, to continue calling for and attracting investors to build infrastructure for Thach Quang Industrial Park.

Voters of Nong Cong, Trieu Son and Vinh Loc districts requested the Provincial People's Committee to consult with contractors of the North-South Expressway project to promptly return provincial roads and houses of households affected by the construction of the North-South Expressway. According to the settlement results, regarding the return of provincial roads: Currently, 15/31 roads with a length of 56.1/116.7km have been repaired and returned; the remaining 16 roads with a length of 60.6/116.7km, contractors are continuing to coordinate with localities and related units to repair and return roads passing through Nong Cong, Trieu Son and Vinh Loc districts. Regarding the houses of affected households: The number of households affected by vibrations and cracked houses eligible for compensation and support has been determined to be 1,089 households; The number of households that have paid and received compensation and support is 573 households (53%); the remaining 374 households, the Project Management Board and the Contractor have not yet had funds to pay. The Department of Transport will continue to coordinate with localities to propose the Ministry of Transport to direct the Project Management Boards to pay households according to regulations.
