Solutions for building the High-tech Park Project in Binh Thuan province

On February 13, 2023, the People's Committee of Binh Thuan province issued Plan No. 385/KH-UBND on implementing Plan No. 111-KH/TU, dated November 11, 2022 of the Standing Committee of Binh Thuan Provincial Party Committee on implementing the plan to implement the conclusion of the Prime Minister at the working session with key officials of Binh Thuan province.

Accordingly, the Department of Science and Technology is assigned to preside over and coordinate with relevant agencies to research and develop a Project to establish a High-Tech Park, advise the Provincial People's Committee to submit to competent authorities in 2023.

According to Decision 792/QD-TTg dated June 8, 2015 of the Prime Minister on the master plan for the development of high-tech zones to 2020 and orientation to 2030, 6 high-tech zones will be formed nationwide. In addition, according to Decision No. 2098/QD-TTg dated December 14, 2021 of the Prime Minister, Ha Nam High-tech Zone will be added to the master plan for the development of high-tech zones to 2020 and orientation to 2030. Implementing Resolution 54-NQ/BCT dated December 10, 2019 of the Politburo on the construction and development of Thua Thien Hue province to 2030, with a vision to 2045, Thua Thien Hue province is also developing a project to establish a high-tech zone of the province with an area of ​​about 1,081 hectares.

However, currently, the whole country has only 4 high-tech zones established and put into operation, including: Hoa Lac High-tech Zone, Ho Chi Minh City High-tech Zone, Da Nang High-tech Zone and Dong Nai High-tech Zone specializing in Biology. Thereby, it can be seen that the process of forming and building high-tech zones requires a truly specific orientation and is in accordance with relevant legal regulations as well as in accordance with the development of the high-tech sector in the current period. From there, the Department of Science and Technology proposes solutions to build the Binh Thuan High-tech Zone Project to ensure meeting the development requirements of the province. First, it is necessary to seriously study the experience of developing high-tech zones at home and abroad, clarifying where the starting point of Binh Thuan province is, what the current conditions are. It is necessary to refer to the experience of localities that have invested in building and implementing the High-tech Zone Project. It is necessary to consult experts, managers as well as businesses and investors in the formation and orientation of activities, infrastructure development and fields in the high-tech park of Binh Thuan province through scientific seminars.

When developing a project, it is necessary to base on the socio-economic conditions and socio-economic development of the province; potential, advantages, disadvantages and challenges in building the province's High-Tech Park. Legal bases related to project development; regulations of the Central Government guiding on conditions, order, procedures, dossiers for establishing and expanding high-tech parks; need to determine the roadmap for forming Binh Thuan High-Tech Park specifically. Developing high-tech parks, like science and technology, requires resources associated with universities and research institutes; associated with the ecosystem as well as investment institutions, synchronous technical infrastructure; favorable business investment environment, incentive mechanisms and good investment policies. Therefore, when setting out the Project for developing high-tech parks in Binh Thuan, it is necessary to pay attention to building an innovation ecosystem, developing science and technology of the province associated with socio-economic development.

Regarding planning, it is necessary to add Binh Thuan High-Tech Park to the Master Plan for the development of the National High-Tech Park. The planning work should not only focus on solutions to promote the potential and strengths of the province but also need to have solutions to overcome limitations, even turning disadvantages into advantages. Maximize the potential strengths of the province. In addition, the planning work also needs to focus on exploiting regional linkages. The planning of the high-tech park needs to be associated with the arrangement of infrastructure to serve the high-tech park (electricity, domestic water, transportation, healthcare, etc.) to create favorable conditions for experts, workers, and students studying and working in the High-Tech Park, etc.
