On the morning of September 8th, the Ministry of Transport, in coordination with the three provinces of Ninh Binh, Thanh Hoa, and Nghe An, held a conference to review the implementation of the North-South Expressway construction project (Eastern section) giai đoạn 2017 - 2020, specifically the section from Ninh Binh to Nghe An.

Reporting at the conference, Mr. Le Quyet Tien, Director of the Investment and Construction Management Department, Ministry of Transport, stated that the project to build several sections of the North-South East Expressway in the 2017-2020 period has implemented 11 out of 11 component projects with a total length of 652.86 km.

The new National Highway 45-Nghi Son expressway has just been put into operation.

To date, 8 out of 11 projects have been completed and put into operation, including 1 BOT project and 7 public investment projects, with a total length of 518km.

Three projects are currently underway, including the My Thuan 2 bridge, which is expected to be completed in 2023, and the two BOT projects, Dien Chau - Bai Vot and Cam Lam - Vinh Hao, which are expected to be completed in 2024.

The North-South Expressway construction projects, specifically the section from Ninh Binh to Nghe An, have been opened to traffic and put into operation. These projects comprise 4 component projects with a total length of 171.85km and an investment of 27,353 billion VND, passing through the territories of 4 provinces (Nam Dinh 5.1km, Ninh Binh 24.4km, Thanh Hoa 98.8km, and Nghe An 43.5km).

Mr. Le Quyet Tien, Director of the Construction Investment Management Department, delivered a speech at the conference.

The completion and opening of the expressway section from Ninh Binh to Nghe An has shortened travel time from Hanoi to Nghe An (Dien Chau) to only about 3-3.5 hours, addressing the need for passenger and goods transportation between provinces in the North and North Central regions; and minimizing accidents and traffic congestion on National Highway 1.

At the same time, it facilitates the promotion of regional economic development and the formation and development of industrial zones, cultural centers, and tourism centers in the provinces of Nam Dinh, Ninh Binh, Thanh Hoa, Nghe An, and the North Central region.

Minister Nguyen Van Thang emphasized that during the implementation process, numerous difficulties and obstacles were encountered that significantly affected the progress, such as: the Covid-19 pandemic, material shortages, fluctuations in the prices of raw materials and fuel, unusual weather patterns, and an earlier and longer-than-usual rainy season, etc.

With the spirit of "overcoming the sun and rain," organizing construction in "3 shifts, 4 teams," working throughout holidays and Tet (Lunar New Year)... On the construction sites of expressway projects passing through North Central Vietnam, thousands of engineers and workers have been working day and night, demonstrating the spirit of "leading the way."

"When there's enough sunshine, we work on asphalt concrete; when there's a lot of rain, we switch to building bridges, culverts, guardrails, and road signs. The weather may be unfavorable, but production cannot fail to increase. That spirit, that enthusiasm, and that flexible approach have created impressive breakthroughs at the construction sites," Minister Nguyen Van Thang said.

The Minister also shared that he was "deeply moved by the support and assistance of the construction contractors" during the final stages of the project. Although there was competition during the bidding process to win the project, in the final phase, the contractors were ready to support each other.

The minister said there are large contractors willing to provide machinery and even hundreds of personnel to smaller contractors...

To date, the expressway section from Ninh Binh to Nghe An has been completed on schedule and to the required technical standards, bringing the total length of expressways in operation nationwide to 1,822 km.

Building on the achievements made and overcoming past challenges, Minister Nguyen Van Thang believes it is necessary to mobilize the active and responsible participation of the entire political system, from the central to local levels, and the whole of society, for the common development of the country.

At the same time, closely adhering to practical realities, proactively and promptly identifying difficulties and obstacles to propose solutions, mechanisms, and policies aimed at minimizing administrative procedures and intermediate steps, focusing responsibility, and shortening implementation time; in the spirit as the Government has emphasized, "wherever difficulties arise, they should be resolved at the appropriate level, avoiding shirking or evading responsibility that affects the progress and overall goals of the projects."
