The workshop aims to clarify theoretical and practical issues on cyber security, cyber security governance issues in Vietnam's and the world's national security, and research and propose solutions to develop resources for cyber security.

The Conference was attended by more than 300 delegates from nearly 30 agencies, organizations, enterprises and over 50 central and local press agencies.
Representatives of leaders of Ministries, Departments and Branches present at the Workshop include: Central Propaganda Department; Ministry of Information and Communications and a number of agencies under the Ministry; representatives of leaders and members of the Central Theoretical Council, Command 86 - Ministry of National Defense, Department of Cyber Security and High-Tech Crime Prevention, Department of Internal Security - Ministry of Public Security, Department of National Cyber Security, Center for Information Technology - Government Office, Ho Chi Minh National Academy of Politics, Academy of Journalism and Communication and other Universities and Academies.
The workshop also had the participation of delegates who are leaders of the Government Cipher Committee and the Cipher Department of ministries, branches, agencies and units under the Committee; the Board of Directors, specialized Departments and Faculties, scientists and experts of the Academy of Cryptography Techniques; Associations and companies operating in the field of Information Security and Network Security.

Speaking at the opening of the workshop, Dr. Nguyen Huu Hung, Deputy Head of the Government Cipher Committee, affirmed: In recent times, the work of ensuring national security under the direct and comprehensive leadership of the Party has achieved important achievements, helping to prevent and promptly respond to traditional and non-traditional security threats, defeating the plots and activities of "peaceful evolution" and violent overthrow of hostile and reactionary forces... However, with the current rapid development of science and technology, ensuring national security is an essential requirement to ensure peace and national development.
With cyberspace considered a “special territory”, cyber security, confidentiality and information security using cryptographic techniques increasingly affirm their great role in protecting sovereignty, developing the economy, and maintaining political and social stability of countries.

In her opening remarks at the workshop, Associate Professor, Dr. Nguyen Thi Truong Giang, Deputy Director of the Academy of Journalism and Communication, Head of Project KX04-32/21-25, said that the workshop is a national task, under the State-level scientific project: "Non-traditional security issues, focusing on cyber security in national security", code KX.04.32/21-25, under the Political Theory Research Program for the period 2021-2025 of the Central Theoretical Council, chaired by the Academy of Journalism and Communication.
Associate Professor, Dr. Nguyen Thi Truong Giang emphasized: In recent times, the situation of network safety and security has continued to develop in a complex and unpredictable manner. In 2022, the Ministry of Public Security recorded and analyzed nearly 8 million warnings and signs of cyber attacks. Cyber espionage and sabotage activities by hostile forces are increasingly complicated, causing serious consequences for sovereignty, security, politics, foreign affairs, economy and society. Cyber attacks on key information systems of national security to destroy databases, cause disruptions or take control have occurred more frequently. The issue of cybersecurity requires continued identification, interpretation, and analysis of new theoretical and practical points, and the search for principles, strategies, and solutions from a cryptographic and administrative perspective to effectively prevent, respond, and resolve non-traditional security threats, focusing on cybersecurity in national security in accordance with the new context and new conditions.
On behalf of the Project Management Board, Associate Professor, Dr. Nguyen Thi Truong Giang expressed her hope that the Workshop would receive many comments, discussions, and exchanges from researchers and scientists, so that the Project Management Board could have more valuable arguments and data, and distill the most quintessential content on non-traditional security issues, focusing on cyber security in national security, as materials to prepare for the upcoming 14th Party Congress Documents.

Speaking at the workshop, Associate Professor, Dr. Le Hai Binh, alternate member of the Party Central Committee, Deputy Head of the Central Propaganda Department, said: the world has entered the Fourth Industrial Revolution with the strong development of cyberspace, which has brought great benefits to many areas of social life, bringing remarkable achievements to humanity. However, with its global nature, unlimited connectivity and complexity, cyberspace has posed huge challenges to the security of countries around the world such as: cyber warfare, information warfare, cyber terrorism, cyber crime, ensuring ideological security in cyberspace, etc. The issue of developing and mastering cyberspace has become one of the urgent tasks that many countries pay special attention to, clearly demonstrated in the viewpoints, strategies and specific actions of countries, including Vietnam.

With the presentation "Cryptography in national security", Dr. Hoang Van Thuc, Director of the Academy of Cryptography Techniques, affirmed that cryptography plays an important role in national security. Cryptography management policies of countries around the world all identify cryptography as a special tool, means, and weapon to protect confidential and important information. After nearly 80 years of construction, fighting, and growth, the Government Cipher Committee and the Vietnam Cipher Industry have successfully completed their tasks. The Party and the State have always paid attention and had many policies to promote the development of cryptography through a series of policies, guidelines, and legal documents that have been issued.
In his speech, Senior Lieutenant General, Associate Professor, Dr. Nguyen Van Thanh, former member of the Party Central Committee, Vice Chairman of the Central Theoretical Council, former Deputy Minister of Public Security, proposed a number of orientations and solutions to proactively prevent, respond to, and handle non-traditional security threats, focusing on cyber security such as: Raising awareness of information security, cyber security, and ensuring information security and cyber security; Strengthening education, training, and raising awareness of cadres, party members, and the masses; Focusing on propaganda and dissemination to students about risks and factors causing insecurity and threats to information security; Researching to establish national sovereignty in cyberspace, ensuring independence, autonomy, sovereignty, and national interests in the international information space; Protecting and effectively exploiting national information resources.
Speaking at the workshop, Colonel, Associate Professor, Dr. Nguyen Tung Hung, Deputy Commander of Command 86, Ministry of National Defense emphasized a number of tasks and solutions to protect the Fatherland in cyberspace such as: Strengthening propaganda, thoroughly grasping and implementing the leadership and direction of the Party and the management of the State; Reviewing, building and perfecting the system of legal documents on management and protection of national cyberspace; Building and developing a modern, safe, healthy and widespread national cyberspace to create momentum for digital transformation, strengthening national defense and security potential and protecting the Fatherland in cyberspace in all situations...
Regarding “Cyber attack trends and solutions”, Associate Professor, Dr. Tran Quang Anh, Deputy Director of the Academy of Posts and Telecommunications Technology, emphasized the power of AI. According to him, AI has the strength of analyzing security vulnerabilities; automatically generating malware, automatic, continuous, persistent attacks; self-adapting to avoid detection; automatically producing content... Also in the discussion, Associate Professor, Dr. Tran Quang Anh proposed solutions on training and fostering policies; policies on developing platforms and core technologies; make in Vietnam policies, in which, it is necessary to focus on training high-quality technical staff and raising awareness for end users.
In the presentation “Ensuring security for Data Centers”, Mr. Truong Duc Luong, General Director of Vietnam Cyber Security Joint Stock Company (VSEC) highlighted the current state of cyber security risks and measures to ensure cyber security. According to Mr. Luong, the biggest risks of Data Centers in ensuring cyber security are unauthorized interference with customer data; unauthorized interference with the Data Center system; and data content violating legal regulations.
Mr. Khong Huy Hung, Vice President of Vietnam Information Security Association, General Director of Vietnam Cyber Security Technology Joint Stock Company (VNCS) provided data on regional information security, Vietnam information security, and pointed out challenges and threats to cyber security in his speech "Forecast of the situation and factors affecting the prevention and response to cyber security risks in the coming time".
At the end of the workshop, Mr. Tran Dang Khoa, Deputy Director of the Department of Information Security, Ministry of Information and Communications, presented on the topic: "Current status of network security management in Vietnam and issues arising in the process of network security management". In addition to highlighting the current state of cyberspace, the current state of network safety and security in Vietnam, existing problems, limitations, viewpoints and thinking on network safety and security management in the new situation, Mr. Khoa also emphasized that network safety and security are the focus of the digital transformation process. For Vietnam to be self-reliant in network safety and security, it is necessary to master technology, solutions and develop a team of excellent experts in network safety and security.

Finally, in the summary of the Workshop, Prof. Dr. Ta Ngoc Tan, Former Member of the Party Central Committee, Permanent Vice Chairman of the Central Theoretical Council, on behalf of the Organizing Committee, expressed his thanks to the experts and scientists from the Central Propaganda Department, Ministry of Information and Communications, Ministry of National Defense, Ministry of Public Security, academies, enterprises, etc. who contributed their intelligence and experience through reports and speeches at the Workshop.
Prof. Dr. Ta Ngoc Tan affirmed that the Workshop was a great success. The Workshop proposed solutions from many different perspectives such as: awareness, ideology; policies, institutions, legal corridors; human resources, technological resources; international cooperation; measures in leadership, management, and governance of network security to ensure systematicity... The Workshop Organizing Committee will filter the opinions and reports of the delegates to serve the current political tasks.
