Gasoline prices are expected to continue to decrease in the operating period tomorrow, April 17.

Domestic gasoline prices tomorrow (April 17, 2025) are expected to continue to decrease following world prices. If the Price Stabilization Fund is not affected, gasoline prices may decrease by 330-420 VND/liter.

Tomorrow (April 17, 2025) is the time to regulate retail gasoline prices according to Decree 80/2023/ND-CP amending and supplementing a number of articles of Decree 95/2021/ND-CP and Decree 83/2014/ND-CP of the Government on gasoline trading.

At 6:00 a.m. this morning, April 16, the price of WTI oil was at 61.45 USD/barrel, up 0.12 USD/barrel, while the price of US Brent oil was at 64.85 USD/barrel, down 0.03 USD/barrel. The International Energy Agency also forecasts that global oil demand in 2025 will grow at the slowest pace in 5 years due to concerns about global economic growth.

According to experts, if the trade situation continues to escalate, in the worst case scenario, Brent oil prices could fall to $40-60/barrel in the next few months. Concerns surrounding Mr. Trump's tariffs, along with OPEC+'s increased production, have caused oil prices to fall about 14% this month alone.

In another development, the Machine Learning-based gasoline price forecasting model of the Vietnam Petroleum Institute (VPI) said that in the operating period on April 17, the retail price of E5 RON 92 gasoline could decrease by VND 661 (3.5%) to VND 18,219/liter, while RON 95-III gasoline could decrease by VND 595 (3.1%) to VND 18,605/liter.

VPI's model predicts that retail oil prices this period will also have a downward trend, specifically diesel may decrease by 2% to VND16,899/liter, kerosene may decrease by 2.4% to VND16,992/liter, and fuel oil may only decrease slightly by 0.7% to VND15,787/kg.

Based on the developments in world oil prices, some oil and gas businesses believe that domestic gasoline prices at the April 17 adjustment period are expected to be adjusted down following the trend of world oil prices.

Specifically, if the regulatory agency does not affect the Petroleum Price Stabilization Fund, domestic gasoline prices may decrease by 330 - 420 VND/liter. Diesel prices may be adjusted down by 220 - 320 VND/liter.

In case the regulatory agency draws from the Stabilization Fund, gasoline prices may decrease less or remain the same.

VPI forecasts that the Ministry of Finance and Industry and Trade will continue not to set aside or use the Petroleum Price Stabilization Fund this time.

Previously, in the April 10th adjustment period of the Ministry of Finance - Ministry of Industry and Trade, gasoline prices dropped sharply, specifically E5 RON92 gasoline decreased by VND1,491/liter, not higher than VND18,882/liter. RON95 gasoline price decreased by VND1,712/liter, not higher than VND19,207/liter.

Diesel prices also decreased by VND1,235/liter, not higher than VND17,243/liter. Kerosene prices decreased by VND1,322/liter, down to VND17,413/liter and fuel oil prices decreased by VND1,124/kg, not higher than VND15,902/kg.

During this operating period, the management agency continued not to set aside or use the Petroleum Price Stabilization Fund for any products. This is the first reduction after 3 consecutive increases in petroleum prices.

Since the beginning of 2025, domestic gasoline prices have undergone 14 adjustment sessions, including 8 decreases, 6 increases and 1 opposite session.
