According to the Ministry of Health, the basic salary increased from VND 1.8 million to VND 2.34 million from July 1, so medical facilities are adjusting medical examination and treatment prices to this level. From now until December 31, 2024, medical facilities must approve medical examination and treatment prices in accordance with the authority prescribed by the Law on Medical Examination and Treatment. The revised law stipulates that the price of all medical examination and treatment services includes many different types of costs combined.
The price of medical examination and treatment services includes labor costs (salaries, wages, salary contributions and allowances of medical staff); direct costs including drugs, chemicals, blood, blood products, raw materials, materials, tools, equipment, fuel, energy used for medical examination and treatment, equipment depreciation, which are also included in the price of medical examination and treatment services; management costs such as maintenance, repair, environmental protection, infection control, training, scientific research.

The Ministry of Health has approved prices for 5 special-class hospitals and 10 class I hospitals. Localities are urgently approving prices at a salary level of 2.34 million VND for medical facilities in the area, not higher than the highest price of the corresponding service as prescribed by the Ministry of Health. The competent authority approves the price on which day, the unit is allowed to collect the new price from that day.
The Ministry of Health assessed that this adjustment would not have much impact on the people. The poor, ethnic minorities, and social policy groups are covered 100% by health insurance so they will not be affected.
The group with health insurance cards must pay a co-payment of 20% or 5%, so the co-payment does not increase much. In addition, this group can afford to pay because their income is also increased according to the basic salary. The group without health insurance cards is only affected in the payment according to the price of medical examination and treatment services.
Adjusting medical examination and treatment prices according to the new basic salary level is an important step in healthcare reform, helping medical examination and treatment facilities have a clear legal basis to determine and approve service prices. At the same time, adjusting service prices according to the new basic salary level will also contribute to improving service quality, better meeting people's needs, towards a fair and sustainable healthcare system.
