Electricity production costs increased by 7.16%
Based on the inspection results of the Inspection Team (including representatives of relevant ministries, agencies and associations (Ministry of Industry and Trade, Ministry of Finance, Ministry of Labor - Invalids and Social Affairs, State Capital Management Committee at Enterprises, Vietnam Electricity Association, Vietnam Consumer Protection Association, Vietnam Federation of Commerce and Industry), the Ministry of Industry and Trade has just announced the results of the inspection of electricity production and business costs in 2023 of Vietnam Electricity Group (EVN).
Accordingly, the total cost of electricity production and business in 2023 is more than 528 trillion VND, including electricity production and business costs of power generation, power transmission, electricity distribution - retail and industry support - management.
This total cost increased by more than VND 35 trillion (equivalent to an increase of 7.16%) compared to 2022; The cost of electricity production and business in 2023 is VND 2,088.9/kWh, an increase of 2.79% compared to 2022 (in which the revenues of EVN and its member units from liquidation, transfer of fixed assets and recovered materials, income from electricity pole rental activities have been deducted from the production and business costs of EVN and its member units).
Specifically, the total cost of power generation is 441.3 trillion VND, corresponding to the cost of power generation according to commercial electricity of 1,744.12 VND/kWh. Compared to 2022, the cost of power generation in 2023 increased by more than 29 trillion VND. The total cost of power transmission is 18.8 trillion VND, corresponding to the cost of power transmission according to commercial electricity of 74.61 VND/kWh.
The total cost of electricity distribution and retail is nearly 66.8 trillion VND, corresponding to the cost of electricity distribution and retail according to commercial electricity of 263.87 VND/kWh. The total cost of the auxiliary - industry management stage is 1,595.6 billion VND, corresponding to the cost of the auxiliary - industry management stage according to commercial electricity of 6.31 VND/kWh. The total price compensation for electricity production and business costs in communes and island districts not yet connected to the national grid is 428.54 billion VND.
The commercial electricity output in 2023 is 253.05 billion kWh, an increase of 4.26% compared to 2022. The revenue from selling commercial electricity in 2023 is more than 494.3 trillion VND, an increase of 8.18% compared to 2022. The average commercial electricity selling price is 1,953.57 VND/kWh, an increase of 3.76% compared to 2022.
Research to prevent EVN from losing money in the future
The Ministry of Industry and Trade affirmed that the inspection of electricity production and business costs in each year is based on documents provided by EVN and its member units, including: Report on electricity production and business activities audited by Deloitte Vietnam Co., Ltd.; consolidated financial statements after audit of EVN, financial statements audited by independent auditors of EVN's parent company and its member units; electricity purchase and sale contracts between EVN and power generation units; separation of costs for power generation, power transmission, electricity distribution - retail, ancillary and industry management.
Therefore, according to the announcement, if calculating the net results of electricity production and business activities in 2023, EVN lost more than 34 trillion VND. However, EVN has additional income from activities related to electricity production and business in 2023 of about more than 12 trillion VND. Thus, the total loss of electricity production and business activities in 2023 and activities related to electricity production and business in 2023 of EVN is nearly 22 trillion VND (excluding income from other production).
Notably, this inspection result does not include some items that need to be accounted for in the cost of electricity production and business in 2023, such as the remaining exchange rate difference implemented according to the electricity purchase and sale contracts of the power generation units (remaining from 2019 to present) and the exchange rate difference according to the electricity purchase and sale contracts from 2020-2023. The total unaccounted cost is about 18 trillion VND.
According to the explanation of Minister of Industry and Trade Nguyen Hong Dien at the question-and-answer session on the contents of the Industry and Trade sector in the 36th meeting of the National Assembly Standing Committee, electricity is one of the commodities that must ensure price stability according to the direction of the State. Currently, EVN is the only unit with the function of buying and selling electricity and supplying electricity, ensuring national electricity security and must buy according to the market price mechanism, but the output must ensure stability, because the electricity price is related to and greatly affects other production sectors. That is the reason for the difference between input and output. Accordingly, the current difference between EVN's buying and selling prices is about 208-216 VND/kWh.
The Minister of Industry and Trade affirmed that in order for EVN to not suffer losses in the future, the Industry and Trade sector is consulting with the Government to amend, supplement and complete the Electricity Law, which will be submitted to the National Assembly at the October session, in the direction of eliminating cross-subsidy between subjects and electricity customers; in addition, it is necessary to calculate correctly, fully and completely the cost of electricity, including the price of electricity production, the price of dispatching and operating the electricity system to ensure objectivity.
