How does Gia Lai handle the Ia Ring dam incident?

To ensure dam safety, Gia Lai province mobilized the army, militia and dozens of workers and machines to work overnight to repair the hole in the dam body of Ia Ring reservoir.

Puncture controlled

On the afternoon of November 15, Mr. Nguyen Nang Dung, Director of Gia Lai Irrigation Exploitation Company Limited, said that he had handled the puncture that caused the dangerous incident at Ia Ring irrigation lake, in Ia Tiem commune, Chu Se district, Gia Lai.

Authorities worked through the night to patch a dangerous hole in the dam.

Mr. Dung said that the repair work at the leak in the Ia Ring reservoir lasted from 7am on November 14 to around 10am on November 15. The military, militia and self-defense forces of Chu Se district and workers of Gia Lai irrigation company worked all night to patch the leak that caused the dam body to drain. Along with the urgent repair work, the authorities also discharged the maximum flow rate of 60m3/s to reduce the pressure on the dam body and reduce the flow pressure through the leak in the dam body. So far, the leak has been controlled.

"Currently, we have invited a team of experts from the Ministry of Agriculture and Rural Development to Gia Lai to study solutions to safely handle this dam," Mr. Dung added.

Gia Lai Irrigation Exploitation Company Limited said that Ia Ring reservoir has a capacity of more than 10 million cubic meters of water. In addition to providing irrigation water for 2,300 hectares of crops, the reservoir also provides domestic water for 18,000 households. The location of the incident is on the upstream roof of the dam, near the irrigation tower, a hole about 10 square meters in size appeared, causing water to escape and flow rapidly, causing the sinkhole to become larger and larger, potentially posing a risk of dam failure.

The initial cause of the incident was determined to be a breach in the main water intake corridor, causing water from the reservoir to flow down the corridor through the leak, causing the ground to collapse. Along with urgently fixing the incident, plans to ensure the safety of people's lives and property have also been deployed.

Gia Lai provincial leaders spent the night directing the patching of the hole in the dam.

Ensure downstream safety

Records at the scene show that the reservoir is located at an elevation of nearly 700m, with a large capacity, creating a very strong flow pressure down the corridor through the leak, causing the ground to collapse. With a wide leak mouth, the strong water pressure poses a very high risk of dam safety.

Speaking to Giao thong Newspaper, Mr. Ly Anh Sang, Secretary of Chu Se District Party Committee, said, "The district has mobilized forces to urgently use all measures to ensure the safety of the dam. In addition, the district requested the police and militia forces of the downstream communes to block key locations that cause flooding of the spillways to ensure traffic safety.

"We have developed a number of plans. In case we are forced to relocate people or there is force majeure, we are ready," said Mr. Sang.

According to the Gia Lai Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue, with the motto "4 on-site" and the direction and drastic implementation of remedial measures by Gia Lai province, after 24 hours since the discovery and implementation of remedial measures, the landslide incident at the Ia Ring Irrigation Project, Ia Tiem Commune, Chu Se District has been basically controlled. Up to now, the water from the leaking hole outside the dam body only flows at about 0.5m3/s.

Mr. Duong Ma Tiep, Vice Chairman of Gia Lai Provincial People's Committee said: "Ensuring the safety of the dam, the remaining area of ​​nearly 50 hectares flooded must assess the property damage to have a plan to support the people. When the water recedes, the authorities must have a plan to inspect, evaluate and comprehensively remedy the situation."

Also on the morning of November 15, experts from the Ministry of Agriculture and Rural Development were present at the scene to assess, find the cause as well as long-term solutions to ensure absolute safety for the project.
