At the 19th (expanded) Conference of the Provincial Party Executive Committee, delegates focused on discussing and evaluating the implementation of tasks in the first quarter of 2025 and proposed solutions to focus on removing difficulties and obstacles.

Accordingly, in the first quarter of 2025, the resolutions, conclusions and directions of the Central and Provincial Party Committees were promptly implemented, the socio-economy developed, the industrial production index, total social investment capital, budget revenue, total retail sales of goods and service revenue, and export turnover grew higher than the same period last year. The province's GRDP increased by 3.61%; export turnover is estimated at 54.35% of the resolution (up 11.59% over the same period); total social investment capital is estimated at more than VND 5,164 billion (up 5.5% over the same period); disbursement of public investment capital reached 7.1% of the plan; total budget revenue is estimated at more than VND 2,042 billion (up 4.5% over the same period)...

Culture, society, health, science, technology, information and communication continue to develop; the work of caring for policy families, people with meritorious services, and social groups in the community is of interest and focused on. Political security, social order and safety are ensured. Propaganda, mass mobilization, inspection, supervision and personnel organization work continue to be focused on and implemented in accordance with procedures and regulations, working methods are regularly innovated and quality is increasingly improved. During the quarter (up to March 15, 2025), the entire Provincial Party Committee has admitted 371 Party members. To date, the total number of residential area Party cells with Party Committees is 1,534/1,577 Party cells (reaching 97.27%)...

Based on the results achieved and the difficulties and limitations pointed out, the conference focused on discussing and agreeing on key tasks for the second quarter of 2025.

In particular, the conference discussed and commented on draft reports and submissions such as: Submission No. 74-TTr/TU, dated April 15, 2025 of the Provincial Party Standing Committee requesting opinions on perfecting the personnel of the Document Subcommittee, the Propaganda and Service Subcommittee of the 17th Provincial Party Congress, term 2025-2030; Submission No. 75-TTr/TU, dated April 27, 2025 of the Provincial Party Standing Committee requesting the policy of the Provincial Party Executive Committee on the Project on rearranging commune-level administrative units in Gia Lai province.

After a period of discussion and consideration, the delegates basically agreed on the plan to arrange the commune-level administrative units. At the same time, the delegates made recommendations and proposals on paying attention to arranging accommodation, food and work for the staff at the new administrative units; proactively handing over major projects to avoid procedural problems after the dissolution of the district level; classifying, filing and archiving Party documents and history after the merger...

Reduce from 218 to 77 commune-level administrative units

Recognizing and appreciating the sense of responsibility, efforts, and political determination of Party committees, units, and localities that have led the organization to effectively implement assigned political tasks in the first months of the year, concluding the conference, Party Central Committee member, Provincial Party Secretary, Chairman of the Provincial People's Council Ho Van Nien requested Party committees, units, and localities to uphold the spirit of initiative, responsibility, urgency, seriousness, determination, and drasticness, making the most of the time to carry out political tasks. Ensuring that by June 30, 2026, targets and tasks according to the program and plan are completed.

In particular, Party committees, units and localities continue to lead the implementation of the contents according to the conclusion of General Secretary To Lam at the working session with key officials of Gia Lai province. Proactively carry out forest fire prevention and fighting in the areas under their management. Urge and promote the disbursement of public investment capital in 2025, especially key projects and projects under the 3 national target programs, ensuring quality and efficiency. Closely coordinate with relevant ministries, branches and localities to promptly complete procedures to submit to competent authorities for decision to start the Quy Nhon-Pleiku Expressway Construction Investment Project in 2025. Regularly urge, direct and determine to complete the program to eliminate temporary and dilapidated houses in the province before June 30, 2025...

Emphasizing that the reorganization of the political system, the arrangement of administrative units and the organization of two-level local governments is a major policy of the Central and the province, the Provincial Party Secretary requested that Party committees, units and localities in the implementation process continuously update and closely follow new directives and instructions of the Central and the province, according to assigned functions and tasks, focus on advising and organizing implementation to ensure the set progress.

The Provincial Party Secretary assigned the Provincial Party Committee's Organizing Committee to preside over and coordinate with the Standing Committee of the Provincial Party Committee and relevant Party committees, units and localities to urgently advise the Provincial Party Committee's Standing Committee to issue documents specifying the documents of the Central Committee. The focus is on Directive No. 45-CT/TW, dated April 14, 2025 of the Politburo on Party Congresses at all levels towards the 14th National Party Congress; Plan No. 47-KH/BCĐ of the Central Steering Committee on the arrangement and merger of provincial and communal administrative units and the organization of 2-level local governments with 35 specific tasks that must be directly implemented or jointly implemented before and after the province's merger.

Closely coordinate with the advisory agencies of Binh Dinh province in advising on the implementation of contents related to the arrangement of provincial-level administrative units in accordance with the spirit of Resolution No. 60-NQ/TW, dated April 12, 2025, the 11th Conference of the 13th Party Central Committee, ensuring the correct functions and tasks of each Party Committee and unit.

Immediately after the end of the district-level administrative unit's activities and the completion of the arrangement of commune-level administrative units, congresses at all levels will be held. The Provincial Party Secretary requested that Party committees, units, and localities, especially the leaders, promote their roles and responsibilities, focus on leadership and direction in preparing the contents of the congress in accordance with the guiding documents of the Central Government, the province, and the direction of General Secretary To Lam at the National Conference to disseminate and implement the Resolution of the 11th Conference of the 13th Party Central Committee held on April 16, 2025.

Regarding the Project on reorganizing commune-level administrative units in the province, the Provincial Party Committee basically agreed to reorganize 218 commune-level administrative units into 77 units (including 69 communes and 8 wards). The Provincial Party Committee assigned the Provincial People's Committee to complete the project content and implement the next steps in accordance with regulations, ensuring the time schedule as required by the Central Government.

Secretary of the Provincial Party Committee Ho Van Nien also emphasized: the tasks set out in the coming time are very large, the Provincial Party Committee Executive Committee requests that Party committees at all levels, units, and localities, according to their assigned functions and tasks, continue to join hands, be unanimous, make great efforts, have high determination, promote the spirit of initiative, and together with the entire Provincial Party Committee strive and direct the completion of the set targets and tasks.
