According to information from Oilprice.com, the International Maritime Organization (IMO) has just concluded the MEPC 83 session with an important step forward in the decarbonization roadmap, when approving the Net-Zero Framework despite reservations from some countries such as the US and oil-producing countries.
Rystad Energy research shows that the IMO’s compliance targets are more ambitious than FuelEU Maritime’s. Under the new pricing framework, very low sulfur fuel oil (VLSFO) will incur a lighter penalty under IMO than FuelEU, with maintenance costs remaining below $1,000/tonne until 2035, rising above $1,100/tonne thereafter. Meanwhile, LNG – which is more favoured under FuelEU – will incur a higher penalty under IMO, although it will remain the most cost-effective option through 2035 under both frameworks.
Detailed analysis shows:
- VLSFO: Costs remain stable below $1,000/tonne through 2035. Tier 1 penalty is $49/tonne; Tier 2 increases from $90 to $463/tonne by 2035 (accounting for over 70% of base fuel costs).
- LNG: Remains competitive until 2035, especially when used in slow-speed diesel engines. According to the EU, LNG is subject to ETS only and meets FuelEU targets until 2039.
E-ammonia is not yet cost competitive with fossil fuels, although this could be improved by selling excess credits and the upcoming ZNZ bonus scheme. Both the IMO and the EU suggest that LNG will retain its cost advantage for many years to come, until e-fuels reach price parity – underscoring the need to build the right incentives to drive the transition.
Domestic gas prices
According to the records of PV Thuong Truong, the domestic gas price in April did not change compared to the selling price in March because the average world gas price contract in April did not change compared to the previous month.
Specifically, the retail price of Petrolimex gas cylinders (including VAT) in April 2025 in the Hanoi market is 457,400 VND/12 kg household cylinder; 1,829,600 VND/48 kg industrial cylinder, unchanged compared to the selling price in March.
Similarly, according to the announcement from Southern Gas Trading Joint Stock Company (Gas South), domestic retail gas prices in April for the Company's brands including: Gas Dau Khi, VT-Gas, A Gas, JP Gas, Dak Gas and Dang Phuoc Gas remained unchanged compared to March 2025.
Specifically, the retail gas price to consumers is 475,400 VND/12kg cylinder and 1,784,111 VND/45kg cylinder (including VAT), applicable to the Eastern and Western regions of the South.
According to a representative of Petrolimex Gas Corporation, the gas price in April remained unchanged compared to March because the average world gas price contract in April was at 610 USD/ton, unchanged compared to March, so the Gas Corporation did not make any price adjustments.
Since the beginning of the year, gas prices have decreased twice and remained unchanged twice.
