Enterprises (DN) cut down on labor, causing workers (NLĐ) to lose their jobs and no longer be eligible to participate in compulsory social insurance. However, because they understand the importance of social insurance and health insurance policies, many workers continue to stay in the "safety net" by paying voluntary social insurance.
Voluntary social insurance has humane and superior values and brings many practical benefits to participants. When participating in voluntary social insurance, employees will receive support from the state for a part of the prescribed contribution level and can choose flexible payment methods suitable to their income such as: periodic payment (monthly; once every 3 months; once every 6 months; once every 12 months; once every many years (no more than 5 years/time); or pay once for the remaining years (no more than 10 years) to be eligible for pension.
After receiving State support, the lowest contribution level for voluntary social insurance participants is currently: VND 231,000/month (for poor households); VND 247,000/month (for near-poor households); VND 297,000/month (for other subjects).
In particular, in order to create conditions for freelance workers to access and enjoy social insurance policies, many provinces currently provide additional support from local budgets for voluntary social insurance participants beyond the level prescribed by the State. Therefore, the actual amount of money paid by people when participating in voluntary social insurance in these localities continues to be lower.

Direct form
Participants submit documents and pay voluntary social insurance premiums according to regulations at the authorized service organization to collect social insurance and health insurance premiums or at the social insurance agency where they reside or temporarily reside.
In particular, after paying voluntary social insurance premiums to the collection service organization's staff, people can look up and control their voluntary social insurance premium payment information. Thanks to that, the information is public, transparent and the rights of participants are always guaranteed according to regulations.
Specifically, participants can look up detailed information about voluntary social insurance contributions at the Vietnam Social Security Electronic Information Portal at: https://baohiemxahoi.gov.vn/ with the following steps:
Step 1: Participants access the Vietnam Social Security Electronic Information Portal at https://baohiemxahoi.gov.vn/
Step 2: Select the Online Search function
Step 3: Select the function Look up information on social insurance and health insurance contributions
Step 4: Enter information to look up including: Confirmation code (provided by the collection service organization) and Social Security number/CCCD number.
Step 5: Vietnam Social Security provides information to participants according to the Confirmation Code and Social Security Number/CCCD Number.
Information provided includes: Participant information: Social insurance code, Full name, Date of birth, Gender, ID card number, Participation type (voluntary social insurance), Payment amount, Number of payment months, Date of recording; Information of the collection service organization: Collection service organization code, Collection service organization name, Collection staff code, Collection staff name, Contracting social insurance agency code, Contracting social insurance agency name.
Online form
Participants do not need to go directly to the Social Insurance agency or the authorized service organization to collect Social Insurance and Health Insurance, but can pay and submit voluntary Social Insurance online through the Public Service Portal (DVC) of Vietnam Social Insurance or the National Public Service Portal with a highly automated process; or on the online application of some banks to ensure quick and convenient transactions. Specifically:

Participants can perform procedures on the National Public Service Portal (at: https://dichvucong.gov.vn/p/home/dvc-trang-chu.html) or the Vietnam Social Security Public Service Portal (at: https://dichvucong.baohiemxahoi.gov.vn). Applicable cases include: Registering to participate in voluntary social insurance for the first time; Continuing to pay voluntary social insurance.
Through the bank's online application
Currently, Vietnam Social Security has signed bilateral electronic payment agreements with banking systems such as: Joint Stock Commercial Bank for Foreign Trade of Vietnam (Vietcombank), Military Commercial Joint Stock Bank (MB); Bank for Investment and Development of Vietnam (BIDV); Vietnam Joint Stock Commercial Bank for Industry and Trade (Viettinbank) ... to create maximum convenience for people and businesses in participating and enjoying social insurance and health insurance policies in accordance with the Government's direction on promoting non-cash payments.
Accordingly, participants can continue to pay voluntary social insurance directly on the online application of these banks with simple and easy-to-follow operations. The steps are as follows:
Step 1: Log in to the bank's application, find and select the Social Insurance section (depending on the application interface, this section may be in the Payment or State Budget section).
Step 2: Select the type of service you want to perform, which is to continue paying voluntary social insurance; select the payment subject for individual or organizational customers; select the province or city where you register to pay voluntary social insurance; enter the social insurance book number or social insurance subject code if the payment subject is an organization; check and confirm payment information.
Step 3: Enter the OTP code sent by the bank to complete the transaction.
With the advantage of fast and convenient transactions that can be performed anywhere, anytime on devices (computers, smartphones, etc.) with internet connection, registering and paying voluntary social insurance online via the DVC Portal and online applications of some banks has been and is being responded to and highly appreciated by people.
According to statistics, by the end of August 2023, the whole country had about 17.5 million people participating in social insurance, of which nearly 1.5 million people participated in voluntary social insurance; by August 18, there were 3,141 cases of continuing to pay voluntary social insurance through the National Public Service Portal.
