Recently, the Ministry of Health has clarified the contents of Circular 13/2023/TT-BYT dated June 29, 2023 of the Ministry of Health regulating the price framework and pricing method for medical examination and treatment services upon request provided by state medical examination and treatment facilities.
Accordingly, the price framework for medical examination and treatment services on demand is built on the principle of being consistent with the Party's guidelines and the State's policies and laws.
The price of medical services is calculated by many costs, including risk reserve provisions (illustrative photo).
The prices of services are calculated correctly and fully.
Publicly and transparently disclose the list, prices and ability to provide medical examination and treatment services upon request.
Ensure compliance with functions, tasks, organizational and operational regulations and meet the conditions for service performance.
Manage, use and apply standards and norms for the use of public assets in accordance with the provisions of law on management and use of public assets.
Medical examination and treatment facilities must separately account for and monitor revenue and expenses and fully reflect them in accounting books and financial reports.
According to regulations, costs and methods for determining costs to build prices for medical examination and treatment services upon request, direct costs include drugs, chemicals, medical equipment, consumables, direct replacement materials (including storage costs, loss according to regulations);
Electricity, water, fuel, waste treatment, environmental sanitation, infection control...
Salary costs include allowances; contributions according to regulations; Wages and expenses related to human resources performing services according to regulations; Outsourced labor costs, costs of inviting domestic and foreign experts.
Management costs of the medical examination and treatment facility management and operation department and indirect costs to perform the service.
Depreciation costs of assets such as assets used only for on-demand service activities and assets used in common for both functional activities and on-demand service activities according to current depreciation regulations.
There are also costs for risk contingencies, savings for reinvestment, technical development, expected profits, etc.
Medical examination and treatment facilities decide to choose to build prices for medical examination and treatment services upon request according to one of the two methods prescribed in Clause 1, Article 5 of Circular No. 25/2014/TT-BTC dated February 17, 2014 of the Minister of Finance stipulating general pricing methods for goods and services.
