Accordingly, Geleximco proposed that the Prime Minister coordinate with Bokalis Group (Netherlands) to carry out a pilot project to explore, evaluate reserves and exploit offshore sand in three sea areas.

The group also proposed to the Prime Minister to implement a project to process and treat salty sand to supply for traffic and construction projects, including the establishment of three strategic sand storage facilities in three areas: Thai Binh River estuary, Thai Thuy district, Thai Binh province; Ganh Rai Bay area, Thanh An commune, Can Gio district, Ho Chi Minh City; Dinh An estuary area, Cu Lao Dung district, Soc Trang province.

At strategic storage facilities, sea sand is processed and treated for salinity to ensure quality in accordance with construction engineering and environmental protection regulations. After treatment, sea sand meets standards for construction of urgent national infrastructure projects.

In a document sent to the Prime Minister, Geleximco Group pledged that if approved, the proposal would provide enough sand for traffic and construction projects in Vietnam in the coming time, solving the current sand shortage.

According to Tuoi Tre Online , many key national traffic projects, especially expressway projects under construction in the West, Ho Chi Minh City, and Hanoi, are currently lacking tens of millions of cubic meters of sand for roadbed construction.

In which, the Ho Chi Minh City Ring Road 3 project is at risk of being behind schedule due to lack of sand.

The Ninh Binh - Nam Dinh - Thai Binh - Hai Phong coastal highway project through Thai Binh and Nam Dinh is short of about 10 million cubic meters of sand for embankment.

Expressway projects under construction in the West such as: Can Tho - Ca Mau, Chau Doc - Can Tho - Soc Trang, Cao Lanh - An Huu, My An - Cao Lanh are also lacking millions of cubic meters of sand for roadbed construction.

Geleximco Group said that since 2019, it has cooperated with a number of corporations with experience in exploiting, processing, and using saline sand in Europe, including Bokalis Group, to research and receive technology transfer for marine exploitation, using modern dredgers, exploiting along routes, without much impact on the seabed environment as well as coastal areas.

Partner Bokalis owns the technology to exploit and process sea sand to serve the construction of many highways in the Netherlands.

Regarding Geleximco's proposal, the Ministry of Transport recently invited representatives from the Institute of Transport Science and Technology, the Institute of Transport Strategy and Development, and Geleximco Group to discuss solutions for exploiting offshore sand as embankment material for highways.

Previously, the use of sea sand to build highway foundations was piloted at the Hau Giang - Ca Mau expressway project from early July 2024.

The first barges carrying sea sand in the pilot expansion of using sea sand for construction on the North-South Expressway project in the East have arrived at the construction site. The difficulty in sourcing sand for filling is gradually being resolved.
