Attending the National Conference to commend and honor advanced models, the Army delegation had 28 delegates (one of the largest delegations in the country), including: 16 advanced models selected and introduced by the Ministry of National Defense; 5 National Emulation Fighter delegates from 2021 to present; 7 delegates from the Military Command, Border Guard Command of provinces selected by localities.

Speaking at the meeting, Lieutenant General Trinh Van Quyet emphasized: Imbued with the teachings of beloved President Ho Chi Minh - the beloved father of the Vietnamese people's armed forces, under the direct leadership and direction of the Central Military Commission and the Ministry of National Defense, after nearly 80 years of building, fighting and growing, the Vietnam People's Army has organized many emulation movements, notably the emulation movement "Kill the enemy and make achievements" in the resistance war against France, the emulation movement "Three-first flag" in the resistance war against America and now the Determined to Win Emulation Movement.

Along with the development of the revolution, although each stage has different names and tasks, the emulation movements in the Army have always been maintained and developed more and more deeply, creating a strong driving force, encouraging and motivating the entire army to promote the tradition of patriotism, brave fighting, enthusiastic work, production, and making glorious achievements. From those emulation movements, thousands and tens of thousands of heroic units, determined-to-win units, heroic individuals, brave soldiers, emulation soldiers, determined-to-win soldiers have emerged, which are beautiful flowers that make the "Determined-to-Win Emulation Flower Garden" of the Army more brilliant, contributing to bringing Vietnamese revolutionary heroism to the peak of the era.

The Army delegates attending the Conference to commend and honor advanced models nationwide are advanced models, new factors, good people, and the most typical good deeds in all aspects of work and fields of operation of the armed forces. Lieutenant General Trinh Van Quyet affirmed: This is an honor and pride not only for you comrades, but also an honor and pride, a place to place the trust of the unit, comrades and family; at the same time, it is the responsibility of each individual before the Central Military Commission, the Ministry of National Defense, officers and soldiers of the entire army and people of the whole country.

Therefore, the Deputy Chief of the General Staff of the Vietnam People's Army requested: For the delegates attending the conference, it is necessary to prepare well the mentality, etiquette, and military style; fully participate in all activities and strictly comply with the regulations of the conference; always be exemplary in every word and action to be worthy of being a revolutionary soldier, proud of the noble qualities of Uncle Ho's soldiers; clearly demonstrate a steadfast political stance, absolute confidence in the leadership of the Party, in the path to socialism of the country, in the victory of the revolutionary cause of the nation. In particular, each comrade needs to do a good job of propaganda work, spreading the achievements of emulation and reward work and the Emulation Movement for Victory of the Army, the image and noble qualities of Uncle Ho's soldiers to all delegates attending the conference and the people of the whole country.

For supporting agencies and forces performing security and service tasks, it is necessary to closely follow the conference's program of activities to advise and propose promptly and accurately; ensure completeness; serve delegates enthusiastically and thoughtfully, ensure punctuality and absolute safety; and properly implement disease prevention and control measures in accordance with regulations.

After the conference, Party committees and commanders of agencies and units need to promptly disseminate good models and valuable experiences in organizing emulation and the work of building and replicating advanced examples of central departments, ministries, branches, localities and friendly units; create the most favorable conditions for advanced examples and new factors to increasingly flourish and develop; regularly do a good job of propaganda, promote emulation movements, catch up with and surpass advanced examples.

After attending the conference, the typical and advanced delegates need to continue to preserve and promote their achievements, especially to be more exemplary in self-cultivation and training to increasingly mature and progress, contributing more effort and intelligence to the cause of building and defending the Fatherland.
